S .B. 2232 T O ESTABLISH A NATIONAL SYSTEM F OR THE LICENSING OF THE PRESS --------------------------------------------------------------------------------------------------------------- A BILL TO ESTABLISH A NATIONAL SYSTEM FOR THE LICENSING OF THE PRESS 1. BE IT ENACTED BY THE HOUSE OF REPRESENTATIVES, AND THE SENATE OF THE CONGRESS OF THE UNITED STATES, ASSEMBLED. 2. SECTION I. SHORT TITLE. ---- This Act may be cited as the ‘ ’ N ational Press Licensing Act of 2022 ’ ’ 3. SEC. II. DEFINTIONS ---- (1) The term ‘ ’ National Press License ’ ’ , shall mean a license issued to a person , by the attorney general of the United States, or a police chief of any State, authorizing such person to engage in the practice of the collecting, gathering, recording of information in the form of text, audio, video, or pictures and processes suc h collection , gathering, recording of information in the form of text, audio, video, or pictures in a written or electronic medium or form and pu blishes , disseminates, or otherwise distributes such collection , gathering, recording of information in the form of text, audio, video, or pictures in a written or electronic medium or form to the public. IN THE SENATE OF THE CONGRESS OF THE UNITED STATES, PRESENTLY ASSEMBLED (2) The term ‘ ’ C ompany Owned Vehicle ’ ’ shall mean a contrivance propelled or drawn by mechanical power and used for commercial purposes , or for use in the transportation of passengers, passengers and property, or property or cargo (3) The term ‘ ’ E xemption F rom P arking P ermits A nd O ther P arking R estrictions ’ ’ s hall mean an exemption for any person who has been issued a National Press Licen se , that pro hibits such p erson who has been issued a National P ress License from not being authorized to park in resident - only parking zones, not being authorized to not pay parking fees, provided such person who has been issued a National P ress License and is a full - time employee of a business that has been issued a National Press License. (4) The term ‘ ’ Waiving Of Fees Or Other Payments, As A Requirement For Entry For Any Event ’ ’ shall mean the waiving of fees or other payments , as a requirement for entry in to any event for persons who have been issued a National Press Licens e. (5) The t erm ‘ ’ Ac cess To Press Conference ’ ’ s hall mean access to pre ss conferences fo r persons who have been issued by a National Press License. (6) The term ‘ ’ Access to Trade Exhibition ’ ’ sha ll mean access that is conferred or granted to a person who has been issued a National Press License to an y event, or g athering in which b usinesses , corporations or other corporate entities in a specific industry are organized and held for the purpose of showing , or other displaying, or demonstrating the most recently developed , products or services , meet with industry par tners and customers , study activities of rivals, and examine recent market trends and opportunities (7) The term ‘ ’ Ac cess To Award Show ’ ’ shall mean acc ess that is conferred or granted to a person who has been issued a National Press License to an event in which awards and issued to persons. (8) The term ‘ ’ Access To Academic Conference ’ ’ shall mean acc ess that is gr anted to a person who has been issued a National Press License for access to is an event for researchers or academics to present and discuss their work 4. SEC. III. REUQIREMENTS FOR THE ISSUANCE OF A NATIONAL PRESS LICENSE ---- (1) A prospective licensee of a National Press License prior to the issuing of a National Press License to such prospective licensee of a National Press Lice nse shall have attained the age of 21 years. (2) A prospective licensee of a National Press License shall prior to the issuing of a National Press License to such pros pect ive licensee of a National Press License shall submit a w ritten and electronic applica tion form requesting the issuance of a National Press License , such form shall containing , the following information: (1) T he date of birth of the prospective licensee; (2) th e obtention of a d egree in journalism , civics , media, law specializing in libel, slander, defamation of character, incitement of violence, invasion of privacy , hate speech issued by an in stitution of higher ed ucation , completion of a course at an institution of higher education in academic English ; (3) payment of a licensing fee of $ 75.00 ; (4) showing o f citizenship for a minimum time period of 12 years , or showing of permanent re sidenc y for a time period of 12 years, and not having been absent from the United States f or a period of 90 or more days ; (5) provide fingerprints, and other biometric information; (6) showing that the prospective licensee has been d etermined to be mentally competent through the unanimous opi nion of two psycholog ist, or other medical professionals specializing in mental health; (7) showing that the prospective licensee has not been found to have pla giarized , invaded privacy, libel, defamation of character, slander, hate speech, incitement of violence in a civil or criminal court; (8) showing that the pros pective licensee have placed all asse ts, stocks, commodities , futures, a ll other forms of securities in a qualified blind trust ; (9) s howing of 5 prior journalistic work of the prospective licensee , that is grammatically correct, and has 2 or more s ources; (10) showing that the prospective lic ensee has not been found to have been i nnocent , or guilty of any criminal or civil offense by reason of insanity; (11) showing that the prospective licensee has dec lared or otherwise filed for bankruptcy; (12) showing that the prospect ive lice nsee has not had employment, or contracted by any police station, or law enforcement agency 5. SECTION IV. PRIVELLEGES GRANTED BY NATIONAL PR ESS LICNESE ---- The following privileges shall be granted to a licensee of a National Press License : (1) ‘ ’ EXEMPTION FROM PARKING PERMITS AND OTHER P ARKING RESTRICTIONS. ---- A person who has been issued a National Press License shall be exempt form not being authorized to use resident - exclusive parking, and parking fees ; (2) (3) 6.
