We, as truckers in this country, answered the people’s call for help during one of this country’s most dire times. Immediately, we responded to provide the needed supplies at a moment’s notice putting ourselves in harm’s way. The truckers of our country are now calling and asking for some relief in order to survive this unprecedented event. I, along with many others, would like to propose what we are calling a Relief Package for the Truckers of America during this pandemic. This proposal would directly target Independent Truckers in the industry, but could be used to model a relief package for company drivers. There is an immediate need for this relief package in order to save many small business owners within the trucking industry. As the trucking industry has been coined front line workers; essential; HEROES and vital to the country’s economy, we have seen no relief as market rates have crashed. These plummeting rates have created a huge loss in revenue and many small businesses such as myself are operating at a huge loss; shutting down; and in many situations losing everything and closing their doors forever. Many have had to put their hopes into lenders and stimulus packages that have completely missed our industry. Personally, I have seen many independents close the doors for the last time and it is truly heart breaking during the Covid-19 pandemic. Other industries we consider front line workers, heroes, and essential are being compensated and given financial relief. We are asking for the same support using quantifiable and easily validated information using our International Fuel Tax Agreement Mileage (IFTA). After quantifying data from multiple sources to include; Public Load Boards; Private Load Boards; Brokerage Data and average freight rates at the time, we propose relief be provided at the rate of $1.50 per verifiable mile driven. As of the date of this letter, over 88,000 truck drivers have lost their jobs. This relief package is in support of the many truck drivers who continued to operate at an extreme loss and in many cases lost their business while supplying the country in their time of need. Here is an example of the relief package using my company’s data. From the dates of 01 April 2020 (Theoretical Beginning of Pandemic) until present, I have driven 30,351 verifiable and recorded IFTA miles at subpar rates, which has created a drastic loss of revenue. As you can see in the chart below, which proposes three different rates for effect and visual purposes, the magic number is at the $1.50 per mile level for recovery and sustainability of future operations. This is what the compensation would look like for a single truck owner operator who has driven the same amount of miles as me. That number would change based on the number of miles operated. We know as small businesses, we do not have stock to offer as collateral. What we do have to offer is a guaranteed work force that came to the call of our great nation when they needed us the most at its most critical time. . In contrast, if you were to take those same 400,000 Independent truckers (per OOIDA data) and use the above proposal, you would only be injecting $18.2 billion, maximum. Comparing that number to the thousands of jobs and businesses that would be saved, and the number of drivers kept off unemployment, how much money would be saved in federal unemployment insurance if this assistance and proposal were enacted? This proposed package would keep thousands of drivers on the roads and incentivized to travel the distance knowing they would be able to sustain their businesses and support their families through the Covid-19 pandemic. This Relief package would provide much needed assistance to company drivers and could be used as a tax credit advance. If we are able to maintain our businesses, then a tax credit would apply, and we would save many small businesses and jobs that will continue to fuel the economy as we recover and once again answer the nation’s call. In the end, keeping America moving and well supplied is what we, as the most Patriotic industry in the country, want to do. Yet, we do not want to lose our business nor do we want to see our families or others suffer in the wake of this crisis.
