The private sector and government entities are negatively impacted everyday by gridlock, affecting the economy and personal livelihoods. This lack of investment in improving transportation infrastructure within the Greater Toronto Area is costing the Ontario economy an estimated $6 billion annually in lost productivity – a number that is expected to climb to $15 billion in the next decade as the city grows, according to the Toronto Region Board of Trade. Toronto Tunneled Expressway System - 2023 THE EXISTING FREEWAY NETWORK Toronto Tunneled Expressway System - 2023 Traffic volumes on many city streets have reached highway - level volumes due to the following m issing links within the city’s existing freeway network: • N o continuous North - South H ighway from the 401 to the Gardiner Expressway between the 427 and Don Valley Parkway, a distance of nearly 20 kilometers. • The Allen Expressway is incomplete and terminates at Eglinton Avenue. • This large geographic area is served only by local streets that were never designed to handle freeway - level traffic volumes resulting in constant congestion. • T he overflow of highway traffic from the truncated Allen Expressway goes into streets which were never designed for this level of volume. • Highway 400 turns into an arterial road (Black Creek Drive) south of the 401, which then becomes a heavily congested local street south of Eglinton Avenue. Our solution will also meet other important needs of Toronto, brining in new development and addressing issues such as the lack of affordable housing, inner - city green space and cleaner air. Toronto Tunneled Expressway System - 2023 The Toronto Tunneled Expressway System (West End) THE SOLUTION – HOW WE GET THERE Tunnel 1 – 400 Extension • Length - 11 km • Number of Lanes – 8 • Posted Speed - 110 km/hr. • Number of Interchanges - 5 Tunnel 2 – 403 Extension • Length - 18 km • Number of Lanes - 8 • Posted Speed - 110 km/hr. • Number of Interchanges - 6 Toronto Tunneled Expressway System - 2023 THE SOLUTION – HOW WE GET THERE Phase 1 includes the long planned southern extension of Highway 400 between the 401 and Gardiner Expressway with a link to Billy Bishop Airport, currently inaccessible by vehicle. It will also include a link between Square One Mall in Mississauga and the new 400 extension near Eglinton Avenue (the 403 Extension). Toronto Tunneled Expressway System - 2023 OUR SOLUTION – CONGESTION RELIEF We’ve been working on a plan since 2018 to address the chronic gridlock that currently holds most of southern Ontario hostage. - Our plan ties together all the major urban expressways that were planned, but never built, and provides an alternative east - west route through Toronto parallel to Highway 401. - Our expressway links will make it faster and safer for traffic to move between employment hubs, commercial centers, residential suburbs and growth centres within the GTA by easing congestion and connecting communities.
