Over 236,000 consumers remain without gas supply. • Yuzhno-Ukrayinska NPP located in the city of Yuzhnoukrainsk of Mykolayiv region was renamed toPivdennoukrayinska NPP. • The Office of the Prosecutor General initiated criminal proceedings under the “ecocide” article because of the Russia’s actions in Rivne oil depot, as well as Chornobyl and Zaporizhzhia NPPs. Attacks: Donetsk region Over the recent 24 hours, 13 settlements of the Donetsk region, including Mariupol, Avdiivka, Slovyansk and Lyman, were shelled with missiles, multiple launch rocket systems "Grad", tanks and heavy artillery, leading to 3 civilians killed and 12 injured, as the National Police reported. The shelling damaged at least 51 residential facilities, including homes, schools, medical facilities, children's camp, a farm and office buildings. Damage to the network infrastructure was significant – from non-through to full openings, sometimes disconnection from electricity supply; gas pipelines for 155 private houses and 206 apartments were damaged. In the Mariupol direction, the enemy continued to block Ukrainian units near the Azovstal Iron & Steel plant and launched air strikes on the city, with the use of long-range aircraft, reported the General Staff of the Armed Forces of Ukraine. The humanitarian corridor from Mariupol to Zaporizhzhia is scheduled for April 23. The city authorities of Mariupol received information about another mass grave in the village of Vynohradne measuring 45 by 25 meters, where were at least 1,000 people killed by Russians. Luhansk During April 22, the Russian troops fired 12 times at the residential facilities region of the Luhansk region, as the Luhansk Regional Military Administration Head Serhii Haidai reported. The most damage was recorded in the city of Popasna, where street fighting lasted for several weeks, with 2 people killed. The city of Rubizhne was under fire from the morning, the evacuation bus could not reach the city. The shelling of the outskirts of Lysychansk had catastrophic consequences - in addition to the destroyed houses, the 110 kV high-voltage power line was damaged, which disconnected all residential neighborhoods in Severodonetsk. In addition, due to the fighting, the pumping stations supplying water to the cities of Lysychansk, Novodruzhesk and Privillya were disconnected from power supply. Rescuers were bringing emergency water for needs of residents. Kharkiv region The Russian occupiers continued to fire on the civilian infrastructure of Kharkiv and the region, as the Kharkiv Regional Military Administration Head Oleh Syniehubov reported. During the day, the Russian troops launched 56 strikes, as a result 19 people were injured and 2 were killed. The Izyum direction remained a strategic point, where fierce fighting continued. During the day, the Ukrainian army liberated 3 settlements of Derhachi district (the villages of Bezruky, Slatino and Prudyanka). Mykolaiv On the night of April 23, the Russian troops fired the city of Mykolaiv from region artillery therefore power lines and private houses were damaged, reported the Mykolaiv Regional Military Administration Head Vitalii Kim. As of April 23, since the beginning of the Russian invasion in Mykolaiv region, 2,787 residential facilities partially or completely damaged, including 2,041 housing facilities, 239 electricity, 101 gas, 8 water and 7 heat supply facilities. Works on restoration of the damaged water supply system "Dnipro-Mykolaiv" proceed, for residents delivery of technical water was carried out. Kherson region The situation in the Kherson region remained steadily tense, the intensity of shelling was high, reported the Operational Command "South". The goal of the occupiers is to join the occupied territories of Donbas and the occupied territories of the Kherson region, as well as to "conscript" Ukrainians from the south for the war against Ukraine. The Russians have already stopped releasing residents of the Kherson region who want to evacuate. Zaporizhzhia According to the Zaporizhzhia Regional Military Administration, the enemy region continued to try to break through the front and move forward in the Zaporizhzhia direction, in particular in the direction of Hulyaipole. As of April 23, 538 households in the region were completely destroyed or partially damaged. On April 22, 1,245 consumers of Orikhiv electric networks were disconnected due to shelling. In addition, due to damage of the high-pressure distribution pipeline in the village of Novodanylivka, Polohy district, 186 consumers were left without gas supply. Ikva river (flows In early April, fragments of the Russian missiles destroyed fertilizer tanks in within Lviv, the north of Ternopil region, resulting in water pollution in the Ikva river. The Ternopil and State Ecological Inspectorate of Rivne region later published the results of a Rivne regions) study of surface water samples, according to which the maximum allowable concentration of ammonium (in 163 times), nitrates (in almost 50 times), iron (in almost 8 times), nitrites (in 7 times) and, biological oxygen consumption (almost 2 times) were exceeded. Nuclear and Radiation Safety: All operating NPPs of Ukraine operate stably, and the radiation, fire and environmental conditions at the station sites and adjacent territories are within the current norms. 