Purpose To outline the guidelines and procedures for granting and managing parking privileges for employees, and other eligible individuals at Children's of Alabama (COA), in accordance with current parking policy practices. II. Scope This policy applies to all individuals who utilize the parking facilities provided by Children's of Alabama, including employees, contractors, medical staff, students, patients, visitors, and any other authorized persons. III. Policy It is the policy of Children's of Alabama to provide convenient parking for patients, guests, employees, and contractors and other authorized persons. Employees of Children's of Alabama, UAB, and other eligible individuals outlined in this policy are required with the guidelines herein. Failure to adhere to the parking regulations may result in fines, suspension or termination of parking privileges. Intentional use of parking facilities without payment by employees constitutes theft of services, a Group III infraction of health system rules, and may result in the termination of employment. Employees of UAB and other eligible individuals working at Children's of Alabama who utilize parking facilities without payment may be issued a criminal trespass notice. IV. Procedure Patients 1. One vehicle per patient may be parked at no charge. 2. Upon entry to the parking deck, patients shall take a ticket from the parking ticket dispenser. 3. Patients shall carry their ticket with them, and have it validated at the clinic from which they receive services or the information desk. 4. When departing, patients should put their validated ticket in the payment station located at the exits of parking decks. The gates will open. 5. In the event of an equipment error or other issue with the parking system and payment is required to exit, patients or their representatives may request a refund at the security office during regular business hours. 6. If assistance is needed at the gate, patients or their representatives should activate the intercom system to contact the Security Dispatcher for assistance. 7. Inpatients will use their parent badge to enter and exit the parking deck. Patrons, Students and attendees of hospital supported functions and events 1. Upon entry to the parking deck patrons, students, and attendees of hospital supported events shall take a ticket from the parking ticket dispenser. 2. Patrons, students, and attendees of hospital supported events shall carry their ticket with them, and have it validated at the office or event they are attending. 3. When departing, patrons, students, and attendees of hospital supported events shall put their validated ticket in the payment station located at the exits of parking decks. The gates will open. 4. For some events, a token may be provided to exit the gate. Place the token in the token receptacle upon exiting the parking deck. Guests and Vendors 1. Guests of employees, patients and COA vendors may park within COA’s decks. 2. Upon entry to the parking deck, guests and vendors shall take a ticket from the parking ticket dispenser. 3. Guests and vendors shall carry tickets with them. 4. When departing, guests and vendors may pay for parking at the pay stations located on Main Street (second level crosswalks) or at the exits of parking decks. 5. Guests and vendors using the pay stations located near the crosswalks have thirty minutes to leave the deck without incurring additional charges. 6. Some guests, including Clergy, Interviewees, Law Enforcement, Community Physicians, and DHR may receive ticket validation if their visit to COA is business related. Subscribers 1. Subscribers are employees of Children's of Alabama, UAB and other eligible people who register for parking and pay through payroll deduction or monthly payment. 2. Subscribers shall be assigned parking according to availability and can change based on needs of COA. Subscribers shall not park in facilities to which they are not assigned unless directed by a security officer. 3. Each subscriber will be provided with card access and one decal for the parking facility to which they are assigned. Additional parking decals may be purchased at the subscriber's expense. 4. Subscribers shall not loan, lease or otherwise share their parking privileges. Subscribers who do not have their hospital identification card with them when entering or leaving parking facilities follow the same procedures as guests. 5. Subscribers shall observe all rules, regulations and applicable laws, when parked in Children's of Alabama’s parking facilities. 