Gender budgeting, ein emanzipatorisches, finanzpolitisches und demokratiepolitisches Instrument

In den letzen Jahren rückten vielfältige Gender Budgeting-Initiativen in den öffentlichen Fokus, die das Ziel hatten, die Gleichstellung von Frauen und Männern zu fördern. Ihnen wird ein großes emanzipatorisches und demokratisches Potential zugeschrieben. Während der Demokratisierungsanspruch zwar häufig betont wird, stellen die Definition und Präzisierung von Demokratie bzw. Demokratisierung bislang weitgehend unbehandelte Bereiche dar. Daher zielt die Arbeit darauf ab, die theoretische Fundierung von Gender Budgeting zu vertiefen und damit einen Beitrag zu einer geschlechtergerechten und emanzipatorischen Demokratisierung der Finanzpolitik zu leisten. Mit Hilfe einer Qualitativen Inhaltsanalyse wird eine Untersuchung feministisch-demokratietheoretischer Überlegungen vorgenommen, um daraus einen Kriterienkatalog zu entwickeln. Dieser wird anschließend in den Budgetprozess integriert, um ein Modell eines feministisch-demokratischen Budgetprozesses beispielhaft anhand des Wiener Budgetkreislaufes zu entwerfen.

Six of the Lives have been singled out as the most "important": John Milton, John Dryden, Alexander Pope, Joseph Addison, Jonathan Swift, and Thomas Gray. Religionsbezogene Analysen in Geschichts-, Ethik und Religionsschulbüchern unterschiedlicher Länder ergeben hinsichtlich der Konstruktion religiöser Vielfalt ein disparates Bild. Deutlich wird allerdings, dass alle Schulfächer im Hinblick auf religiöse und weltanschauliche Vielfalt vor ähnlichen Herausforderungen stehen. Eine Reihe von Beiträgen zeigt, dass Religionen in Bildungsmedien bisher nicht in ihren Wandlungen in den Blick genommen werden und die Grenzziehung zwischen Religion und »Nicht-Religion« unterbestimmt bleibt. Klar wird auch, dass die Debatte um den angemessenen Bildungszugang zu Religion in demokratischen Gesellschaften wieder an Dynamik gewonnen hat. not yet availableDie Art und Weise wie dem Missbrauch des Internets als Verbreitungsmedium für Kinderpornographie Einhalt geboten werden kann, wird auf nationaler wie auch europäischer Ebene stark diskutiert. Im Mittelpunkt steht die Frage, ob auch unmittelbare Eingriffe in die Internetstruktur zwecks Unterbindung des Zugriffs auf kinderpornographische Webinhalte gerechtfertigt sind. Damit sind in erster Linie die Internetsperren von Access-Providern angesprochen und die Problematik, ob diese tatsächlich eine effektive Maßnahme in der Bekämpfung von Kinderpornographie verheißen. Die Autorin untersucht dieses Thema primär anhand einer verfassungsrechtlichen Würdigung eines legislatorischen Sperransatzes zur Verhinderung des Zugriffs auf diese kinderpornographischen Webinhalte, bezieht aber auch die europäische Entwicklung mit ein. Neben der Herleitung allgemeiner verfassungsrechtlicher Anforderungen wird auch ein Überblick über das Zugangserschwerungsgesetz gegeben, das in den Jahren 2009/2010 als erster ernstzunehmender gesetzlicher Ansatz zur Inhaltsregulierung galt, letztlich jedoch praktisch nicht angewandt wurde.