7 out of 15 nuclear units are in operation (two each at Zaporizhzhya, Yuzhno-Ukrainian, and Rivne units and one at Khmelnytsky NPP), the other 8 are under repair or put in reserve. Chornobyl NPP Exclusion Zone The Exclusion Zone continues to eliminate the effects of the Russian occupation and restore normal operation. The situation remains difficult, in particular due to damaged bridges and demining activities. According to the IAEA, the Agency's mission led by Raphael Grossi to the Chernobyl nuclear power plant is scheduled to arrive on April 26. The IAEA promises to supply personal protective equipment, various types of equipment for radiation monitoring, including radionuclide identification devices and gamma-dose power meters. During the visit, IAEA experts aim to repair remote monitoring systems that stopped transmitting data after the capture of Chernobyl by russian terrorists. Zaporizhzhia NPP The situation at the Zaporizhzhya NPP and in the satellite city of Energodar remains unchanged. For the 51st day in a row, they are under the control of russian terrorists. Armed terrorists of the Russian Federation, heavy equipment, as well as representatives of Rosatom continue to be at the station site. ZNPP is serviced by Ukrainian staff (with regular rotation) who are forced to work in difficult physical and psychological conditions. As of April 23, the radiation background at the site is 11 μR / h. Also in the Zaporozhye region, the gamma background remains stable (10-12 μR / h) and does not pose a threat to life and health. In Energodar, the Russian occupiers continue to collect personal passport data of citizens for fake “referendums”, trying to promote the ideas of "Russian world". They also block all channels of access for humanitarian aid and cash to the city. Pivdennoukrainsk NPP Energoatom renamed the Yuzhnoukrainska NPP, located in Yuzhnoukrainsk, Mykolaiv Oblast, to the Pivdennoukrainska NPP. The renaming was justified by bringing it in line with the requirements of the state language standards. The satellite city of Yuzhnoukrainsk still retains its name. The head of Energoatom, Petro Kotin, said that the cruise missiles that flew in critical proximity over the Pivdennoukrainska nuclear power plant in mid-April were an alarming signal to the world. This incident requires the convening of a special extraordinary meeting of the IAEA Board of Governors as soon as possible. In addition, the IAEA must demand an immediate cessation of shelling of Ukrainian territory with cruise missiles and Iskander, Caliber and other missiles. Energoatom also sees the need to finalize the draft resolution of the 11th extraordinary special session of the UN General Assembly. It should contain a demand of the UN General Assembly to Russia to immediately stop shelling Ukraine, as it threatens to hit shells in nuclear facilities with catastrophic consequences for all mankind and are acts of nuclear terrorism. In the context of threats to Ukraine's nuclear generation, Prime Minister Denis Shmygal discussed with US First Deputy Secretary of Energy David Turk the possibility of increasing nuclear fuel supplies from the United States and imposing an embargo on Russian nuclear fuel, oil and gas. The presence of russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by ussia. At the same time, it is critical to minimize russia's influence on IAEA policies and activities, in particular by removing all russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear energy of the aggressor country! Electricity Sector: Power system operation Ukraine's power system has been stably operating in trial synchronous mode with the Continental Europe network (ENTSO-E). Commercial electricity exports to Poland continued at 190 MW. Ukrenergo continues to restore the main networks of the affected regions. Power is supplied to the 330 kV overhead line in the Dnipropetrovsk region. In the Kyiv region, another section of the 330 kV line was restored, during the week 4 330 kV lines in Kyiv and Chernihiv regions were ready for being switched on. Repair work continues on three 750 kV lines and a 750 kV substation. Electricity market performance DAM and IDM currently occupy a small share of the electricity market in Ukraine - a total of 5% to 10% of electricity traded in these segments. In both markets, the maximum and minimum price caps set by the National Commission for State Regulation of Energy and Public Utilities are applied. Day-ahead market (DAM): For April 23, the DAM weighted average settlement price almost unchanged and amounted to 2,297 UAH/MWh (+0.15% vs the previous trading day). In general, during April 18-23, it remained relatively stable and fluctuated in the range of 2,294-2376 UAH/ MWh. There is a tendency to reduce the gap of stock prices in the markets of Eastern Europe and Ukraine. Prices in the markets of Romania, Slovakia and Hungary are 1.9-2.2 times higher than the Base DAM price index of Ukraine, price spread with the Polish market is 1.7 times. As of 23 of April, the total volume of trade at DAM continued to decline to 17.5 thousand MWh (- 10.7% vs to the previous day). At the same time, a significant volume of bids of electricity amount of 223 thousand MWh (+ 0.3%) remains high market surplus - the gap with the volume of bids for purchase increased from 11.3 to 12.7 times. The structure of trading on DAM remained relatively stable. Only producers sold electricity on DAM, and in the structure of purchase 70.2% belonged to suppliers, 30% -to network operators, about 0.3% - traders and producers. Intraday market (IDM): On April 22, the weighted average price of electricity on IDM significantly decreased to 2,744.7 UAH/MWh (+48.7% vs the previous day). Instead, the volume of trading decreased by 15,1 thousand MWh (-22.8% to the previous day). Along with a significant increase in the volume of purchase bids - up to 40.2 thousand MWh (+ 38.3%), these changes led to an increase in market surplus - the gap with the volume of orders bids increased from 15 to 26.5 times. On April 22, the