HOUSE OF REPRESENTATIVES COVERDELL LEGISLATIVE OFFICE BUILDING ROOM 604 - D ATLANTA, GEORGIA 30334 404 - 656 - 0265 404 - 463 - 2634 (fax) DAVID DREYER REPRESENTATIVE, DISTRICT 59 (404) 656 - 0265 (O) (404) 656 - 0274 (D) david.dreyer@house.ga.gov STANDING COMMITTEES HIGHER EDUCATION JUDICIARY SCIENCE AND TECHNOLOGY CHAIRMAN, FULTON DELEGATION January 2 9 , 20 2 1 The Honorable Chris Carr Attorney General of Georgia Dear Mr. Carr , As you know, the Fulton County District Attorney announced her o ffice’s recusal in the prosecution s of : (1) Garrett Rolfe, the police officer that killed Rayshard Brook s; and (2) the six police officers accused of excessive force against the 20 - year - old Sp elman College student , Ms. Taniyah Pilgrim , and 22 - year - old Morehouse College student , Mr. Messiah Young . This recusal may require the transfer of this matter to another county As we have seen throughout our legal history, and most recently with the ini tial prosecution, or rather failure to prosecute, of the individuals that killed Mr. Ahmaud Arbery, a transfer can be used to shield individuals from prosecution. As members of the Fulton and Atlanta House and Senate Delegation s, the Georgia House Democratic Caucus leadership, and the Georgia Legislative Black Caucus, we want to ensure that Mr. Rayshard Brooks ’ family and the Spelman and Morehouse students receive justice We expect your office is equally concerned about the pur suit of justice. We also hope you join us in protecting the appearance of fair and just prosecution in Georgia, so that all Georgians know they are protected by the rule of law. Fulton County is the largest county in Georgia with one of the most diverse population s To achieve justice, we strongly urge you to transfer this matter to another large and diverse county so this matter can be prosecuted by a district attorney elected by a similar population and demographics Further, we can alleviate the victi ms’ and their families’ enduring stress and trauma by k eeping these cases close to their com munit ies, where the victims and their families can receive continued support from their loved ones and neighbors Transferring to a similarly large and diverse c ounty near Fulton County will ensure a fair and just prosecutio n, while also reassur ing Georgians that our justice system is impartial The victims and their families, along with the public, need and deserve to have faith in our judicial system. Thank you for your immediate attention to this matter. Georgians are counting on you and watching. Sincerely, Rep. David Dreyer , Esq. Fulton County House Delegation Chair Sen.
