Introduce full embargo on russian oil and gas imports! #StopRussianAggression #StandWithUkraine Summary • Russian troops intensified shelling, in particular with missile strikes in Poltava (cities of Poltava and Kremenchuk) and Dnipropetrovsk regions (cities of Dnipro and Kryvyi Rih), damaging infrastructure facilites. • The IAEA Director General was not able to work out a joint document resulting from consultations with Rosatom nuclear terrorist organization and officials of aggressor country. • In Energodar (sattelite city of Zaporizhzhia NPP) the peaceful protest against Russian occupation was broken up with mortar fire, flash-bang grenades and arrests. • Electricity prices in Ukraine (day-ahead market) remain stably lower compared to stock indices at relevant segments of electricity markets of East European countries. • Verkhovna Rada expanded the circle of people to which the law on russian property nationalization on Ukrainian terrotory can be applied. Attacks: Kyiv region Russian troops have withdrawn about 20% of their units, reported the Kyiv Military Administration Head Mykola Zhernov. At the same time, the Russians continue to launch missile strikes on the positions of Ukrainian troops and the municipal infrastructure, so danger to civilians remains. Since the beginning of the war, 154 residential houses and 71 educational institutions have been damaged in the city of Kyiv as a result of hostilities. On March 31 and April 1, the Armed Forces of Ukraine continued to liberate settlements in the north and northwest of Kyiv region, including the cities of Bucha and Borodyanka. The areas are being cleared of mines and unexploded munitions, and life support systems are being restored. Kharkiv region In the Kharkiv region, the hottest spot remains the Izyum district, with ongoing fighting, reported the Kharkiv Regional Military Administration Head Oleh Syniehubov. There is no withdrawal of the Russian troops from Kharkiv, the invaders continue to carry out chaotic shelling of the city. Sumy region The Russian troops are expanding their presence in the Sumy region, digging trenches in many communities, reported the Sumy Region Military Administration Head Dmytro Zhyvytskyi. The southern part of the region has been liberated from the occupiers, and local infrastructure, communications, and transport connections are being restored, including partial resumption of power supply in Trostyanets. However, the concentration of Russian troops in the Konotop district and partially in the Sumy district continues, in particular, over 1,000 units of military equipment were observed; clashes occur periodically, artillery shelling of settlements continues. Poltava region According to the Poltava Regional Military Administration Head Dmytro Lunin, Russia’s forces launched missile strikes on the cities of Poltava and Kremenchuk. At night, at least 4 missiles hit two infrastructure facilities in Poltava. After that, 3 enemy aircrafts attacked industrial facilities in Kremenchuk in the morning, and the fire is currently being extinguished. Dniepropetrovsk At the beginning of April 2, the Russian army fired missiles at the cities of region Dnipro and Kryvyi Rih, respectively damaging infrastructure facilities and a filling station (two people were injured), reported the Dnipropetrovsk Regional Military Administration Head Valentyn Reznichenko. To shell the outskirts of Kryvyi Rih, the Russians used multiple rocket launch systems "Grad". Odesa region The Russian troops attacked with 3 missiles a settlement in the Odesa neighbourhood, there are victims, reported the Odesa Regional Military Administration Head Maksym Marchenko. The missiles were fired by the Iskander missile system from the annexed Crimea. The Operational Command “South” has later reported the enemy had tried to attack critical infrastructure that could endanger civilians, but missiles had not stricken the planned targets due to timely and effective response of air defense forces. Zaporizhzhia According to the Zaporizhzhia Regional Administration spokesman Ivan region Arefiev, the Russian occupation forces are trying to advance in the directions of Huliaipole, Zaporizhzhia and Kamyanske, and continue to fire on infrastructure in the Polohy district. In the city of Energodar, the occupiers detained local residents and interrogated them using psychological and physical pressure. Gas pipelines, power lines, pylons and equipment were damaged in some settlements. There is no centralized water supply in Huliaipole, Stepnohirsk and nearby settlements of the Polohy and Vasyliv districts. In addition, due to problems with the supply of electricity to artesian wells, part of the town of Polohy has no water supply. As a result of hostilities, sewage treatment plants receiving sewage in Vasylivka and Stepnohirsk were damaged. Mykolaiv