Pomeroy Elementary School Existing Conditions Siting Pomeroy Elementary is located on a long block bounded by Columbia Street and Pataha Street Fast Facts (north and south) and S 12th Street and S 10th Travel Mode: 50% of the student body is Street (east and west). The main entrance to estimated to walk or bike to school Student Population: 165 (K-6) the elementary school is on S 10th Street at the City of Pomeroy Population: 1,425 intersection with Columbia Street. The student (2010 US Census) dropoff area for parents is at the front entrance to the school and the bus dropoff area is at the foot of the bridge. Bike parking racks are featured in a prominent location at the entrance to the school. The entrance to the school is served by high visibility crosswalks, curb extensions, and complete sidewalks. Plans Pomeroy Elementary distributes a walk route map to all students that highlights preferred walk routes and where existing crosswalks are located. The school also conducts a bicycle safety program each Spring for students in grades 5-8. A Washington State SRTS grant provided fund- ing for 25 bikes and a trailer for storage for the class. Intersections and Crossing Guard Locations Crossing guards are placed at the main 4-way intersection of Columbia Street and S 10th Street during the AM/PM peak hours. School Route Conditions Most routes to school are characterized by a complete sidewalk network, a combination of marked and high visibility crosswalks, and accompanying school route warning signs. Other Comments The school has been working hard with a community coalition to submit grants that target necessary repairs on school routes, such as sidewalks that need replaced/improved. To improve bicyclist access to Pomeroy Elementary it is recommended that bike lanes be striped on Columbia Street from 18th Street to S 6th Street and on S 15th Street from Main Street to Arlington Street. In addition, the existing network of local lower volume/speed streets on school routes, provides opportunities to optimize bicycle travel elsewhere. This may be accomplished using low impact/low cost bikeway solutions, such as wayfinding, bicycle shared lane markings (SLMs), and traffic calming as required. Details about individual education and encouragement programs are found in Chapter Two. To further increase safe student walking and biking activity, the following are recommend- ed as possible next steps: • Walk/Bike to School Day/Week/Month (annually) • Back-to-School Blitz • Friendly Walking/Biking Competitions (Incentive Programs) Procedural Recommendations The Washington Administrative Code (WAC) 392-151 mandates the preparation of “suggested route plans” and the distribution of a recommended school route to all elementary students. The code also provides the details of organizing and training safety patrols. The suggested route plan for Asotin is shown at right. This plan is recommended based on considerations of traffic patterns existing traffic controls, and other crossing protection aids such as school patrols. These route plans limit the number of school crossings so that students move through the crossings in groups, allowing only one entrance-exit from each block to and from school.
