DR. JAMES A. MORRIS, JR. NOAA 101 Pivers Island Rd | 252.723.335 linkedin.com/in/james-morris-jr | [email protected] ABOUT Dr. James Morris is a marine ecologist with NOAA’s National Ocean Service, National Centers for Coastal Ocean Science. His research focuses on coastal marine ecology with expertise in marine spatial planning and coastal management. Past research includes laboratory and field experiments on marine ecology, aquaculture environmental interactions, candidate species, finfish reproduction, and invasiveness of marine organisms. James has founded multiple programs in NOAA focused on marine spatial planning and sustainability. He now leads teams of scientists in development of spatial models in all regions of the U.S. for both ocean energy and food production systems. James also works to develop applications using virtual reality and simulation technology to better understand ocean characteristics and the interactions of whales and sea turtles with ocean industries. Ryan Scholarship in Marine Sciences 1999 & 2000 RESEARCH PROGRAM DEVELOPMENT EXPERIENCE I have formulated and led highly productive interdisciplinary research programs, directed strategic planning, provided guidance for leadership, participated in NCCOS’ research portfolio development, mentored and supervised scientists and students from technical to post-doctoral levels, and provided financial and administrative oversight. ● Marine Spatial Planning – Under my leadership, the Marine Spatial Planning team has grown to ~12 contractors conducting sophisticated GIS analyses of U.S. federal waters for the purpose of siting draft wind energy areas. In conjunction with BOEM, my team leads the science behind the planning process. ● Coastal Aquaculture – I founded and currently lead the Coastal Aquaculture Siting and Sustainability (CASS) Program, which consists of 15 federal and contract team members. The CASS team provides coastal manager support for federal (DOD, NMFS, EPA, USACE, USFWS), state, and local agencies. CASS is currently executing ~50 research projects, developing and maintaining various coastal management tools, and is serving as the lead for spatial planning for Aquaculture Opportunity Areas in U.S. federal waters. ● Invasive Species – I led NOAA’s response on the invasion of lionfish and other non-native species introductions. I have briefed both of the President’s science advisors directly, including the director of the Office of Science and Technology Policy and the Council on Environmental Quality. I have also briefed the Secretary of Commerce. These briefings have been conducted along with the NOAA administrator. Additionally, I have delivered more than 300 science presentations at conferences and workshops and to stakeholders. I am also active in communicating with the media and have given more than 125 media interviews including many national television, newspaper, and magazine outlets. I am a trained media spokesperson and subject matter expert and am authorized to provide agency-level representation, one example of which is being invited to speak on the Department of Commerce’s strategic plan by NOAA administrator Admiral Gallaudet during public listening sessions.
