Arkology v7 Demo Video: Preamble: We the Builders of Arkology, in order to form a more perfect Society, establish Justice, ensure communal Tranquility, provide for the common Market, promote the general Good, and secure the blessings of Liberty to ourselves and our Posterity, do ordain and establish this Social Contract for ©Arkology™. Article 1: Introduction This document intends to establish and quantify the rights, rules, and conditions for participating, constructing, and cooperating within ©Arkology™. The United States Bill of Rights and Non-Aggression principle will be strictly followed with the city. All punishments for violations of this contract are listed in Article 13, Article 14, and Article 21. This document contains the entirety of the law, to be used in criminal court and operate the institution founded by it. Article 2: Freedom of Speech and The Right To Bear Arms The 1st and 2nd amendment of the Bill of Rights are applied as follows: -Restricted Speech: Incitement towards murder or violent revolution, and harassment. (See Article 13) -Gun Ownership: Rifles at age 25, Shotguns at age 30, Concealed handguns at age 35. Requires 12 hours of training and a background check at each level. If you have served more than 60 days cumulative jail time in your life, or are convicted twice in the sociopath court (Article 21), then you are disqualified from owning any of the above. Article 3: Tax Structure and UBI These taxes cover the maintenance of the governing organization of Arkology and the upkeep of its common road, plumbing, electric, and internet infrastructure, as well as a UBI system for all Arkology residents. This Article (and Article 8) constitutes the entirety of the tax and benefit programs in Arkology. The initial tax/benefit rates are as follows: Universal Basic Income: Starts at age 10 at $360/month. Increases $120 every 5 years, until $1920/month at 75+. * Electricity ($/kwh): Sin**: Property ($/month)***: Child ($/month)**** Sunshine: ($/month) 500 kwh = $0.00 Dairy / Cannabis = 60% Progressive, per sqft owned 1 Child: $30 $600 Each Hex Side 2000 kwh = $0.04 Meat / Alcohol / Cigs = 120% 1,000sqft: $12 2 Children: $120 Wealth Tax: 8000 kwh = $0.08 Magic Mushrooms = 360% 4,000sqft: $267 3 Children: $360 1% Over $1M 32000 kwh = $0.14 16,000sqft: $3,582 4 Children: $720 1.5% Over $10M 128000 kwh = $0.24 64,000sqft: $25,335 5 Children: $1200 2% Over $100M, etc *The disabled get an additional $1200/month UBI. Serious Disabilities Only. **Recreational Drugs not listed here are banned. See Article 13 for punishments. ***Rates max out at 32,000 square feet, or $0.40/sqft/month ****Tax is levied on each parent, it is not per couple. Maternity Bonus: New Mothers receive (24 00 / ((baby age in months)/6 + 1)), Ends at year three. Total benefits: $36,000 per child. Marriage Bonus: New Husbands receive (2400/mo for 6mo after marriage, 1200/mo for next 6mo). Total benefits: $21,600 for first marriage only. Article 4: The Hexarchy The Hexarchy is an elected body which determines the specific tax rates, public projects, and Social Contract changes to be voted on the following year. The proposed Article 3+8 tax and UBI rate changes must be within a range of 0.9x to 1.1x of current rates. All annual Article 5 proposals must be declared before April 1 st of that year. A member of the Hexarchy dying or resigning results in the shifting of Hexarchy rankings, and the 7 th , 8 th , etc place candidate of the previous election being appointed to the 6 th Hexarchy slot. Covenant Of The Ark – The Entirety Of The Law Page 2 Article 5: Direct Democracy Approval Process In order to promote residential self-determination, and public policy feedback... Arkology will incorporate a Democratic Process, which must use the Article 16 voting system The vote will be held every year on July 3 rd This can and will only determine the following policy: -Hexarchy Membership (The Top 6 candidates win a seat***) -Tax and UBI rate changes (Requires 2/3rds majority of eligible voters*) See Article 3 and 8 -Large Public Projects (Requires 2/3rds majority of eligible voters*) See Article 7 - Distributing Funds via The Charity Market*** - See Article 8 -Adjust Dog and Cat per capita population (Requires 2/3rds majority of eligible voters*) - See Article 9 - Deciding which Panarchist Military Alliance to join*** (optional) See Article 15 -Altering this contract (Requires 5/6ths** majority of eligible voters*) Self-explanatory *Eligible voters consists of every local resident between the ages of 20 and 70. **Numbers can be changed via 2/3rds vote. Words require 5/6th vote. This makes the document much more flexible. ***Uses a rated voting system. Each voter gives each option a rating between 0 and 10. Total the ratings to see who wins. Article 6: Additional Hexarchy Responsibilities The Hexarchys