Indian Institutes of Science Education and Research: - Indian Institutes of Science Education and Research (IISERs) was established by the Government of India at Berhampur , Bhopal , Kolkata , Mohali , Pune , Thiruvananthapuram , and Tirupati to integrate and promote interdisciplinary science education and research. Over the years, the IISERs have been successfully attracting talented young minds. An overarching goal of the IISERs is to enable students to shape the nation by inventing and implementing sustainable solutions for societal problems through research in science. This is being achieved by our faculty of international repute together with bright students. PART 2: ADMISSION 3. Eligibility Criteria: - ● Applicants must be Indian nationals or PIO or OCI in order to apply through KVPY or JEE (Advanced) or IAT channels. Candidates who are NOT Indian nationals or PIO or OCI can apply for admission only through the JEE (Advanced) channel. ● Candidates must have passed Class XII (or equivalent) exam with science stream in 2022 or 2023 from an y board recognized by Council of Boards of School Education in India COBSE ● Candidates must have taken at least three subjects among Biology, C hemistry, Mathematics and Physics during their Class XII (or equivalent) exam. ● Candidates belonging to SC/ST/PwD should have scored a minimum of 55% marks in aggregate or equivalent grade in their Class XII (or equivalent) exam. Candidates belonging to oth er categories should have scored a minimum of 60% marks in aggregate or equivalent grade in their Class XII (or equivalent) exam. 4. Admission Channels: - There are three channels for admission: - ● Kishore Vaigyanik Protsahan Yojana (KVPY) Channel ● Joint En trance Examination (Advanced) of the Indian Institutes of Technology Channel ● IISER Aptitude Test (IAT) Channel The three channels will be referred to as KVPY, JEE and IAT respectively. IISERs (2023) – Information Brochure 7 A candidate can apply through any one or two or all the three channels, provided they satisfy the overall eligibility conditions and specific eligibility conditions for those channels. ➢ IAT Channel ● Candidates seeking admission through this channel must appear for a computer - based IISER Aptitude Test (IAT - 2023). ● IAT - 2023 will be conducted on Saturday, June 17, 2023 at 9:00 AM, at various centres across the country. ➢ KVPY Channel ● The KVPY - SA - 2021 students who have received the provisional KVPY fello wship award are eligible to apply for admission. ● Candidates in the extended KVPY merit list are not eligible. ● Candidates seeking admission under this channel do not have to appear for IAT - 2023. ➢ JEE Channel ● Candidates seeking admission under JEE channel s hould have qualified in the JEE (Advanced) in the year 2023, and should have rank within 15000 in the common rank list or in the respective category rank lists (GEN - EWS/OBC - NCL/SC/ST/PwD). ● Those who qualified JEE (Advanced) in any year other than 2023 are not eligible. ● Candidates with JEE (Advanced) preparatory ranks are not eligible. ● Candidates seeking admission under this channel do not have to appear for IAT - 2023. 5. Performance Criteria in Qualifying Examination: - ● Candidates whose Class XII (or equivalent) exam results are not yet declared, can apply for admission to IISERs. However, their admission will be subject to fulfilling the minimum eligibility criteria given above. IISERs (2023) – Information Brochure 8 ● For candidates who had appeared in the Class XII (or equivalent) exam for the first time in 2022 and reappeared in any subject (for whatsoever reason) in 2023, the better of two performances will be considered. ● If a board gives aggregate marks considering both Class XI and Class XII, then only Class XII (or equivalent) exam mar ks will be considered. If a board gives aggregate marks considering the results of all three years of a 3 - year diploma or courses of equivalent duration, then only the marks scored in the final year will be considered. Similarly, for boards which follow a semester system, the marks scored in the final two semesters will be considered. ● If a board awards only letter grades without providing an equivalent percentage of marks on the grade - sheet, the candidate should obtain a certificate from the board specifyin g the equivalent marks and submit it before the deadline of the mark - sheet submission. In case such a certificate is not provided by the board, the percentage marks will be assessed as follows: Percentage marks = (CGPA or CPI obtained × 100) / PS, where PS stands for the maximum value of the point scale used by the respective board. 