July 15, 2020 Re: Oceanside Justice Package Attn: Oceanside City Council Dear Oceanside City Council, The Oceanside Justice Coalition recently formulated the Oceanside Justice Package 2020, which consists of three specific well - researched recommendations to assist our city in becoming racially equitable and addressing racial injustices that have historical ly persisted in our city. The Oceanside Justice Coalition is a community led network of Oceanside residents who also serve the city as educators, small business owners, faith - based leaders, mentors, and service providers. We also have the support of loc al attorneys. OCEANSIDE JUSTICE PACKAGE 2020 The following recommendations set in the Oceanside Justice Package 2020 request that the city of Oceanside: 1) Modify OPD's policies and procedures to satisfy the 8 Can't Wait Model - OPD's current polic ies and procedures as advertised on OPD's social media platforms and website on June 5th, 2020, are not sufficient to satisfy the policy standards set by the 8 Can't Wait campaign. 2) Establish an independent, transparent, and funded Citizens Review Board to oversee incidents of police misconduct and use of excessive force - As recommended by the San Diego County Grand Jury on May 25th, 2016, and supported data. 3) Establish a Race and Equity Commission for Oceanside - The City of Oceanside acknowledges that the history of discrimination in the United States of America continues to affect the privilege and/or lack of opportunity for people in the City. - The City of Oceanside acknowledges that equity occurs when differ ences such as race, ethnicity, religion, gender, economic status, sexual orientation/gender identification, veteran status, marital status, language, age, disability, etc. do not determine a person’s economic, social, or political access. The entire packag e analysis is attached, along with the sample proposed ordinance to establish the Race and Equity Commission. We intend to share the Oceanside Justice Package and the information detailed in this letter as well as our analysis with the community. With vas t community support, we expect City Council to address our recommendations at the next Council mtg on Wednesday, August 5, 2020.
