The SME FUNDED INFORMAL SECTOR SUPPORT PROGRAMME 1.1 BACKGROUND The PNG National SME Master Plan and Policy was launched by the Prime Minister Peter O’ Neil on the 18 th of February 2016 .The Vision of the SME plan was to make PNG a middle income by 2030 with the mission to stimulate inclusive and sustainable economic growth; ensuring fair and equitable distribution of wealth, creation of mass formal employment and citizens taking ownership of the economy. The SME Plan 2016-2030 seeks to target 500,000 SMEs in 2030 from current 49,500 and to provide up to 2000,000 jobs by 2030 and is line with vision 2050 and the NSP 2030 In January 2018, Governor of Madang, Hon. Chief Peter Yama with his Madang Provincial Executive Council passed a budget of K4,000 000 to support the growth of SMEs in Madang and as such, the Guideline and Criteria in this RFP targets the CBOs; One of the key objectives of this strategy is to promote employability and sustainable livelihoods through skills development. The Informal Sector Support funding window was created by the Governor’s office to support non-governmental organizations (NGOs), community-based organisations (CBOs) and community-based co-operatives (CBCs) starting with skills development. 1.2 PURPOSE OF THE REQUEST FOR PROPOSALS (RFP) The purpose of this Call for Proposal is: To allocate funds for the capacity building of Community-based organizations (CBOs) through the Informal Sector Support funding window (ISSFW) programme of the Madang Provincial Government SME Funding. To invite applications from lead service providers or project implementing and management agencies with a strong project management capacity and experience to roll out and manage community-based capacity building programmes at a provincial, District or local level. 1.3 DELIVERABLES The project deliverables can be summarised as follows: At least 72 community-based organizations are assisted through skills development per year for the period of the project. At least 80% of the participants successfully complete the training programme At least 60% of the community-based organizations must be from rural areas, urban nodes or informal settlements. Each training intervention should have a minimum duration of 5 days At least 720 participants have been assisted from 19 LLGs 1.4 PROJECT LOCATION The project is tenable in the following Six Districts of Madang Province: Madang District Sumkar District.
