Pada masa yang sama, saya berharap Kolej IGS akan terus mengorak langkah dengan meneroka bidang-bidang baharu yang selaras dengan keutamaan Negara, khususnya dalam mendokong kemajuan transformasi digital. Saya percaya usaha ini akan lebih mempersiapkan para graduan untuk menceburi alam pekerjaan mahupun bidang keusahawanan dengan lebih berkeyakinan lagi. Seperti dimaklumi bersama, seluruh dunia terus mengalami kesan perubahan dan kini dalam norma baharu berikutan pandemik COVID-19, temasuklah Negara Brunei Darussalam. Dalam hal ini, saya amat berbesar hati melihat kesungguhan Kolej IGS dalam memanfaatkan teknologi digital bagi memastikan pengajian dapat diteruskan. Secara tidak langsung, pendekatan menerusi teknologi digital ini turut menyumbang kepada pembaharuan dalam teknik pengajaran serta innovasi dalam pengajian. Tidak dinafikan, sudah pasti ada cabaran yang dihadapi dalam mendepani norma baharu ini. Namun begitu, Majlis Konvokesyen pada hari ini menunjukkan kecekalan dan semangat semua graduan dan tenaga pengajar mengharungi cabaran berkenaan. Selain dari ijazah yang diperolehi, para graduan sepatutnya berbangga dengan keupayaan mereka untuk menyesuaikan diri dengan kaedah baharu, penggunaan teknologi digital yang efektif dan kemampuan untuk berinnovasi dalam menjalankan pengajian masing- masing. Telebih dahulu, saya merakamkan setinggi-tinggi tahniah dan syabas kepada kesemua 144 orang graduan yang bakal diraikan dalam Majlis Konvokesyen Kolej Pengajian Siswazah Antarabangsa (Kolej IGS) bagi Tahun 2021. Kejayaan setiap graduan dalam pelbagai bidang mencerminkan kegigihan, usaha keras dan komitmen tinggi yang dicurahkan dari awal pengajian sehingga meraih pencapaian yang sangat dibanggakan oleh semua. Dalam menghadapi Revolusi Industri Ke-4, dan mendokong hasrat Negara ke arah sebuah Smart Nation, saya menghargai usaha Kolej IGS dalam memastikan para graduan dan module pengajian adalah relevan dengan perkembangan semasa. It is because of all His blessings that we are here today, celebrating one of the momentous events in the lives of many of our students. It is this time, once again, for our students who have completed their programmes to receive their credentials for having acquired the work related skills, knowledge and positive work attitudes. These credentials will enable them to enter the world of employment or continue their studies to a higher level. We wish to congratulate all graduates of 2021 for having worked tirelessly leading to this special day. It is important to remain humble and appreciative of the roles played by others in achieving a common goal. Students should reflect back and remember those who have directly or indirectly played a role in helping them to reach the stage where they are now and should not forget to thank them. First are your parents who have committed to and encouraged your success; your grandparents and family members who have given their support and your friends and classmates whose warm friendships have accompanied you throughout the journey; the supporting and administrative staff of the Kolej who have created a conducive environment for your learning which directly or indirectly have helped you succeed in your educational journey. Not to forget your lecturers who have contributed to your success by providing you with the guidance and inspirations that made you what you are today. The added value contributions by your lecturers, to mold you into productive members of the society, covers more than just impartation of skills and knowledge but also the sharing of wisdom and the teaching of morality which they provide through their friendship, guidance, discipline and attention. Speaking about the skills and knowledge imparted by lecturers to enable young people to contribute to national development for the future, the Kolej Management has implemented and planned for a number of strategies to improve the capacity of the Kolej to develop and deliver the skill areas in the environment of Industry Revolution (IR) 4.0. In fact, the theme of our convocation this time is “Digital Technology Transformation Enrichment”. This theme is to remind us of the strategies that we should be focusing on in the next few years in relation to enriching digital technology transformation. The theme is adopted as our response to the calls of the government for institutions to be responsive to the needs of the nation in terms of skills requirements in the environment of IR 4.0. The development of technology in general and IR 4.0 in particular demands highly sophisticated and technical skills for computing, automation and networked aspects of all types of job roles. If the Kolej is to be responsive to such a development, it is important for it to enhance it’s capacity to address the skill gaps of the current jobs as well as the emergence of new skill areas of the future as a result of the transformation of the digital technology towards IR 4.0 and beyond. However, responsiveness to IR 4.0 is also about aligning ‘man and machine’; harnessing the potential of digital technology, and about global and lifelong learning. While Brunei may not likely be able to compete in the production of IR 4.0 technologies, it should, at least, be able to prepare its workforce to function effectively in the IR 4.0 environment. The Bruneian workforce should also be able to harness the use of new technologies for enhancing work efficiency and productivity in their respective work organisations. In the context of Kolej IGS, the staff members need to understand how technology works if they are to take advantage of the opportunities associated with Industry 4.0. The Human Capital of the Kolej needs to be enhanced by training all staff members in corporate behaviour and conduct as well as in pedagogy including the development of instructional technologies that suit their fields and styles. The training of administrative/ management staff on leadership and organizational behaviour MESSAGE FROM THE cHIEF EXEcUTIVE OFFIcER is also important such that by understanding the bigger picture of administrative work, they will be able to develop better communication and administrative skills. The development of