On April 1, the enemy carried out attacks of the residential areas of the city region of Mykolaiv and its district, as reported the National Police. The State Emergency Service of Ukraine extinguished 4 fires as a result of enemy shelling in the Bashtanka and Mykolaiv districts and the Halytsynove community. Work on clearing the debris from the rocket attack on the building of the Mykolaiv Regional State Administration continues. As of 08:00 on April 2, rescue crews removed 30 killed from the rubble, and another rescued person died in the hospital. Kherson region According to the Kherson Regional Military Administration, as of 15:00 on April 1, residential houses in the Bilozerka community have been destroyed, there has been no electricity, water and gas supply for almost a month, there is no medicine and problems with food supplies. In the Chornobaivka community, there are settlements without electricity and water supply, and LPG for local use is running out. In the Velyka Oleksandrivka community, electricity, water and gas supplies have been partially restored, settlements have been shelled, and forests are burning. In the Novovorontsovka community, there are active shellings, more than 50 private houses were destroyed. 11 settlements on the administrative border with the Dnipropetrovsk region have been liberated; they are under the control of the Armed Forces of Ukraine. Donetsk region In the last 24 hours, 10 settlements of the Donetsk region, including Mariupol, Avdiivka, Maryinka, and Vuhledar, were fired with multiple launch rocket systems "Grad", tanks, artillery and small arms, as the National Police reported. The most difficult situation remained in the south of the region, which is under constant fire and is partially occupied by Russian troops. It is currently impossible to determine the exact number of victims and the extent of the destruction in Mariupol and Volnovakha. There are also constant shellings in the central part of the region, in particular, 7 residential houses were damaged and 11 people were injured in the Vuhledar community. Two houses in the Maryinka community were damaged and one person killed. Due to the shelling, there is no water and heat supply in Avdiivka, and public transport is suspended. In the Ocheretyne community, the power supply is damaged, there is destruction of multi-apartment houses. There is no centralized water supply in the Toretsk community, and local authorities provide water to residents. Luhansk In the Luhansk region, the settlements of Severodonetsk, Rubizhne, region Lysychansk, Kreminna, Hirske, Berezove and Toshkivka were shelled during the day, as reported the Luhansk Regional Military Administration Head Serhii Haidai. The strikes damaged or destroyed at least 31 facilities, including 27 residential buildings, a utility building in Severodonetsk and other infrastructure. On April 1, 1,700 people were evacuated from the region. Inter alia, on the morning of April 1, the Russian media reported about the fire at an oil depot in the city of Belgorod (Russia), close to the Ukrainian border. The governor of the Belgorod region Vyacheslav Gladkov and the Russian Defense Ministry claimed that the fire was caused by an air strike from two Mi-24 helicopters of Ukrainian troops that entered Russian airspace at low altitude. However, Ukraine is not responsible for all disasters or events occurring in Russia, including the fire at the oil depot in Belgorod, reported the Ministry of Defense of Ukraine spokesman Oleksandr Motuzyanyk. Nuclear and Radiation Safety: As of 09:00 on April 2, 2022, all four operating nuclear power plants in Ukraine produce electricity. According to the IAEA, 8 of 15 power units are in operation, and others are stopped for regular maintenance (including the recently disconnected Rivne NPP unit 2). The radiation levels at the industrial sites of nuclear power plants are within the standards. Chornobyl NPP Exclusion Zone According to Energoatom, as of April 2, the Chornobyl nuclear power plant site has been liberated from the occupiers. The station and staff work as usual. The last rotation of personnel was held on March 20-21. According to the IAEA Director General Rafael Grossi, the agency intends to lead a mission to assist and support the Chornobyl site. It is stressed this should be the first one in a series of nuclear security missions in Ukraine. At the same time, the IAEA has so far refused to confirm information about the radiation exposure of the Russian occupiers due to violations of safety standards at the Chornobyl NPP site. To remind, according to media reports, the Russian occupiers, as a result of stay and uncontrolled activity in the Exclusion Zone, got under radiation impact. In particular, in Gomel (Belarus) numerous movements of cars of the Republican Scientific and Practical Center for