6. Reservation of Seats: - ● Reservation policies as mandated by Govt. of India will apply. ● Scheduled Caste (SC) - 15% of seats. ● Scheduled Tribe (ST) - 7.5% of seats. ● Other Backward Classes belonging to the Non - Creamy Layer(OBC - NCL) - 27% of seats. ● Persons with Disability (PwD) with at least 40% impairment - 5% of seats (supernumerary). ● Kashmiri Migrants — 3 seats per IISER (supernumerary). ● Economically Weaker Section(EWS) — up to 10% (as per Government of India Rules). ● Note that the EWS/OBC - NCL certificate should have been issued on or after 1 April 2023. Services of a Scribe: - ● As per office memorandum of the Ministry of Social Justice a nd Empowerment the PwD candidates who are visually impaired OR dyslexic (severe) OR have disability in the upper limbs OR have lost fingers / hands thereby preventing them from properly operating the Computer Based Test platform may avail the services of a scribe (amanuensis) for the IISER Aptitude Test ● As per the office memorandum of Ministry of Social Justice and Empowermen t candidates with less than 40% disability and having difficulty in writing may avail the services of a scribe (amanuensis). These ca ndidates would also be required to upload the “ Disability and D ifficulty in W riting C ertificate ” (see Annexure) duly issued by the competent authority. ● Eligible candidates who desire to avail the services of a scribe need to opt for this during the online application process of IAT 2023. If it is found at any stage that a candidate has availed the services of a scribe, but is not eligible to do so , the candidate will be excluded from the process of evaluation, ranking, and admission. In case such a candidate has already been admitted to any IISER, the admission of the candidate will be cancelled. The opinion of the medical board constituted by individual IISER shall be final. 8. Compensatory Time: - PwD candidates having disabilities with at least 40% impairment as applicable, are eligible for one hour compensatory time in the IISER Aptitude Test . Persons with less than 40% disability and having difficulty in writing covered under the definition of Secti on 2 (s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act are also eligible for one hour compensatory time on the production of “ Disability and D ifficulty in W riting C ertificate ” (see Annexure) duly issued by the c ompetent authority. IISERs (2023) – Information Brochure 10 If it is found at any stage that a candidate has availed of compensatory time, but is not eligible to do so, , the candidate will be excluded from the process of evaluation, ranking and admission. In case such a candidate has already be en admitted to any IISER, the admission of the candidate will be cancelled. The opinion of the medical board constituted by individual IISER shall be final. 9. OCI/PIO Candidates and Foreign Nationals: - ● Following the judgement dated 03 February 2023, of the H onourable Supreme Court in Writ Petition (civil) 891/2021, OCI/PIO card holders shall be considered as Indian Nationals. They can apply via any of the three admission channels provided they satisfy other eligibility criteria. They shall be eligible to comp ete for seats in the General category. ● Foreign Nationals: Candidates who are not citizens of India AND do not hold OCI/PIO card shall be considered foreign nationals. They can apply only through the JEE (Advanced) channel provided they satisfy other eligibility criteria. 10. Online Application and Fee: - ➢ Application Portal – Candidates must apply through the online application portal at (www.iiseradmission.in). Applications can be submitted only through the online portal where detailed instructions will be provided. For online application Indian Institutes of Science Education and Research (iiseradmission.in) Online application begins (IAT - 2023) April 15, 2023 (Saturday) Online application closes (IAT - 2023) May 25, 2023 (Thursday) ➢ Application fee – IISERs (2023) – Information Brochure 11 ● Rs. 2,000/ - for candidates applying under General, EWS and OBC - NCL categories. ● Rs.1,000/ - for candidates applying under persons with disabilities, persons registered as Kashmiri migrants and SC/ST category. ● Rs 8 , 500 / - for foreign nationals. ● Application fee is non - refundable. ➢ Seat Acceptance Fee (SAF) – ● Seat Acceptance Fee is to be paid only after an offer of admission has been made to the candidate. ● Rs. 35,000/ - (Rs.25,000/ - + Rs. 10,000/ - (Non refundable administrative fee) for General/EWS/OBC - NCL categories. ● Rs.17,500/ - (Rs.12,500/ - + Rs. 5000/ - (Non refundable administrative fee) for SC/ST categories. ● Failure to deposit the SAF within the stipulated time will result in the cancellation of the offer. Fur thermore, candidate will not be considered in any subsequent rounds of seat allotment during admission 2023. ● Once candidate register in the allotted IISER, this amount will be adjusted against the candidate's first semester fee. 11. Documents required for app lication: - Given below is a list of documents/certificates whose scanned copies are to be uploaded at the time of online application for IAT 2023. The formats of the certificates are given in the Annexure. ● Class X certificate ● Class XII (or equivalent examination). ● If the class XII (or equivalent) marks sheet is not available now, then you can instead upload a signed declaration form - “DECLARATION BY THE CANDIDATE IN LIEU OF ELIGIBILITY EXAM CERTIFICATE / IISERs (2023) – Information Brochure 12 MARKSHEET” (see Annex ure). Fill up the form, sign it, scan it and then upload. The scanned copies of the actual marks sheet must be uploaded on or before 7th July 2023, failing which you will not be allotted a seat in any of the IISERs. For candidates seeking admission under the GEN - EWS category ● As per the latest guidelines of the Government of India,.GEN - EWS certificate should have been issued on or after April 01, 2023. If any GEN - EWS candidate fails to submit the GEN - EWS certificate (issued on or after April 01, 2023) at the time of online application, the candidate has to upload a signed declaration form - “DECLARATION BY THE CANDIDATE IN LIEU OF GEN - EWS CERTIFICATE ” (see Annexure). ● ● The candidate has to upload a fresh certificate (issued on or after 1 April 2023 ) on or before July 7, 2023, as notified on the (www.iiseradmission.in) website. ● If the certificate is not uploaded by the given date and time, the candidate will not be consid ered for admission under this category. If qualified, the category will be adjusted accordingly in the Common Rank List. For Candidates seeking admission under the OBC - NCL category ● As per the latest guidelines of the Government of India,. OBC - NCL certifica te should have been issued on or after April 01, 2023. ● If any OBC - NCL candidate fails to submit the OBC - NCL certificate (issued on or after April 01, 2023) at the time of online application , the candidate has to upload a signed declaration form - “DECLARATION BY THE CANDIDATE IN LIEU OF OBC - NCL CERTIFICATE ” (see Annexure). ● The candidate has to upload a fresh certificate (issued on or after 1 April 2023 ) on or before July 7, 2023, as notified on the (www.iiseradmission.in) website. IISERs (2023) – Information Brochure 13 ● If the certifica te is not uploaded by the given date and time, the candidate will not be considered for admission under this category. If qualified, the category will be adjusted accordingly in the Common Rank List. For Candidates seeking admission under the SC or ST cat egory ● Caste (for SC) or tribe (for ST) certificate as per the latest guidelines of the Government of India. For Candidates seeking admission under the PwD category ● Physical Disability certificate (see Annexure for applicable form) issued by the competent authority. ● Dyslexic candidates need to submit Form Dyslexic - 1 and Form Dyslexic - 2 instead of FORM - PwD. The certificate must mention ‘SEVERE’ under the Dyslexia category to enable the candidate to get the benefit of the PwD category ● PwD Candidates who are eligible for the services of a scribe/compensatory time need to upload certificates as mentioned in the sections on Services of a Scribe and Compensatory time. Note : Originals of all the forms/certificates will have to be submitted at the time of admission. ❖ During online application, candidates will have to upload digital copies of forms/certificates. These will be specified at a later date. ● It should be noted that suppression or distortion of any fact, identity, category, educational qualification, nationality, etc. made in a candidate's application form will result in the cancellation of the admission or the degree acquired at a later stage. 12. Selecting IISERs during online application: - ● A t the time of online application, a candidate will be shown 9 programs acros s 7 IISERs ( OR 7 programs across 7 IISERs if the candidate did not have Mathematics as a sub ject in class XII (or equivalent) and is not eligible for BS (Economic Sciences ) and BS (Engineering Sciences) ). ● Candidate is required to make a preference list from among these programs for which the candidate wants to be considered for an admission. ● T he preference order must be from the most preferred (first preference) to the least preferred (last preference). ● The preference list must contain at least one IISER program. ● A candidate will be considered ONLY to those IISER programs which are in the candidate’s preference list. Consequently, a candidate will not be considered for an admission to an IISER program that is not mentioned in the candidate’s preference list. IISERs (2023) – Information Brochure 15 13. Admission Process: - a. Entire counselling process will be conducted online. There is no need for the candidates to visit any IISER in - person during the counselling process. b. Candidates can check if they received admission offers by logging into their application portal. c. Admission offers to any candidate will be given strictly based on the following fac tors: ● seat availability at each IISER in the current allocation round, ● IAT rank obtained by the candidate OR JEE/KVPY rank (as applicable), ● IISER