The development is proposed to consist of the following land uses: • Single Family –2,578 Dwelling Units • Townhomes – 1,022 Dwelling Units • Multi-Family – 400 Dwelling Units • Retail – 235,000 Square Feet • Crystal Lagoon – 23,531 Square Feet • Early Learning Center – 12,000 Square Feet • Office – 32,500 Square Feet • K-12 Charter School – 1,300 Students The project currently has a CLOS for the following entitlements: • Single Family – 1,450 Dwelling Units • Townhomes – 1,300 Dwelling Units • Multi-Family – 550 Dwelling Units • Retail – 400,000 Square Feet • Office – 50,000 Square Feet The trips associated with the land uses within the CLOS are considered project traffic for 2 3 the purpose of the study network determination and background traffic to determine the impact of the project. The following provides the methodology and analysis for the proposed project. ESTIMATED PM PEAK HOUR PROJECT TRAFFIC The trip generation utilized in this report was based on the data contained in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11 th Edition, 2021. The proposed development is estimated to generate/attract 4,358 trip ends during the PM peak hour with 2,486 inbound and 1,872 outbound, as shown in Table 1. Given the project is to consist of residential and retail land uses, there is a potential for trips to originate at one land use within the project and have a destination at another use in the project – internal capture. The internal capture was based on the data contained in the ITE Trip Generation Manual, 11 th Edition (NCHRP 684). In addition, this internal capture between the residential and the school was calculated as follows: 1. The number of students generated by the residential within the project were determined based on the information provided by Manatee County School Board. Table 2 provides the calculations of the number of students within the project. As shown in Table 2, a total of 1,134 students would be generated by the residential within the project. 2. It is assumed for the purpose of the analysis that 50% of the students would be internal to the proposed school. In addition, studies contained in the ITE Trip Generation Manual, 11 th Edition, indicate that a percentage of the retail trips already exist on the adjacent roadways – passerby capture. The passerby trip ends should not exceed 10% of the adjacent street traffic. Therefore, the proposed land uses are estimated to generate/attract approximately, 3,607 new external PM peak hour trip ends, with 2,088 inbound and 1,519 outbound, as shown in Table 1. Based on the analysis conducted for the CLOS, the approved land uses would generate/attract 2,962 new external trip ends. Therefore, the net increase in the new external PM peak trip ends is 645, as shown in Table 1. PROJECT TRAFFIC DISTRIBUTION The project traffic distribution was based on the modified FDOT D1 District Wide Model. A copy of the distribution is included in the Appendix of this report. STUDY AREA The study area includes the first directly-accessed roadway segments, and in addition, 7 those roadway segments in which the new external PM peak hour project traffic subject consumes 5% or more of the peak hour two way adopted level of service capacity of the roadway. The capacity of the roadway was based on the capacities contained in the Manatee County Concurrency Transportation Link Sheet, dated May, 2024. Table 3 provides the study area determination. The study area is graphicly shown in Figure 2. ANALYSIS PERIOD The concurrency analysis is limited to the PM peak hour. TABLE 3 STUDY AREA DETERMINATION 9 10 BACKGROUND TRAFFIC The background traffic utilized in the analysis was based on the existing plus the reserved trips contained in the May, 2024 Manatee County Tables were utilized. Table 4 provides the background traffic within the study network area. LINK ANALYSIS A link analysis was conducted for the roadways within the study network for the following scenarios: • Background Traffic • Background Plus Project Traffic Background Traffic Condition Table 4 provides the results of the link analysis with the background traffic. As shown in Table 4, all roadway segments are expected to operate at an acceptable level of service with the background traffic and existing/budgeted geometry except the following roadway segments: • Buckeye Road from Sawgrass Road to Fort Hamer Road This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will be required to be six (6) lanes with the background traffic. • Carter Road from Buckeye Road to Moccasin Wallow Road This roadway segment is currently two (2) lanes. As shown in Table 4, the background traffic exceeds the capacity for six (6) lanes as shown in both the Manatee County and the FDOT Generalized Service Volumes. • Moccasin Wallow Road from Buffalo Road to 115 th Avenue This roadway segment is currently four (4) lanes. As shown in Table 4, the background traffic exceeds the capacity for six (6) lanes as shown in the Appendix in both the Manatee 13 County and the FDOT Generalized Service Volumes. • SR 62 from US 301 to Spencer Parrish Road This roadway segment is currently two (2) lanes. Generalized link analysis indicates that this segment will require four (4) lanes with the background traffic. • US 301 from Victory Road to Erie Road This roadway segment is currently four (4) lanes. Generalized link analysis indicates that this segment will require six (6) lanes with the background traffic. Background Plus Project Traffic Condition The net increase in the PM peak hour project traffic shown in Table 1 was added to the background traffic. Table 5 provides the results of the generalized link analysis with the background plus project traffic. As shown in Table 5, all roadway segments are expected to operate at an acceptable level of service with the background plus project traffic with the existing/background improvements except for the following roadway segments: • Moccasin Wallow Road from Ellenton-Gillette Road to 49 th Avenue E As shown in Table 5, this roadway segment exceeds the capacity for six (6) lanes in both the Manatee County and the FDOT Generalized Service Volumes. • Moccasin Wallow Road from I-75 Southbound Ramps to 115 th Avenue This roadway segment is proposed to be eight (8) or more lanes with the background traffic.
