Natural pine forests characterize many landscapes preserved over time, either as a result of a specific forest management practice or a disturbance. In the event of a lack of management over a long period of time, these formations could evolve with increasingly chaotic structures towards other formations. This process can lead to landscape change, the spread of insects and pathogens, and the risk of fires and watercourse obstruction. Pine forest plantations should be considered as transient tree populations, destined to evolve into more complex and stable formations. However, sometimes they should be preserved for their cultural value. Careful management of these forests also takes into account the close relationship between forest and human settlements. As a first step, ecological management assumes the definition of these two macro types. These approaches include the application of integrated methods for determining the reference conditions of the main functional and structural ecosystem components of forests. The reference conditions are the historical (or natural) variability range of ecological structures and processes, reflecting the recent evolution and dynamic interaction of biotic and abiotic conditions and patterns of disturbance. These conditions form the basis for comparison with contemporary ecosystem processes and structures and are a frame of reference for designing ecological restoration treatments and conservation plans. The productive aspects must not be overlooked; rather, they have to be considered, planned, and managed with a perspective of sustainability and ecosystem functionality. This should be considered for a common approach to forest management, for a forest rehabilitation, and for forest restoration activities.

What new institutions emerge to address the mandate? The contributors to this volume focus on the work of translation and interpretation that ensues once heritage conventions are ratified and implemented. With seventeen case studies from Europe, Africa, the Caribbean and China, the volume provides comparative evidence for the divergent heritage regimes generated in states that differ in history and political organization. The cases illustrate how UNESCO’s aspiration to honor and celebrate cultural diversity diversifies itself. Die Mitgliedstaaten der EU dürfen sich im Rahmen eines transparenten Vergabeverfahrens unter bestimmten Voraussetzungen sozialer Zuschlagskriterien bedienen. Zur Untermauerung dieser These schlägt die Arbeit einen Bogen zum Beihilfenrecht und zieht Lehren aus der Altmark-Rechtsprechung des EuGH zu Dienstleistungen von allgemeinem Interesse. Dazu stellt die Untersuchung Bezüge zu dem Querschnittsinstrument mainstreaming her und macht die EuGH-Rechtsprechung zu affirmative action-Maßnahmen fruchtbar. Sie widmet sich speziell dem Kriterium der Tariftreueverpflichtung und nimmt eine sorgfältige Verhältnismäßigkeitsprüfung sozialer Vergabekriterien als Instrument staatlicher Regulierung vor. Schließlich werden anhand der gefundenen Ergebnisse die neuen Vergaberichtlinien 2004/17/EG und 2004/18/EG untersucht.

In A Century of Violence in a Red City Lesley Gill provides insights into broad trends of global capitalist development, class disenfranchisement and dispossession, and the decline of progressive politics. Gill traces the rise and fall of the strong labor unions, neighborhood organizations, and working class of Barrancabermeja, Colombia, from their origins in the 1920s to their effective activism for agrarian reforms, labor rights, and social programs in the 1960s and 1970s. Like much of Colombia, Barrancabermeja came to be dominated by alliances of right-wing politicians, drug traffickers, foreign corporations, and paramilitary groups. These alliances reshaped the geography of power and gave rise to a pernicious form of armed neoliberalism. Their violent incursion into Barrancabermeja's civil society beginning in the 1980s decimated the city's social networks, destabilized life for its residents, and destroyed its working-class organizations. As a result, community leaders are now left clinging to the toothless discourse of human rights, which cannot effectively challenge the status quo. In this stark book, Gill captures the grim reality and precarious future of Barrancabermeja and other places ravaged by neoliberalism and violence.