Radiation Medicine and Human Ecology were recorded and it was reported that Russian soldiers are constantly brought to the institution. Zaporizhzhia NPP The situation at Zaporizhzhya NPP and Energodar remains unchanged. The station and the satellite city have been under the control of Russian terrorists for 26 days in a row. The station is operated by the Ukrainian personnel, with regular rotation. The personnel is forced to coordinate all technical decisions with the representatives of the occupiers, and the employees are constantly checked by armed invaders. In the city of Energodar, on April 2, the Russian occupiers suppressed a peaceful rally of residents with mortar fire, explosions and paddy wagons. At least four victims have been reported. The occupiers have also begun to cut off communications (wired Internet and telephone). There are problems with fuel, food and medicine supplies. Regulatory oversight of nuclear and radiation safety directly at the ZNPP site is still not possible. As of 08:00 on April 2, the radiation background in the Zaporizhzhia region remained stable (6-12 μR/h) and did not pose a threat to life and public health. The IAEA reaction Following the visit to Kaliningrad (Russia), Rafael Grossi reported on the fact of consultations with the Director General of the nuclear terrorist company Rosatom, representatives of the Ministry of Foreign Affairs and the nuclear regulator of Russia. As a result, no joint document was developed, but "certain aspects of cooperation were discussed". In the context of further action, the IAEA is studying Ukraine's needs for conventional nuclear safety equipment and identifying experts for a small mission to Ukraine. Grossi also welcomed Russia's written decision to leave the Chernobyl nuclear power plant, as the military has no place at nuclear facilities. The presence of Russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of Russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by Russia. At the same time, it is critical to minimize Russia's influence on the IAEA policies and activities, in particular by removing all Russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear energy of the aggressor country! Electricity Sector: Power system operation Ukraine's energy system has been successfully operating for over two weeks in the trial synchronous mode with the Continental Europe network (ENTSO-E). In addition, on April 2, commercial exports of electricity continued to Poland (190 MW). Electricity market performance According to SE “Market Operator” that ensures the functioning of day-ahead (DAM) and intraday (IDM) markets, these organized segments of the wholesale market operate stably. As of April 2, the DAM price indicators have not changed compared to April 1: Base - 2,223.82 UAH/MWh, Peak - 2,646.25 UAH/MWh, Off-peak - 1,801.40 UAH/MWh, while the weighted average purchase price amounted to 2,308.21 UAH/MWh. The IDM weighted average price, as of April 1, was 2612.48 UAH/MWh. At the same time, the DAM prices in Ukraine are consistently lower compared to indicators in the relevant segments of the Eastern European electricity markets (Hungary, Slovakia, Romania and Poland). As of April 2, the total accepted volume of electricity trade on DAM amounted to 33364,6 MWh (- 17.87% vs the previous day). Instead, the volume of trade on IDM, as of April 1, amounted to 1402.9 MWh (+20.13% vs the previous day). Currently, the DAM has a significant surplus, as the volume of sale bids (117096 MWh) is more than 3.5 times higher than the volume of purchase bids (33364.6 MWh). Disruption and resumption of supply According to the Cabinet of Ministers, as of April 1, over 1,301 settlements were offline, with a total of over 925,700 consumers. During the day, electricity supply was resumed to more than 54,300 consumers. Large-scale power supply disruptions and, consequently, active recovery works are taking place: • in the Donetsk region, during the day, the supply was restored to 6,000 consumers in 7 settlements, while 181 settlements remained without electricity; • in the Luhansk region, 18 settlements were completely offline, 13 - partially, 97,000 consumers without electricity supply; power supply was resumed to 6,631 consumers; • in the Zaporizhzhia region, supplies to 100 consumers were resumed during the day; 66 settlements remain completely without electricity, 6 partially (21,700 consumers in total); • in the Kyiv region, according to the Cabinet of Ministers, supplies to 22,900 consumers were resumed during the day; • in the Zhytomyr region, electricity supply to 4 settlements was restored during the day; • in the Kherson region, 70 settlements (44,530 consumers) were offline, restoration works were underway on high-voltage lines; • in the Mykolaiv region, according to Cabinet of Ministers, supplies to 338 