In response to growing evidence of organized criminal activity involving the unlawful switching of airline baggage tags at Canadian airports, resulting in innocent travelers being falsely implicated in international drug smuggling investigations. This Decree establishes enhanced protections for passengers, strengthen airport accountability, and imposes severe penalties for insider corruption affecting aviation security. Royal Decree. By the authority vested in me, I, Her Royal Majesty Queen Romana Didulo The First, Queen and Commander-in-Chief of The Kingdom of Canada and the World, Living Crown and Custodian of Earth and Humanity, Commander-in-Chief of The United Armies of Earth, under Natural Law, I issue this Royal Decree. Whereas the safety, liberty, and lawful mobility of travelers are fundamental rights. Whereas organized criminal elements have allegedly exploited airport baggage systems by transferring baggage containing narcotics and contraband; placing innocent persons at risk of, - arrest, - imprisonment, and - even death penalties in foreign jurisdictions. Whereas insider corruption within airport operations constitutes a direct threat to national security, international travel integrity, public confidence, and the rule of law. Therefore, I, Her Royal Majesty, hereby Decree the following measures to immediately strengthen baggage chain of custody, security throughout all across The Kingdom of Canada's airports, aviation contractors, and airline operations. Section 1, Definition. For the purposes of this Decree, 1] tag switching means the unauthorized removal, duplication, alteration, substitution, or reassignment of any airline baggage identification tag. 2] aviation personnel includes baggage handlers, ramp workers, airline staff, screening agents, cargo workers, contractors, and any person granted access to secure baggage handling areas. 3] secure chain of custody means the continuous monitored accountability of passenger baggage from check-in to final loading and retrieval. 4] tamper-evident technology means physical or digital systems designed to reveal unauthorized handling or modification of baggage tags. Section 2, National Aviation Security Measures. Effective immediately. Article 1, Mandatory Digital Baggage Verification. All airlines and airports operating within The Kingdom of Canada shall implement the following, A] digital imaging of all checked baggage at check-in. B] timestamp baggage tag verification systems. Article 2, Tamper Evident Baggage Tags. All checked baggage tags issued in The Kingdom of Canada shall transition to tamper evident and destructive sensitive materials that visibly reveal attempted removal or reassignment. Article 3, Enhanced Surveillance Requirements. All baggage sorting areas, ramp zones, loading facilities, and transfer corridors shall, A] maintain uninterrupted video surveillance. B] store recordings for a minimum of five years. C] utilize AI-assisted anomaly detection for unauthorized baggage handling. And D] be subject to random integrity audit. Article 4, Employee Security Screening. All aviation personnel with baggage access shall undergo one, or in this case, A] enhanced background screening. B] financial vulnerability and organized crime risk assessment were legally permissible under Natural Law. C] Ongoing security clearance reviews. and D] Mandatory reporting obligations for suspicious conduct. Article 5, Passenger Protection Measures.