structure of trade on IDM also underwent significant changes. As on the DAM, only producers sold electricity, while 88% of the purchase structure was occupied by suppliers, 2.3% by producers and 10% by network operators. Disruption and resumption of supply Large-scale power supply disruptions and, consequently, active recovery works were taking place: • in the Zaporizhzhia region, according to the Cabinet of Ministers, due to active hostilities, no repairs were carried out; as of 20.00 on April 22, number of disconnected consumers in Orikhiv district branch increased to 1,245 and 21,975 consumers remain without energy supply; the supply of 899 families in 3 settlements was resumed. • in the Luhansk region, due shelling Severodonetsk was left without electricity. The Russians damaged a 110 kV high-voltage line and left all residential areas in Severodonetsk without electricity. The enemy projectile hit a transformer substation that feeds pumping stations that supply water to the central districts of Lysychansk, as well as to the cities of Novodruzhesk and Privillya. • in the Kherson region, as of 15:00 on April 22, 37,210 consumers in 71 settlements remained without electricity; • In the Donetsk region, as on April 22, despite active hostilities in the region, specialists were able completely or partially restore power to 24 settlements. This brought light to the 16,200 families in the Donetsk region. • there was no up-to-date information on power supply in the Kharkiv, Chernihiv, Sumy, Kyiv and Mykolaiv regions at the time of the review preparation. Gas Sector: As of April 21, the transit of Russian gas through the territory of Ukraine amounted to 57.2 mcm, which is 1.2 mcm more than the previous day level. At the same time, these volumes account for only half of the capacity contracted by Gazprom (109 mcm per day). There were no physical imports of gas from the EU that day. According to the Cabinet of Ministers, as of 20:00 on April 22, over 236,000 consumers were left without gas supply. In the Kyiv region, the Regional Military Administration Head reported 119 settlements were without gas supply due to hostilities. During the region's liberation, the gas distribution to 101 settlements was restored, while 18 remained non-gasified. According to the Zaporizhzhia Regional Military Administration, as of the morning of April 23, almost 65,569 consumers in 82 settlements remained without gas supply. Last night due to damage by shelling to the high-pressure distribution gas pipeline in the village of Novodanylivka (Polohy district), 186 consumers were left without the gas supply. The Luhansk Regional Military Administration Head Serhii Haidai reported that 38 settlements remained with no gas supply - 30 completely and 8 partially (108,681 consumers). In the Donetsk region, gas pipelines for 155 private households and 206 apartments were damaged and were restored for 113 households and 1,325 apartments. The local DSO's specialists continue to eliminate gas leaks. The Mykolaiv Regional Military Administration reported damage to 101 gas infrastructure facilities since the beginning of the war. 2,062 consumers remained without gas supply. At the same time, as of April 22, the gas supply for 403 consumers in one of the settlements of the region was restored. In the Kherson region, as of April 22, 19,692 consumers (in particular, 5 settlements of the Stanislav community and 16 settlements of the Beryslav district) did not have gas supply. The Sumy Regional Military Administration Head Dmytro Zhyvytskyi reported the utility infrastructure in the region was restored by 95%, and only the most challenging restoration works remain. The local DSO reported the gas supply was restored to 3,547 households in the Sumy region. In the last week, gas distribution was restored to 273 households in the towns of Okhtyrka and Trostyanets, where the networks suffered the most. In the Chernihiv region, restoration works continued, and the gas supply for people was gradually restored. Operational information on gas supply in the Kharkiv region was not available at the time of the review preparation. Countermeasures of Ukrainian Companies and Public Authorities The Economic Security Bureau of Ukraine seized 100% of the corporate rights of the mining and processing plant, which supplied strategic Russian products. According to the documents, the plant allegedly supplied raw material to an Austrian company. However, in fact, the products were immediately sent to Russian and belarusian companies. The value of sold products was deliberately underestimated by a total of over 56 million UAH. Yuzhno-Ukrayinska NPP, located in Yuzhnoukrainsk, Mykolaiv Oblast, was renamed to the Pivdennoukrayinska NPP. It is reported in the order of Energoatom. The Office of the Attorney General opened criminal proceedings on ecocide, seeing Russia’s actions on Rivne oil depot, Chornobyl, Zaporizhzhya nuclear power plants, because such actions pose a threat to nuclear safety. Due to the Article №441 of the Criminal Code of Ukraine, ecocide is the mass destruction of flora and fauna, poisoning of the atmosphere or water resources, and other actions that could lead to an environmental catastrophe. “We urge our alliances on the West to disconnect absolutely all Russian banks from the SWIFT, also to recognize Russia as the country-sponsor of terrorism.It will be a powerful political signal for the whole world," the Prime Minister Schmygal said. During a meeting with the United States secretary of state Anthony Blinken in Washington on April 22, he expressed hope that the United States would diplomatically and economically contribute to Ukraine's European perspective.