6. Subscribers may not park in areas reserved for patients or valet services. Document ID 10964 Revision 3 Children's of Alabama Page 2 7. Subscribers are responsible for advising the Safety and Security Department of any personal changes that would have an impact on where the subscriber is parked or how much they are charged for parking. 8. Subscribers are responsible for notifying Security (205-638-9091) of changes in vehicles parked in Children's of Alabama facilities to include vehicle make, year, model, color, and license plate number. 9. Parking decals must be appropriately displayed and affixed on the vehicle's driver's side front window in the lower left corner. Assignments 1. 7th Avenue Deck, 1600 7th Avenue South (entrance on 16th Street) a. Patrons, patients and visitors b. Physicians (entrance on 7th Ave) c. Employees and UAB staff assigned to the 7th Avenue deck 2. 5th Avenue Deck, 1600 5th Avenue South (Children's Park Place) a. Handicap, high top vans (Use level 1 on 17th street) b. Patrons, patients and visitors c. Employees assigned to the 5th Avenue deck d. Overflow from the 7th Avenue Deck 3. 4th Ave Deck, 1600 4th Avenue South (Lee Building deck) 4. Children's Parking Lot A, 5th Avenue and 17th Street South a. Parking for special functions b. Overflow parking for employees in 5th Avenue Deck 5. Children's Parking Lot B, 4th Avenue and 16th Street a. Overflow parking for employees when 5th Avenue Deck (Park Place) is full b. Children’s of Alabama vehicles c. Oversize vehicle (extended wheel based and dual wheel trucks and vans Parking Rates 1. Parking rates are published in the COA Employee Benefits Guide and may be updated by COA Administration as needed. 2. UAB Employee parking rates are published and communicated to UAB personnel on an annual basis. 3. Temporary and Contract workers may have a different rate. 4. Unless payroll is deducted, parking fees are due by the 10th of each month. Parking fees not paid by the 10th shall result in suspension of parking privileges. 5. Parking rates for guests are posted in both the 5th Ave Deck and 7th Ave Deck and will be updated periodically to reflect market changes. Infractions 1. Parking in a location for which a vehicle is not designated. 2. Parking in a NO Parking Zone (Signed or Painted). 3. Parking in a Fire Zone. 4. Parking in a Handicap Zone without appropriate handicap decal/placard. 5. Parking in Emergency parking area. 6. Parking in Loading Dock areas. 7. Parking without a current Children's of Alabama parking decal. 8. Unauthorized parking in decks or surface lots if parking citations have not been resolved. 9. Parking in a reserved or designated space (Patient parking only, Handicap, etc.). 10. Parking over the line, or intentionally double parking. 11. Parking oversize vehicles in deck (over 18 feet long). 12. Parking in patient designated handicapped parking spaces. 13. Using someone else’s badge to enter or exit a deck in order to avoid paying parking fee or obtain access to a COA Deck. 14. Driving over posted speed limit in Parking Deck. Penalties 1. COA Employed Subscribers will follow the Infraction of Health System Rules Policy (attach link) 2. Non-COA Employed Subscribers 3. 1st Violation: Written parking citation documented by Security and requirement to acknowledge COA Parking Policy. 4. 2nd Violation: 1 week suspension of parking privileges in all COA designated parking locations. 5. 3rd Violation: One (1) month suspension of parking privileges in all COA designated parking locations. 6. 4th Violation: Suspension of parking privileges in all COA designated parking locations determined by nature of infraction, possible termination of parking privileges at COA. Theft of Services Intentional Employee use of parking facilities without payment constitutes theft of services, a Group III Infraction of Health System Rules and may result in the termination of employment. Unauthorized persons and other eligible persons working at Children's of Alabama who utilize parking facilities without payment may have a Document ID 10964 Revision 3 Children's of Alabama Page 3 trespass notice placed against the violator. CAPS/Motorist Assistance Children's of Alabama provides motorist assistance such as jump-starts, tire inflation, and vehicle unlocks through CAPS for individuals authorized to park in COA decks and lots. (patients, employees, visitors, etc.). Enforcement Security officers shall, from time to time, monitor entrance and exit activities on decks and lots to ensure compliance with these policies and procedures. V. Definitions COA - Children's of Alabama Patrons - Person or group that supports COA (ex. Donors) Subscribers - An individual or entity who, by agreement, enrolls or consents to receive an ongoing product, service, or stream of content from a provider, often in exchange for payment. VI.
