Human rights advocates have long pressed for international institutions to prosecute crimes against humanity. With its global reach and mandate to investigate and prosecute some of the world's most severe crimes (genocide, war crimes, and crimes against humanity) the creation of the International Criminal Court in 2002 was hailed as a landmark event in the evolution of truly global society. Supporters argue that the ICC and other transnational tribunals will deter the commission of atrocities and contribute to global peace and stability, and they laud its independence and its potential to check the arbitrary use of power against the powerless. To better understand how international criminal courts function and determine their broader implications for global society, this book examines the factors that led to the creation and evolution of international criminal courts, the nature of the support for and opposition to such institutions, and how they function.

In recent years, several projects and studies have been launched towards the development and use of new methodologies, in order to assess, monitor, and support clean forms of energy. Accurate estimation of the available energy potential is of primary importance, but is not always easy to achieve. The present Special Issue on ‘Renewable Energy Resource Assessment and Forecasting’ aims to provide a holistic approach to the above issues, by presenting multidisciplinary methodologies and tools that are able to support research projects and meet today’s technical, socio-economic, and decision-making needs. In particular, research papers, reviews, and case studies on the following subjects are presented: wind, wave and solar energy; biofuels; resource assessment of combined renewable energy forms; numerical models for renewable energy forecasting; integrated forecasted systems; energy for buildings; sustainable development; resource analysis tools and statistical models; extreme value analysis and forecasting for renewable energy resources.

The idea that there is such a thing as a human right to health has become pervasive. It has not only been acknowledged by a variety of international law documents and thus entered the political realm but is also defended in academic circles. Yet, despite its prominence the human right to health remains something of a mystery - especially with respect to its philosophical underpinnings. Addressing this unfortunate and intellectually dangerous insufficiency, this book critically assesses the stipulation that health is a human right which - as international law holds - derives from the inherent dignity of the human person. Scrutinising the concepts underlying this stipulation (health, rights, dignity), it shall conclude that such right cannot be upheld from a philosophical perspective.

The Western Sephardic communities came into being as a result of confessional migration. However, in contrast to the other European confessional communities, the Sephardic Jews in Western Europe came to Judaism after a separation of generations from the religion of their ancestors. The contributions in this volume detail those transformations in the Early Modern Western Sephardic communities. Quandt was the builder of a first Goethe memorial site, founder of the Saxon Kunstverein and pioneer for a modern art gallery in Dresden. He promoted contemporary artists and explored Old Masters. He wanted his fellow citizens to be educated by art and tirelessly contributed to it with talks, articles and exhibitions. This study highlights the bustling personality and its work in the early 19th century. Quandt's broad commitment left deep traces in German cultural life and gave the young art history significant impulses. Legal studies and consequently legal history focus on constitutional documents, believing in a nominalist autonomy of constitutional semantics.Reconsidering Constitutional Formation in the late 18th and 19th century, kept historic constitutions from being simply log-books for political experts through a functional approach to the interdependencies between constitution and public discourse. Sovereignty had to be ‘believed’ by the subjects and the political élites. Such a communicative orientation of constitutional processesbecame palpable in the ‘religious’ affinities of the constitutional preambles. They were held as ‘creeds’ of a new order, not only due to their occasional recourse to divine authority, but rather due to the claim for eternal validity contexts of constitutional guarantees. The communication dependency of constitutions was of less concern in terms of the preamble than the constituents’ big worries about government organisation. Their indecisiveness between monarchical and popular sovereignty was established through the discrediting of the Republic in the Jacobean reign of terror and the ‘renaissance’ of the monarchy in the military resistance against the French revolutionary and later Napoleonic campaigns. The constitutional formation as a legal act of constituting could therefore defend the monarchy from the threat of the people (Albertine Statute 1848), could be a legal decision of a national constituent assembly (Belgian Constitution 1831), could borrow from the old liberties (Polish May Constitution 1791) or try to remain in between by referring to the Nation as sovereign (French September Constitution 1791, Cádiz Constitution 1812). Common to all contexts is the use of national sovereignty as a legal starting point. The consequent differentiation between constituent and constituted power manages to justify the self-commitment of political power in legal terms. National sovereignty is the synonym for the juridification of sovereignty by means of the constitution. The novelty of the constitutions of the late 18th and 19th century is the normativity, the positivity of the constitutional law as one unified law, to be the measure for the legality of all other law.