appoints, fires and is also the tie-breaking vote in several councils. Any firing of judges or council members must also include a reason for doing so. The board holds public twice-monthly meetings. Its membership has the following power structure: 1 st place in the most recent election has three votes, 2 nd and 3 rd place each have two, and 4 th 5 th , 6 th , each have one. A tie (5 to 5 vote) on any decision is then left up to a public coin vote the following meeting, to any resident that shows up to the Board's meeting. The Hexarchys cannot write law or policy. Only a 5/6ths majority Article 5 vote can. Article 7: Large Public Projects If successfully passed, these projects are financed by the residents via a one-time fee, paid proportionally based on how many square feet the given resident owns. The Articles of Syndication must be used in these new created corporations. Coin profits from any of these enterprises must be added to the UBI pool. Article 8: The Charity Market This is a Democratic Market created to dynamically allocate funds collected from a “Charity Tax”. The Charity Tax is a tax on your taxes, whose rate is 0-20%, depending on how many residents participated in The Charity Market that year. (0% = 0% tax, 50% = 10% tax, 100% = 20% tax, etc) Rated Voting - Each Charity's budget will be determined by: (Total Rating for given charity) / (Total Rated Votes) * (Total Charity Market Budget). A minimum of 20 votes is required to receive funds (to prevent people from voting for their own fake charities). Buying and selling votes is prohibited (Article 13). Article 9: Dog And Cat Bill of Rights Dogs and Cats are granted basic civil rights, mainly the right to travel and the right to have a family. Half Animal Families are established through a birth lottery, half purchased through a market. 1/3 of dogs can breed, and 1/2 for cats. IUDs are used until mating is allowed. One biting incident removes the animal's place in the birth lottery, and two biting incidents removes their right to travel. Management of Dog and Cat populations (identification, breeding, feeding, shelters, sponsor families) is handled by an organization known as Paw Patrol, funded by the birth market. Dog and Cat per capita populations are determined by a 2/3rd Article 5 vote. Article 10: Immigration + Removal Court Appointed by the Hexarchy. The Immigration Court consists of 2 judges per 25k population. Two judges assigned per case. In case of ties, two additional judges are chosen at random. In case of another tie, the Hexarchy breaks ties. In order to maintain an optimal, positive, and cohesive community, Arkology may be selective in its choice of residents. This selection process can vary from individual to individual, and can include age, sex, race, net-worth, employment background, knowledge / skill sets, past achievements, criminal record, and political ideology. Covenant Of The Ark – The Entirety Of The Law Page 3 Once resident status is granted, it can only be revoked after violations in Article 13, 14, or 21. In order to promote local focus and investment, Residency status requires you to live in Arkology for at least 3 months of the year. Any given resident's UBI is temporarily suspended after they leave the city, and is resumed when they return. Visitors can be granted temporary passes for tourism, work, or other allowances. These will vary from 3 days to 3 months, based on need and the Court's discretion, after which the visitors must leave the city. Article 11: Development Council Appointed by the Hexarchy. The Development Council consists of 6 counselors, majority rules. The Hexarchy breaks ties. The Develoment Council has the same hierarchical voting system as the Hexarchy. It holds public twice-monthly meetings on the development and expansion of the city. They determine where new hexagons will be built, and what type of road (see Article 20) is to be constructed where. They also oversee engineering and infrastructure improvements and innovations to the city. This can be funded by the sale of the Resident's feces and urine, which is the property and responsibility of the development council. With the close input of the Artistic Council and the public, they decide upon the layout of the city and how it evolves over time. The Development Council holds no say over interior art, style, or development. Article 12: Artistic Council Appointed by the Hexarchy. The Artistic Council consists of 6 counselors, majority rules. The Hexarchy breaks ties. The Artistic Council has the same hierarchical voting system as the Hexarchy. It holds public twice-monthly meetings (alternating with the development council) on the art and culture of the city. It schedules and/or advertises local events, as well as determines outdoor art, sculpture, graffiti, murals, parks... or can delegate its