the human capital of the Kolej will enable the staff members to fully harness what IR 4.0 can offer. Kolej IGS takes cognition of the development in the digital transformation which impacts the future work place by having a long-term strategic plan intended to promote or enrich the transformation of digital technology within the institution without which it’s capacity to contribute to national development will be constrained. First the Kolej is to ensure that its staff members are up-dated on what constitutes IR3.0 and how it differs from IR 4.0 including how practical technologies in IR 4.0 can resolve the weaknesses of IR3.0. Training and encouraging teachers to be familiar with the development in IR 4.0 will optimize their competitiveness in the environment of IR 4.0 effectively and this will help them define the paths they are taking into the digital future. Likewise, senior management is also to be trained in the use of new software applications so that they will be able to maximize the utilization of such applications to enhance their work efficiency and productivity. Second, the teaching of the IR 4.0 based subject matters in the current IT programmes needs to be enhanced particularly in the areas of Virtual Reality (VR), Internet of Things (IoT), Augmented Reality (AR), and so forth. At the same time, the institution is to create a culture of learning and collaboration among the students to promote working in the environment of IR 4.0. Thirdly, the Kolej is to introduce the IR 4.0 based subject matters in the curriculum appropriately such as advanced robotics, additive manufacturing, simulation, system integration (horizontal/ vertical), industrial internet, big data, cloud computing, cognitive computing and cyber security. The implication for this initiative is the need for staff members to acquire certification from the relevant bodies. 5 Fourthly, the Kolej is to enhance the capacity of lecturers to deliver effectively the essential skill areas needed by the future employees for them to function effectively in the environment of IR 4.0. These skill areas include Complex problem solving, Critical (Analytical) thinking, Creativity, People management, Coordinating with others, Emotional intelligence, Judgment and decision making, Service orientation and Active learning with a growth mind-set. This is to be carried out in connection with in- house staff development activities. One of the strategies to promote the development of IR4.0 is the establishment of a department to facilitate the development of learning technologies such as the on-line learning management system and data bases for library books and students management applications. This department was actually established in 2019 partly to deal with harnessing new learning technologies and partly to establish international relations with other institutions locally and abroad. We have already adopted and integrated digital technology at our institution, specifically the Learning Management System and today, a significant proportion of our curriculum is being delivered on line. One rational for the formation of the LMS system is to centralize and simplify the administration and management of teaching and learning through the use of an e-learning system. Another reason is to equip the academic staff with the knowledge, skills and attitudes needed for them to be able to use the management systems effectively in the teaching and learning of the 21st century. Without the establishment of the LMS, KIGS would have been in a chaotic situation when COVID-19 hit the country in early 2020. The situation requires the institution to deploy technology in the delivery of teaching and learning because of the need for social distancing. It goes without saying that teaching and learning have been possible without significant disruption by the pandemic COVID-19. Hence, online learning is gaining importance in the delivery of educational content and this promotes lifelong learning. The pandemic situation has created the necessity for online learning and teaching as an alternative to face-to-face. Another strategy that the Kolej has initiated is a students’ enrolment and financial accounting system which requires the integrated efforts of the Student Affairs Department, Finance Department and the Academic Department to eliminate the manual tasks and the physical set up of student files, hand- written receipts, face-to-face fee payment, etc. as a way forward towards the path of IR 4.0. The Technical staff members are now in the process of setting up the ‘Students Tracking Fees Payment System’ that links to LMS or the student’s portal. The students will be able to log in to the LMS if programme fee payments are up-to-date. The establishment of the students’ enrolment and financial accounting systems is in fact enhancing the capacity to contribute to meeting the dynamics of changes towards IR 4.0. The Kolej is also planning to establish a Computer Centre with testing facilities to enhance our capacity to offer short courses and professional certification and training programmes in the areas of IR4.0. In fact, in March 2021 we have started offering short courses in Cisco Certified Network Associate (CCNA 200-301). This in-house training programme is mainly focused on skills and abilities and new development in the latest technology which could provide a value add to one’s career advancement using online systems. We have also introduced an application enabling students to rate teachers’ performance which is connected to the LMS directly generating the required results to be seen by teachers without the need of creating Excel files for data and statistics with manual data entry into multiple files. This is a way forward towards IR 4.0. In short, we are enhancing our capacity to deliver practical technologies associated with IR 4.0 wherever applicable as well as promoting the recognition and adaptation to the new technology needed by future employees of IR 4.0. At the same we are also taking the opportunity to harness technology through the digitisation of our management records to maximise the efficiency and productivity of the Kolej outputs and outcomes.
