Kevin L Hornbeck On January 21, 2021 I met with Carl and Katie Tyson at WCSO. Carl wanted to report his 24 yoa mentally handicapped daughter Katie, had been assaulted by . I spoke with Katie who advised she was hit in the back of the head by while she was on Facetime with her friends. I was not able to establish a time when the event took place due to Katie’s disability. Katie had no injuries. Katie has reported to her father that this was not the first time has struck her. While speaking with Carl, he advised there was a lot of turmoil when was cheating on him with . Carl advised his wife would come home from meeting up with and had injuries from their “BDSM” relationship. Carl was clearly angry with . I advised Carl to seek assistance from APS in reference to this matter and what he should do as far as keeping Katie with him. Carl advised there were no court orders that stopped Katie from staying with him, I advised I would not tell him what to do in this situation Carl advised me Katie was staying with him for the night and he would look into the matter. I provided Carl and Katie with the required Victim’s handbook and R6 form. Case remains open pending further investigation. Based on this statement and the follow up narrative from Sgt. Carr’s supplement, and statements made by other family members it appears this case is unfounded and part of an ongoing dispute between Katie’s parents. This statement is in concern of my sister Kaitlyn Tyson who was brought into your facility Thursday January 21st. 11 j Prior to Kaitlyn being brought into your facility her father had been very adamant for a couple days to get her to come visit. This was odd considering he has always shown very little interest in Katie and having her visit. I On Thursday afternoon my mother took Katie and dropped her off at my fathers home to visit him. He currently lives at 1115 Lovers Lane Beverly, OH. Katie was upset that she couldn't find her purse prior to leaving to head to my fathers house. Both her arid my !her looked for it and were unsuccessful in locating it. Later after Katie returned home it was found out that he had specifically requested she made sure to bring her rse and all of her money to his home with her. j She settled down from this and called my mother not long after she had arrived at my dad's house, was happy and in good graces. j I Several hours later the next call my Mom received from her was totally different. She was crying stating she was~'! coming home.. stating she was moving in at my dad's house and claiming my had been ~ -spoke with my Mom informing that he took her to the sheriffs department to give a statement. My father I I called that night and spoke with Katie, she was still very upset but proceeded to tell me that her Dad had obtained this information from people by the name of Samantha and Robin Carpenter. I believe these people are from Parkersburg, All other communication they have had was via Facebook,video chat. Katie called and talked to me first thing the morning of Friday January 22nd. She had a change of heart. She i~fJrrned me that she was going home. I told her all she had to do was call my mom and she would come pick her up. I also let her know I would come visit with her once she was home. I Once Katie was home her tone about things were completely different. She stated the accusations were untruE!, She stated her father told her that had been hitting her because Timmy Carpenter saw it on video call. S~e stated he told her to say those things and when I asked her if it was true that he had hit her she said "No, my daddy s~id." Since Katie has returned home her father has not called and spoken to her not one time. You would think if a parent was genuinely concerned for their child's safety they would be continuously checking in and making sure everything was okay. I can give my word that would never lay a hand on anyone. has been in mine and my sisters /uJes since we were children. He is who stepped up and helped my mom get out of an abusive marriage and made sure w,e Were safe. He made sure my sister and I have never gone without. I hated first several years I knew him .. I fJlt like he ruined my childhood by helping my mom get away and find us a new place to live. I didn't fully understand at trla\ time what was going on. I was mean and hateful to this man but he never once treated me badly no matter how aw(ul, I was to him. When my Mom is working and unable, makes sure that Katie always makes it to her doctors appoinllljents, he provides her with a cell phone to continue social interaction with her friends, he always assured she got to schbo,1 and further obligations. This man drove her almost to Myrtle Beach to purchase a german shepard puppy she had been begging for. He goes above and beyond for her, he would never hurt her. I have always trusted him to watch my :children for me, I have a 6 year old and a 1 year old. He also has his own grandchildren that he loves more than anythihg. is an excellent man with a huge heart. Although my other l will never keep Katie from visiting my Father, his home is not a safe place for her to live. His home is absolutely fjlthy with bugs and mice. She no longer has a bed at her fathers hdu~e, she slept on a mattress on the floor Thursday night. She told us while at his home this past week he is keeping a lo'aded gun sitting on his sink. While she may know better not to touch it, with her disabilities curiosity may very well get th~ tjest of her. Growing up my father was mentally and physically abusive towards us children. We had a rough childhood Vfith him. I During Katies overnight stay at my Dad's house Thursday she also claimed my sister in law Brittany Tyson was contact J offering for Katie to move in with her and my brother Nathan Tyson in Ironton, OH. She also stated there was tal of them 1 putting her in a group home for disabled people. Nathan has a long history with drugs and is a Felon. My fathel~asn't had a relationship with Nathan in several years. Recently he has rekindled his relationship with them and has been! aking trips to Nathan's home in Ironton. I None of what has conspired is in the best interest of Kalie. would never do what he has been accus d of. I am positive she is safe at home where she belongs. My mother and keep a clean, safe home and Katie Heyer goes without. Without hesitation I can say the intentions of these made up accusations was not pure.
