United States – November 2, 2020 U.S. Election / Protests / Civil Unrest Briefing Tactical Resolution Team EXECUTIVE SUMMARY • Continuing unrest in Washington, DC, and Greater Portland, as well as calls for election- related protests and rallies in numerous cities are generating concerns about potential operational disruptions ahead of and after polling on Tuesday, November 3. • Security problems that impact corporate operations will more likely be tied to social issues and/or underlying partisan tensions rather than the conduct of early voting or the election itself. • Sixteen cities in 12 different states have been identified as the highest risk for potential public disruptions but the Tactical Resolution Team is monitoring conditions in other urban centers throughout the country. • This document does not attempt to capture all scheduled rallies and demonstrations; it instead focuses on events that are more likely to draw significant crowds, prompt security or transport disruptions, and/or encourage activism by ideologically opposed groups. Unplanned rallies are possible, especially if any police use-of-force incidents spark community responses. Spontaneous demonstrations could also materialize on and after Election Day. TOP CONCERNS • Politicization of police-involved shooting deaths and fringe group activity. • Casualties during confrontations between police and demonstrators in Portland and Washington, DC. • Armed intimidation at early polling sites and possible clashes between rival political party supporters. CURRENT INTELLIGENCE PRIORITIES AND ACTIONS • Continue to report on unrest associated with the death of Walter Wallace Jr. in Philadelphia; Karon Hylton in Washington, DC; and Kevin Peterson Jr. in Greater Portland. • Nationwide monitoring for indicators of disturbances at early polling sites, inciteful rhetoric, and calls to action that could draw large crowds or foster significant unrest. • Watching for possible far-right activity in identifiable flashpoint cities/states. CITY DETAILS Washington, D.C. City Risk Score: 3 Unrest is continuing over the police-involved death of Karon Hylton in Northwest DC on October 23. Confrontations between demonstrators and police have been largely confined to Georgia Avenue NW/Missouri Avenue NW in Brightwood Park, but larger solidarity protests are possible in the area and other parts of the city. Some clashes between demonstrators and police have led to arrests, but security problems have been largely contained to the area around the MPD District police station on Georgia Avenue NW. Some minor looting has occurred in the area, but the situation is not comparable to that of Philadelphia last week. A range of activist groups has been forming ‘rapid reaction forces,’ conducting safety training, and instructing supporters how to intervene to stop perceived voter intimidation at polling sites and prepare to indefinitely occupy public spaces ahead of and after Election Day. Major protests can be expected on and after election day. Violence is possible, especially in areas due north of the White House. Numerous rallies will occur at Black Lives Matter Plaza and in surrounding areas. Rioting is possible, and many area businesses have boarded up storefronts in anticipation of violence. The Metropolitan Police Department has warned that street closures are possible in a large area north of the White House. The Secret Service could also extend the security perimeter around the White House to include Lafayette Park, which could lead to direct confrontations between protesters and law enforcement. City officials have agreed to release body camera footage from officers at the scene of the Wallace shooting by 17:00 local time on November 4. Larger rallies that turn violent could prompt street and subway station closures. Some retailers have boarded up storefronts in upscale shopping areas in Midtown and Soho. The city has asked eateries to temporarily remove sidewalk seating, and trash receptacles and other items that could be used as projectiles will be taken away. Delays in vote counting or challenges to election results could prompt spontaneous protests at Trump Tower and other common demonstration sites throughout NYC. The Chicago Police Department has stepped up patrols, the city has activated its emergency preparedness center, and authorities have readied sanitation trucks and other vehicles to be used to block streets if closures are necessary. Commercial corridors and critical infrastructure and businesses will be prioritized. The Chicago Office of Emergency Management has asked businesses to be prepared to move company vehicles to secure locations, remove outdoor furniture, and potentially alter business hours if large demonstrations occur. The city has also asked businesses to consider adding/supplementing security personnel, motion detector lighting, and glass-break sensors. If violent unrest occurs, the city will likely restrict access to the Central Business District and the Loop by suspending service on some public transit routes and possibly raising bridges over the Chicago River. Trump supporters have been rallying each Saturday at the iconic Beverly Hills sign, and more events are possible before the November 3 vote. In anticipation of potential post-election unrest, a number of businesses have boarded up storefronts in the Business Triangle and along nearby Rodeo Drive. Portland City Risk Score: 4 A police-involved, fatal shooting in Vancouver, Washington, has created a new potential flashpoint for violent protests in the Greater Portland area. The death of Kevin Peterson Jr. prompted hundreds of people to attend a vigil and march through the Hazel Dell area of Vancouver, which is about 12 miles north of Portland, on the night of October 30. Protesters shattered store windows, and several altercations occurred between demonstrators and far-right activists. One counterdemonstrator discharged a weapon, but no injuries occurred. Protests were largely peaceful on the night of October 31, but a larger group of right-wing activists was present to monitor protesters. Vancouver is a center of operations for the right-wing Patriot Prayer organization, and any violence by members of far-right groups could spark retaliation by protesters in Vancouver and far-left activists in Greater Portland and/or Seattle. A nighttime rally organized by the PNW Youth Liberation Front turned violent in northeast Portland on the night of October 31. Only about 150 people participated in the event, but the Portland Police Department declared a riot after demonstrators smashed storefronts at a number of businesses in the Llyod District. Various far-left groups have called for similar demonstrations in Greater Portland on November 4.