power in specific areas to specific residents. The Artistic Council holds no say over interior art, style, or development. Article 13: Criminal Court And Deputization Appointed by the Hexarchy. The Court consists of 2 judges per 25k population. For serious offenses: two judges assigned per case. In case of ties, two additional judges are chosen at random. In case of another tie, the Hexarchy breaks ties. 6 th Amendment: Trial By Jury – The Defendant may request a trial by jury , with jurors randomly selected from a voluntary pool. Juries consist of 6 members, and 4 or more Guilty votes is needed to convict. Sentencing is also decided by the Jury, with the average of the jury's desired sentences taken. Each not guilty vote reduces the final sentence duration by 30%. If the defendant is found guilty, he/she compensates the jury. If the defendant is found innocent, the accuser compensates the jury. Jurors are compensated at the prevailing average wage. Residents must opt-in to join the Jury Pool. This applies to Article 13, 14, 21, and 22. Right To Speedy Trial – Trial must be completed within 28 days of arrest for rape and murder, within 14 days for serious offenses, and 7 days for minor offenses. If trial time exceeds this, $300 per day is paid to the defendant. Covenant Of The Ark – The Entirety Of The Law Page 4 *Dollar amounts can vary based on the wealth of the perpetrator, not to exceed 10x the examples listed. **Buzzzy Bee™ Criminal Work Program: Any ** of the offenses can apply for a work program. This reduces the length of the sentence by 4x, by having the criminal work 12 hours per day, 6 days per week (Sundays off). Some criminals are allowed to leave the prison for work -and on Sundays to spend time with family- given they wear an ankle bracelet and return to the prison. By being a Buzzy Bee™, the inmate financially achieves the following: 10% Charity Fee: The inmate chooses the charity of his/her choice from the Charity Market. 20% Arkology Fee: This covers prison operational costs, housing, as well as food services. 20% Victim Restoration: If the crime is victimless, these funds go toward the prisoner. 30% Family Support: If the prisoner has no family, these funds go towards the Charity Fee. 20% Prisoner's Fund: These are funds earned by the prisoner through his/her labor. Deputization of Residents: Any resident over the age of 25 with a clean record can become a deputy, able to collect evidence and make arrests. This will require 120 hours training paid by the resident, and allows them to carry a taser, pepper spray, and hand cuffs. Deputies are granted a $480/month boost to their UBI, until they are retired at age 60. Article 14: Civil Court Appointed by the Hexarchy. The Court consists of 2 judges per 25k population. Two judges assigned per case. In case of ties, two additional judges are chosen at random. In case of another tie, the Hexarchy breaks ties. Possible/Applicable Cases 1. Embezzlement (institutional theft), Breach of contract, Fraud, Slander, Poor/unfinished work, Verdicts over $12,000 make the defendant eligible for removal. 2. Failure to Pay Tax/Fees: Failure to pay tax or court fees within 90 days of being billed, will result in an additional fine of 30% of the bill, plus extra penalties. See Article 13. 3. Article 8 vote selling/buying is prohibited (creating a fake charity), resulting in a $2,400 fine of each offender. 4. Medical Malpractice. Amount determined by Jury. Maximum of $120,000 per case. 5. Bankruptcy. Court makes sure investors are compensated as much as possible. 6. Failure to pay Mortgage and Eviction from property. Defendant gets equity minus $600 court fee. 7. Child Custody. Jury determines child support. Not to exceed $1,200/child/month. 8. Articles of Syndication Non-Compliance. Fine up to $120,000 paid by administration of the corporation, on top of unpaid profit sharing paid to workers. Fine split equally among those taken advantage of. 9. Attempting to extract Rent. Up to $6,000 fine. Paid to the civil court. -Contractual Court has a 10% fee (Defendant pays 110% of verdict if they lose. Plaintiff pays 10% of allegations if they lose) plus a $600 minimum fee. (Fees fund the court and judges.) -Frivolous cases, or cases without sufficient evidence, will result in a $1200 fine paid to the court. -Defendant may request Article 13 Trial by Jury , not to exceed 16 hours compensation. 