Our five constituent tribes are the Clatsop and Cathlamet (Kathlamet) of present - day Oregon and the Lower Chinook, Wahkiakum (Waukikum) and Willapa (Weelappa) of what is now Washington State. The Chinook Indian Nation is organized to enha nce the cultural, social, and economic well - being of all Chinook Indian tribal members, to protect the natural resources of the Chinook Indian Nation’s lands and waters, and to facilitate political and legal relationships with external governments. Proj ect Background The Necanicum Watershed Council accepts the reality that the indigenous voices of the north coast of Oregon have been systematically excluded from the conservation conversation. The Chinook Indian Nation’s aboriginal territory spans from Tillamook Head in the South to the north shore of the Willapa River in Washington, as well as from the mouth of the Columbia River to Oak Point just west of Longview. Per Indian Claims Commission Docket 234 the Chinook Indian Nation is the only legal repre sentative of the Clatsop Tribe of Chinooks, the Indigneous peoples of the Clatsop and Necanicum Basin. This project aims to lay the foundation for a robust partnership between the Necanicum Watershed Council and Chinook Indian Nation. Under initial fundin g support from the Oregon Health Authority Community Health fund, the two parties will develop a shared approach to stewardship of the Necanicum Basin undertaken with active participation and opportunity for CIN inclusion. The NWC has prioritized building an active, stable and functional partnership with the Chinook Indian Nation to better serve the Necanicum Basin’s indigenous community, more effectively plan for conservation needs to include vital localized TEK, and to identify priority projects. The NWC provides both hands - on habitat restoration and community outreach, engagement, and education services for nearly 56,000 acres of land in Clatsop County and supports communities that total almost 10,000 in year - round residents as well as up to 60,000 in sea sonal residents and tourists. The Tribal Outreach and Communi cations Liaison is a broadly defined position with a variety of contributions to the NWC/CIN Climate Collaborative. They will provide vital assistance to the Necanicum Watershed Council in the form of administrative and field tasks to support the NWC Execu tive Director in the oversight of the partnership. The position directly reports to the NWC Executive Director. The employee will also provide routine communication between the two participating groups, the NWC and CIN, as well as other partners when the n eed arises. This position will require an applicant that is comfortable with working in a constantly evolving situation with job expectations and deliverables that will shift over the life of the position. The position will include administrative assistant tasks, communications and mapping, historical knowledge and tribal relations, etc. Some of the main areas of focus for the position are as follows: 1. Fundraising/Funding Opportunities 2. Longterm planning (Strategic planning, action planning, MOU development, etc.) 3. Partner engagement 4. Tribal education/TEK 5. Project development/prioritization 6. QUALIFICATIONS Minimum Required: ▪ Experience with either natural resources, conservation, wildlife science or other closely related field. ▪ Proficiency in Office Suite and other organizational software. ▪ Ability to confidently communicate between partners, with landowners and in other public or semi - public settings. ▪ Experience writing technical documents and informal communications content. ▪ An understanding of social media (Facebook, Instagram, Twitter, etc.).