consumers were resumed; • in the Kharkiv region, according to the Cabinet of Ministers, electricity supply was restored to 11,000 consumers; • There is no up-to-date information on power supply in the Sumy and Chernihiv regions at the time of the review preparation. Gas Sector: Gas system performance Balance of flows in gas system of Ukraine (excluding transit), as of March 31, mcm Source: GTSOU As of March 31, the total gross gas supply to the Ukrainian market (exit from the system, without transit) amounted to 73.4 mcm. The main sources (entry to the system, without transit) were domestic production (46.8 mcm) and withdrawals from storage facilities (15.1 mcm). Imports from Hungary reached 4.1 mcm. Most of the gas flows released from the system were directed to gas distribution networks (49.5 mcm) and injection into storage (20 mcm). The main trends vs the gas day of March 30: • reduction of exit volumes from the main system to distribution networks by 7% (4 mcm); • increase of storage withdrawals by 47% (6.4 mcm), which do not exceed the level of injections. Disruption and resumption of supply The Donetsk, Luhansk, Kyiv, Kharkiv, Zaporizhzhia, Mykolaiv, and Kherson regions had the most challenging situation in gas supply. According to the Cabinet of Ministers, as of April 1, 340,000 consumers had no access to gas supply. In the Donetsk region, two settlements in the service area of Donetskoblgaz continued to suffer from massive shelling by the Russian artillery. Another 35 private households were added to the list of consumers without gas supply. At the same time, the local DSO specialists managed to maintain gas supply to 74 private houses. In the Luhansk region, following restoration of the 400 mm high-pressure gas pipeline by Luhanskgaz, the part of Lysychansk has access to gas supply again. After repairs, 13 multi- apartment buildings (544 consumers) in Severodonetsk are supplied with gas. Due to damage of the 100 mm high-pressure pipeline, the GDS-42 was disconnected, resulting in 3,039 consumers left without gas supply. In the Kharkiv region, 900 customers of Kharkivgaz were left without gas supply due to enemy shelling; gas pipelines, regulatory points, and other gas infrastructure facilities were damaged. Gas supply to more than 1,600 households was restored in the last 24 hours. In the Kherson region, 18,652 consumers were without gas supply; most of them accounted for the villages Posad-Pokrovske, Pravdyne, Nova Zoria, Oleksandrivka, and 16 localities of the Beryslav district. Replenishment of LPG reserves for the households’ needs also remains a problem. According to the State Emergency Service of Ukraine, as of April 2, gas supply in the city of Chernihiv is provided partially. In the Sumy region, according to the Regional Military Administration Head, the resumption of energy supply continues in the liberated settlements. According to the Zaporizhzhia Regional Military Administration, as of April 2, 62,100 consumers in 52 settlements remained without gas supply. 48 settlements of the Berdyansk and Melitopol districts have been completely cut off from gas supply due to damage to the gas pipeline in the Donetsk region. Last night, the gas supply was restored to 429 consumers in the city of Orikhiv and the village of Mala Tokmachka. Operational information on gas supply in the Mykolaiv and Kyiv regions was not available at the time of the review preparation. Countermeasures of Ukrainian Companies and Public Authorities: The Verkhovna Rada of Ukraine adopted in the first reading a law amending the Tax Code. Inter alia, it is planned to set a zero VAT for bioethanol, which is used to produce petroleum. The Parliament also adopted a law on the nationalization of property belonging to citizens of Russia and Ukraine, who publicly deny the Russian-Ukrainian war. The Prime Minister Denys Shmyhal announced the government is increasing the reserve fund of the budget by 73.3 billion UAH to meet the key needs of the army and the economy. The Prosecutor General's Office claimed to seize the 4.8 million USD arrested from the former Minister of Energy of the Yanukovych era in favor of the Ministry of Defense. The funds were confiscated as a part of the criminal proceedings against the Mezhyhirya state residence embezzlement. The Main Intelligence Unit of the Ministry of Defense of Ukraine reported, based on its sources, that Russia's Gazprombank, which has not been disconnected from SWIFT, continues to finance the war against Ukraine. In particular, it is involved in the purchase of UAVs, components for military equipment and electronic reconnaissance equipment for the 47th Armored Division (Mulino). The mayor of Kharkiv Ihor Terekhov announced that Kharkiv city residents would not be charged for housing and utility services starting from February 24 until the end of the war.