4 or more are needed to convict. Jury determines fees and penalties imposed based on same Article 13 metrics. The Senator's job is to help collectively manage the Panarchist Military, Courts, and Intelligence agencies. In the case of war or violent conflict, the Hexarchys must hold a public resident emergency Coin vote on whether or not to switch Alliances, recall the sitting Senator, and/or withdraw financial/political support. Article 16: The Coin Voting System To run for the Hexarchy: $2,500 fee. To be listed on the Charity Market: $500 fee. All proceeds go directly to the Artistic Council. Resident ID is checked at the entrance to ensure every resident only votes once. Votes are made by depositing one 90% silver dime into a chute (which only accepts one dime at a time), for the candidate/policy/charity/law of your choice. A simple digital switch/circuit and display is used to show the current number of votes to the local voting public. The coin falls into a secure box. At the end of voting, the box of dimes is weighed, weight of actual box is subtracted, and then this number is divided by 2.5g to get the number of votes. Poll watchers ensure that people aren't adding multiple dimes per person, and the boxes themselves are not tampered with. Any resident may become a poll watcher if they so desire. Adding multiple dimes can result in a $5,000 fine, and any poll watcher found adding or removing dimes from any box can be Resident's Arrested and result in their removal from Arkology. Article 17: Transparent Public Budget, Property Rights, and Royalties The budget of Arkology is to be made available to all residents, every 3 months. This includes tax revenue sources (Article 3), an itemized list of all revenue and expenses (including salaries) above $5,000, funding given to councils for various grants and/or projects, as well as liquid currency+assets. Surpluses and shortfalls via Article 3 must be given to the Artistic Council or covered via airspace auctions, respectively. The city's books are open to audit by residents at all times. Property Rights can only be violated if/when the resident commits violations listed in Article 13 or 14 of this contract, or if property sits vacant and unused for over 180 days. Seized property (from property vacancy or resident removal) is auctioned by the Development Council, and 75% of the auction price goes to the owner. 25% is taken as a fee given to the Development Council. Every sale/purchase or construction of real estate is publicly listed on a property ledger. The owner may use an alias on the listing, but must give at minimum their unique resident ID#. All sales of bonds for public investment in Arkology development are also publicly listed and fully transparent. Only Arkology residents can build/purchase hexagons (real estate). Landlord contracts are prohibited , except when the tenant is a corporation. Corporations cannot own property within Arkology. An annual Royalty fee of 0.06% of the total UBI outflows will go to TravelingThroughTime in exchange for using the intellectual property of this Contract. An estimated ~$2.40 per resident per year. Article 18: Abortion and Age of Consent Abortion is legal up to 9 weeks after conception. For teen intimate relationships, when their partner is within 3 years of them, the age of sexual consent is 16 years. For all other intimate relationships, the age of sexual consent is 20 years. This allows for teens to have intimate relationships with other teens, while also preventing adult predators. See chart at the bottom. For employment, the age of consent is 10. Article 19: Hexagon Construction, Development, and Sale New hexagons can be constructed with the Development Council's approval, and exterior adornments chosen or delegated by the Artistic Council. Initial owners are determined by a bidding process during Development Council meetings. Money raised in this manor goes into the city's general fund , to be used on various projects determined by the Artistic and Development Councils. The rooftops of Arkology will always remain open to the entirety of the public. An empty hexagon cell is ~10,300 sqft and about $100,000 to construct. $1,000 (~0.3% of total construction costs) is paid as royalties to TravelingThroughTime , the ©Arkology™ Intellectual Property owner. The owner of the hexagon determines the use of the hexagon, whether it be residential, commercial, or industrial*. The owner also has total control over the interior , excluding the standard space requirements for typical road and utility infrastructure. Over time, as the 3D airspace around your hexagon is developed, 50% of the new construction cost savings (your shared walls, floors, columns) will be paid to you. Therefore, you will receive periodic construction “rebates” which will total to approximately $50,000. *Industrial may have noise, odor, weight, and ventilation restrictions/limitations. Article 20: Transportation Infrastructure Covenant Of The Ark – The Entirety Of The Law Page 6 The transportation infrastructure is semi-standardized, and decided by the Development Council. Roads come in 3 types: -Transit -Freight -Freestyle/scenic Transit roads are for higher speed transport, such as scooters, golf carts, etc. This road has a per-user average