HCSD/CC/L2 6 0 6 10 April 2026 Dear Customers, Fee for Dangerous Goods Misdeclaration & Monitoring Service for Selected Battery Dangerous Goods Shipments 1. Dangerous Goods Misdeclaration Fee The transportation of Dangerous Goods (DG) is governed by stringent regulatory standards. It is essential that DG cargo is declared completely, accurately, and in a timely manner to comply with applicable laws. Proper declaration enables PSA to implement c ritical safety and operational measures within the port environment. Failure to declare or misdeclare DG including intentional concealment can result in significant safety incidents. Such incidents pose risks not only to personnel and facilities but also to cargo and the environment. Moreover, misdeclaration can cause operational disruptions and impact the supply chain. PSA will hold the container operator accountable for any consequences arising from undeclared or misdeclared DG . This includes responsibility for regulatory actions, incurred costs, damages, incidents, emergency response measures, and corrective works necessary to manage the situation. To address these risks, a DG Misdeclaration Fee (i nclusive of DG incidents not due to container handling) will be introduced, effective today, 10 April 2026 DG Group Amount (SGD) per container PSA Group 1 $10,000 PSA Group 2 $8,000 PSA Group 3 $1,000 2. Monitoring Service Requirement for Selected Battery Dangerous Goods Shipments Starting 1 May 2026 , PSA will require monitoring services for selected battery DG shipments. • This requirement is in response to a recent rise in exceptions and fire incidents involving battery during air transport, sea transport, and yard storage. • This measure aims to mitigate safety risks associated with prolonged dwell time within the port. • When monitoring service is applied, the PSA Group classification for the affected UN numbers will be updated to PSA Group 2C/2F. 2 | P a g e Affected Battery DG Shipments by UN Number (UNNO): No. P roper Shipping Name IMO Class UNNO Current PSA Group New PSA Group (w.e.f. 1 May 2026) 1 LITHIUM METAL BATTERIES 9 3090 3 2 2 LITHIUM METAL BATTERIES CONTAINED IN EQUIPMENT 9 3091 3 2 3 BATTERY - POWERED EQUIPMENT 9 3171 3 2 4 LITHIUM - ION BATTERIES 9 3480 3 2 5 LITHIUM - ION BATTERIES CONTAINED IN EQUIPMENT 9 3481 3 2 6 LITHIUM BATTERIES INSTALLED IN CARGO TRANSPORT UNIT 9 3536 3 2 7 SODIUM ION BATTERIES 9 3551 3 2 8 SODIUM ION BATTERIES CONTAINED IN EQUIPMENT OR SODIUM ION BATTERIES PACKED WITH EQUIPMENT 9 3552 3 2 9 VEHICLE, LITHIUM ION BATTERY POWERED 9 3556 3 2 10 VEHICLE, LITHIUM METAL BATTERY POWERED 9 3557 3 2 11 VEHICLE, SODIUM ION BATTERY POWERED 9 3558 3 2 3.
