HADLEY & LEEGOMERY PARISH COUNCIL NOTICE OF EXTRAORDINARY GENERAL MEETING Issued pursuant to Schedule 12, Paragraph 9(2) of the Local Government Act 1972 To: All Members of Hadley & Leegomery Parish Council Notice is hereby given that: Following the failure of the Chair of the Council to call an Extraordinary Meeting within seven days of receipt of a requisition presented by two members of the Council, an Extraordinary General Meeting of Hadley & Leegomery Parish Council will be held as detailed below: • Venue: Hadley Community Centre • Date: Friday 14th August 2026 • Time: 7:00 PM Members are hereby summoned to attend the meeting for the purpose of transacting the business detailed on the agenda below. AGENDA EGM 26/0 01 Apologies for Absence PLEASE NOTE: Apologies for absence do not have to be submitted in writing but should be made directly to the Clerk/Chair in advance of the relevant meeting. The Council is not obliged to approve apologies and can only approve apologies when the reason for absence is k nown. By law employers must give Councillors reasonable time off to attend to council affairs and to perform approved duties, having regard to the impact of the employee’s absence on the business and the amount of time required or already taken by the empl oyee on trade union duties. The Councillor may complain to an employment tribunal if the employer fails to do so. To receive approval and acceptance for any apologies for absence. EGM 26/0 02 Public Session This is an opportunity for Members of the public to raise awareness of issues or to ask that the Parish Council considers an item at a future meeting. This is for a period of 15 minutes. EGM 26/0 03 Declarations of Interest (i) Dispensations - to receive and consider any requests to grant dispensations in respect of the restrictions which apply at a meeting which is considering a matter in which a member holds a disclosable pecuniary interest. (ii) Declaration of any disclosable pecuniary interests in items included in the agenda for discussion at the meeting. Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable pecuniary interest, whether the interest is entered in the register of members’ interests maintained by the Monitori ng Officer unless they have been granted a dispensation to take part. EGM C26/0 04 Approval of Previous Minutes To confirm and sign the minutes of the previous ordinary meeting of Hadley & Leegomery Parish Council , held on 14 th July 2026, as a true and correct record. EGM C26/0 05 Apology to Cllr Benion for using vexatious communications policy This council notes that allegations of harassment and vexatious communications against Cllr Benion were not upheld by the Monitoring Officer at Telford & Wrekin Council following a formal investigation and apologises unreservedly for the misapplication of the council’s vexatious communications policy to him on the basis of those allegations. • Proposer: Stuart Parr • Seconder: Paul Savage EGM 26/0 06 Advice on vexatious communications policy The council resolves to instruct the clerk to obtain independent legal advice into the lawfulness of the council’s vexatious communications policy in general and the following points in particular: 1. The absence of an appeal mechanism denying natural justice 2. Application of the policy on receipt of 5 emails outside of a lawfully convened meeting and with no requirement for a majority or transparency 3. Application of the policy to sanction an elected member which appears to contradict the Ledbury ruling • Proposer: Stuart Parr • Seconder: Paul Savage EGM 26/0 07 Disclose correspondence regarding vexatious communications policy The council resolves to instruct the clerk to provide a copy of correspondence relating to the use of the vexatious communications policy against Cllr Benion to all members within 7 days of this meeting in accordance with a councillors’ common law right to know. • Proposer: Stuart Parr • Seconder: Paul Savage EGM C26/0 08 Unlawful approval of parish meeting minutes This council acknowledges that under the Local Government Act 1972, a Parish Council meeting has no lawful authority to approve the minutes of the Annual Assembly of Electors (Parish Meeting) held on 20th May 2025. This council resolves that the vote to ap prove said minutes at the ordinary council meeting on 1st July 2025 was ultra vires. The Clerk is instructed to formally record this rectification in the minutes and to present the 20th May 2025 minutes for lawful approval at the next scheduled Annual Par ish Meeting, accompanied by an explanatory note. • Proposer: Stuart Parr • Seconder: Andrew Benion EGM 26/0 09 Councillor allowances This council resolves to cease payment of allowances to elected members and instead reimburse reasonable, evidenced out of pocket expenses for the attendance of full council meetings, as follows: • Taxi or public transport from and to the member’s primary residence in the parish • Taxi or public transport from the member’s place of work in the parish • Childcare or carer costs incurred during the meeting duration No expenses shall be paid for any journeys originating or terminating outside of the parish boundary, or for return journeys originating from a place of work. • Proposer: Stuart Parr • Seconder: Andrew Benion EGM 26/0 10 Complaints about officers To receive an anonymised report on the number of complaints against council officers received by the Personnel Committee this year detailing: 1. The number of complaints referred to Telford & Wrekin Council for investigation 2. The number of complaints referred to another parish council for investigation 3. The length of time taken to consider the complaint 4. The number of complaints processed within and outside of the timeline prescribed by the policy 5. The number of complaints upheld, dismissed and yet to be determined • Proposer: Andrew Benion • Seconder: Stuart Parr EGM26/011 Cease the use of chemical weed killers This council resolves to prohibit the use of all chemical weed killing products (including glyphosate - based herbicides) on any land, verges, footpaths, parks, open spaces or assets owned, managed or maintained by the parish council. • Proposer: Paul Savage • Seconder: Stuart Parr EGM26/012 Traffic and speeding issues This council: 1. Formally requests the installation of temporary traffic monitoring equipment such as pneumatic traffic tubes, radar - based speed monitors or automatic traffic counters along Hadley Road, Kearton Terrace, Church Street and Pool Meadow at agreed strategic poi nts. 2. Will engage with Telford & Wrekin Council to coordinate the placement, duration and methodology of data collection. 3. Wishes to collect data for a minimum of 30 consecutive days, ensuring coverage of both peak and off - peak periods. 4. Will produce and publish a full report summarising: o i. Average and 85th percentile vehicle speeds o ii. Daily and hourly traffic volumes o iii. Identification of high - risk periods o iv. Any anomalies or patterns relevant to road safety 5. Will use the findings to evaluate and, if appropriate, propose the implementation of speed - reduction and road safety measures on Hadley Road, Kearton Terrace, Church Street and Pool Meadow. • Proposer: Paul Savage • Seconder: Stuart Parr EGM26/013 Recognising Linda Brown This council formally recognises the 30 years of service to the community of Linda Brown in educating and supporting the children of this parish at Hadley Juniors and latterly, at HLC and instructs the Chair to write to her on behalf of residents of this p arish. • Proposer: Paul Savage • Seconder: Stuart Parr EGM26/014 Exclusion of Press and Public To consider passing the following resolution: "That under the Public Bodies (Admission to Meetings) Act 1960 S1(2), the press and public be excluded from the meeting for the following items of business on the grounds that publicity would be prejudicial to the public interest by reason of the confident ial nature of the business to be transacted."