weight capacity of ~0.5 tons (1000 pounds)*. Forklifts and other freight must use freight roads. Speed Limit: 20 mph Freight roads are similar to transit, but has a much higher weight capacity. This allows for heavy shipments as large as 10'Wx8'Hx20'L, and a max cargo weight of 10-25 tons* Speed Limit: 10 mph Freestyle roads are to be creatively developed by each individual hexagon owner themselves, according to their own wishes. Freestyle roads are intended to blur the lines between public and private spaces, and foster innovative and enjoyable interiors throughout Arkology. The variety and beauty reduces traffic speed. Speed Limit: 5 mph *These weight tolerances are rough estimates. Extensive real-world testing will be done. “Transportation Hexagons” contain the elevators, 3D buses, and round-abouts, and thus are publicly owned. The Artistic Council will have domain over the interior aesthetic for these hexagons. Article 21: Sociopath Court When a Resident is exhibiting sociopathic/violent/murderous thoughts and behavior (or Fascist/Marxist/Authoritarian thoughts) on a repeated basis... three or more Residents may request a “Sociopath Trial” to the Removal Council, who will then select 3 jurors using the same method as Article 22. Evidence of such behavior will be presented by the three accusers, and the accused may call up to three Residents to his defense. If 3/3 or more Jurors declare sociopathic behavior, the Resident is met with a strong warning and has to attend 6 months of therapy. A 2 nd sociopathic conviction of this individual within a 3 year window makes him eligible for removal from Arkology. Only 3 'sociopath accusations' can be made per resident per year, to prevent abuse of the system, and prevent a culture of constant finger pointing and trials and drama. Article 22: Resident's Arrest When the Hexarchy, Judges, Council Members , or any person employed by this contract, is found to be in explicit violation of the rules and laws put forth herein, any Resident of Arkology can make a lawful arrest of that person , to be tried --within 7 days-- in 'The People's Court', an independent court established for this purpose. 'The People's Court' will be a 6 person Jury , picked from the pool of Residents using a series of 10-sided dice rolls. Jurors must be between the ages of 30 and 60, and cannot be an employee of this contract or their immediate family. A conviction requires at least 5 Jurors. The prison sentence is determined by the Jurors who voted to convict, with a maximum vote of 10 years. After omitting the longest sentence, their desired sentences are then averaged. Failure to convict the contract employee(s) in question, results in the imprisonment of the Residents who made the arrest and the prosecution of the case for three years, and removal from Arkology after their sentence is served. Article 23: A Libertarian Economy Within the city limits, we follow strict US Constitutional Law. This means no enforcement of -or adherence to- Federal Income Tax, Federal regulations, or any other gross violations of Article 1, Section 8 of the US Constitution , such as the “necessary and proper” clause. We only allow the use of gold, silver, bitcoin, barter, and other crypto-currency for trade within the city. We believe in the prosperity generated by the free market, as well as localized capital formation and investment. Therefore, we believe that unconstitutional fiat currency is highly corrosive to a free and healthy society. To foster diversity in thought and culture, public school will not be allowed in Arkology. This social contract also does not create or allow a monopolization of police/arenas/utilities or freight logistics. Any taxation of residents -excluding the Article 3+8 tax structure- is strictly illegal. Article 24: The Debt Jubilee Every 25 years, starting in 2050, there is forgiveness of debts. This does not include mortgages or Arkology construction bonds. Article 25: Be Excellent to Each Other The success of any society is determined -most of all- by its participants. Honor, integrity, kindness, and overall good character, will be the deciding factor in Arkology's quality, longevity, and prosperity. Without a sense of creativity, vitality, and shared goals...Arkology will likely descend into a 21st-century trailer park. Without a sense of cooperation, respect, and community...Arkology will likely descend into a 21st-century dystopia worse than the one we are fleeing from. We have the unique opportunity to start from scratch. The monarch can only be removed via article 14. Reduced the maximum annual article 4 tax rate changes by 50%. Far less elected officials (Reduced from 25 to 0) allows residents to focus more on their own lives and businesses and affairs. No arguing, division, and uncertainty that comes with the electoral process.
