CIVIL DEFENSE MANUAL A Civil Defense Network or “CDN” is an uncensored line of communication on social media and other platforms that connects pillars of the community to each other during a time of civil unrest in order to communicate emergency alerts and coordinate civil defense. The CDN program was designed to respond to the growing threat of Marxist Terrorism in the United States of America today. Each local network is self- governing and connects nationwide to all other CDNs through the USCDN, or United States Civil Defense Network. Pillars of the community that may be connected to a CDN are: • Churches and other Religious Houses of Worship • Community Centers • Community Organizations • Fraternities and Degreed Organizations • Local Law Enforcement • Federal Law Enforcement • Sheriff’s Department • School Administrators • Neighborhood Watch Groups • Civilian Militias • Private Citizens This manual will instruct you on how to create a CDN. If there is anything you do not understand or if you require further guidance or assistance, please contact the USCDN Operator directly through the website’s popup chat client. INSTRUCTIONS STEP 1: Form or join a neighborhood watch group within your local community. Talk to your neighbors about civil unrest, listen to their opinions. You may even decide to hold a potluck, mixer, or even a Town Hall meeting to allow private citizens to voice their concerns for the safety of themselves, their families, and private property. 1 STEP 2: Reach out to any or all of the law enforcement agencies listed above. A great place to start is your local police department. Instead of many people calling 911 during a riot, a delegate representing your local CDN may communicate directly with a law enforcement liaison or “LEL” to coordinate civil defense and to relay emergency updates and riot alerts. Connect one or more delegates from a law enforcement agency willing to coordinate with your neighborhood watch. STEP 3: Once this local network is setup, bring your public safety concerns to leaders within the greater community. Host an event, fundraiser, potluck, or simply a barbecue to discuss opinions on rioting. Ask community leaders to connect to the local network and transmit riot alerts to their networks. Ask them to make this known in a public announcement to the people they interact with, so that all citizens may choose whether or not to connect to the local CDN and receive riot alerts. If you are in a Marxist Zone, you may be unable to organize an in-person event due to draconian lockdowns in your area. Instead, host a Zoom meeting. STEP 4: Now that you have your local CDN constructed, it’s time to add the final element, civilian militias. To the best of the knowledge of multiple professionals on both sides of the political spectrum, a civilian militia may operate only in tandem with law enforcement, after reaching out to coordinate. Militias may not operate paramilitary tactics without coordinating with law enforcement and receiving a GREEN-LIGHT. However, any citizen may peaceably assemble, no matter what your mayor or governor may say. Check your local law by communicating with police and attorneys to see what the restrictions are on open carry demonstrations. Any citizen may defend themselves, and this is how operations will proceed. A CDN does not operate offensively. That is under the jurisdiction of law enforcement. It is explicitly illegal to do that. STEP 5: You have your local CDN, you’ve connected to your local militia, or maybe you need assistance locating them. Your next move will be the same regardless. You will connect to the USCDN through the website USCivilianDefenseNetwork.com, and now your CDN is connected to other CDNs nationwide. Watch for updates frequently, as the website will be moved to a better platform over the winter. Every development will be broadcast across the network. We will erect the new website prior to the termination of the original platform with plenty of time given to make the transition. NAMING YOUR CDN For the purposes of communicating clearly, we ask everyone to conform to the parameters set forth by the manual. A local CDN will bear a letter or two indicating the locale. An example would be, if you lived in Portland, OR. Portland Civil Defense Network would be PCDN. Conversely, if you find there is already a PCDN and you want to distinguish your network, you may use Multnomah County Civil Defense Network or MCCDN. 2 POSSIBLE PLATFORMS Facebook - Fb has been heavy-handed when it comes to civil defense. Many rioters hold positions of power within Big Tech and while they use their influence to censor and eliminate anyone opposing the violent riots, those who sit at the top of Facebook’s hierarchy are also in complete alignment with this position. As a whole, Facebook aids and abets riot organization, and ultimately domestic terrorism. Facebook will not allow the organization of civil defense or the coordination thereof with law enforcement. Any neighborhood watch group is subject to intense scrutiny, and networks created through Facebook may be destroyed at any time for no reason at all. Twitter - Despite heavy censorship, Twitter has largely allowed the communications of average citizens and focuses their censorship on politicians and journalists who oppose Marxist ideologies and activities. This may change, however, and backup networks must be installed if Twitter is used. Parler - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. MeWe - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. Signal - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. Telegram - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. Zello - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. Discord - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network. Minds - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network, but is not very often in use. Gab - This platform has been verified to support the First Amendment rights of Americans. It is a safe platform to construct a network but there is no app so use of the platform is difficult.