preferences given by the candidate, and ● the category to which the candidate belongs. d. If a candidate receives an admission offer, he/she can either choose to accept the seat OR reject it. If a candidate rejects the offered seat or if no action is taken by the candidate before the deadline, then the candidate will not be able to participate in further rounds of cou nselling. e. If a candidate receives an offer, then to accept the seat offered, the student must pay a seat acceptance fee through online mode before the prescribed deadline. If the seat acceptance fee is not paid, the candidate will not be considered for adm ission in subsequent allocation rounds. f. After accepting the offer and paying seat acceptance fee, the candidate can exercise two options: ● Candidate can FREEZE the seat (they will not participate in further rounds of counselling), IISERs (2023) – Information Brochure 18 ● Candidate can FLOAT (they will participate in further rounds of counselling to get their higher preferences). The FLOAT option is activated by default for those who pay the seat acceptance fee. g. A student who has chosen to FLOAT will be again considered for seat allocation in the next round. If they are eligible to secure a seat in an IISER that is higher in their preference list than the currently accepted one, they will be offered that seat. h. If seats in preferred IISERs are filled, then candidate will not be considered in fur ther rounds of counselling. For example, if a candidate had given only two preferences as IISER - X and IISER - Y, and if the seats in these IISERs are filled, then the candidate will not be considered for seat allocation anymore. This process happens even if the student has not been allocated any seat in previous counselling rounds. i. Admission offers given are provisional. They will be confirmed only after the candidates report at the IISER where they have secured admission and provide all the required document s in original. j. Requests for extension of date or time for seat acceptance will not be entertained under any circumstances. Published deadlines will be strictly followed. k. All the announcements related to the admission process will appear on this website. Ca ndidates must follow this website for any updates. 16. Withdrawal Process: - ➢ The application fee is not refundable. ➢ Refund policy for the Seat Acceptance Fee is given below: I. The candidate can withdraw his/her seat/offer by pressing the button “WITHDRAW OFFER” in the application portal. No other form/method of withdrawal is accepted. Email or phone communication in this regard is not entertained. II. Once a candidate has withdrawn, he/she will not be considered for further rounds of the admission process. A withdrawn candidate cannot re - enter the admission process again under any circumstances. III. There are two important withdrawal dates: ❖ Round - wise withdrawal (RW) date, and IISERs (2023) – Information Brochure 19 ❖ Final with drawal (FW) date RW and FW dates will be announced on the admission website. IV. If a candidate withdraws from the counselling process before the RW deadline, then no cancellation fee will be applicable. V. If a candidate withdraws after the RW deadline, but on o r before FW, then the non - refundable amount will be deducted. VI. IISERs and JAC are not liable for losses incurred if candidate’s application is not withdrawn in the above manner and on or before the stipulated date and time. VII. Once a candidate has withdrawn th e offer through the counselling portal, the amount due will be returned through the same channel (credit/debit card, bank account etc.) used to pay the SAF. Such candidates do not have to take any additional steps towards their SAF refund. Refund process w ill start only after three weeks of the completion of the admission process. VIII. If the candidate does not withdraw on or before the FW deadline, then the SAF will be transferred to the allotted IISER. Any further withdrawal will be taken care of by that parti cular IISER following the instructions given below. IX. If the candidate fails to join in - person at the offered IISER on the joining date mentioned in the offer letter of the respective IISER, the cancellation fee decided by the concerned IISER will be applica ble. X. Further, candidates who have paid SAF but fail to show up by the last date of admission fee payment at the concerned IISER will not be considered for further rounds of admission. XI. If the candidate decides to discontinue after joining any particular IISER, the refund policy of that IISER will be applicable. The Seat Acceptance Fee will be eventually transferred to the IISER which the candidate finally registers at, and the respective IISER will collect the remainder of the fees that may be applicable locally from the candidate upon registration at the particular IISER. Note: ● Requests for extension of last date for withdrawal will NOT be entertained.
