As such, Junior Chamber International Philippines through the National Awards Committee has institutionalized a formal system of granting awards and recognition. It is our hope that through the awards system noteworthy contributions of the JCI Philippines chapters and members are celebrated. The purpose of the awards system seeks to honor exceptional achievement in pursuance of the Junior Chamber International objectives by local organizations and individual members. This system hopes to bestow recognition to deserving persons and local organizations for their outstanding performance, motivate the winners, and as a primary gesture of appreciation by the national organization for their excellent work done during the fiscal year. The annual Area Conference Awards and National Convention Awards, however, go beyond mere acknowledgement of a chapter or its members’ contribution to community building. It seeks to highlight the best practices of the organization to encourage more members to be passionate about putting JCI’s core values to action. 4 BRieF HiSTORY OF THe JCi PHiliPPineS aWaRdS PROgRaM ii. T he history of JCI awards in the Philippines goes back to the very first years of the organization; the evolution of the program follows that of the organization itself. At the International Councilor’s Meeting (now called General Assembly) of JCI in 1947, it was decided how many awards should be presented at the next Congress and for which activities the awards should be designated. Initially, JCI presented just two awards — the New Zealand Award for Outstanding National Work and the Unit (JCI Local Organization) Membership Extension Award presented by Canada. At the 6th JCI World Congress held in 1951 in Montreal, Canada, the Awards Commission presented a program with more specific rules for qualifications. Also, an award judging panel was mentioned for the first time. The year 1954 brought big changes and new ideas. JCI introduced the criteria for judging the awards and the grouping of awards into Individual, Chapter, and National categories. During this year, a Certificate of Merit was presented for the first time, recognizing that sometimes more than one entry could be worthy of merit. Following JCI’s structured awards program in 1954, JCI Philippines instituted its first awards system in 1955 during its 7th National Convention in Bacolod City. At that time, the National Board served as the Committee on Awards, headed by then National President Amelito R. Mutuc, which gave out the first 20 awards for outstanding chapters and individuals. The presentation of the awards at the National Convention has always been a highlight, although the ceremonies have undergone some changes. From the years 1961 to 1974, corporate entities sponsored the awards program during the same period. From 1974 onwards, it became the responsibility of the National Records and Recognition Committee (NRRC) to provide for a permanent awards system. In 2002, the Junior Chamber International (JCI) General Assembly, during the Las Vegas World Congress, decided to develop the e-Awards system — a web-based tool that allows members to submit electronic award entries. This was pilot tested during the simultaneous International JCI Area Conferences and World Congress in 2003. Consequently, in 2004, all entries during the Asia Pacific Conference and World Congress were also submitted electronically. When JCI adopted a system to cascade the e-Awards web-based tool to all national organizations in 2004, the National Board of JCI Philippines adopted the e-Awards system for all local and national conferences of JCI Philippines. However, since JCI Philippines was unable to procure a web-based software from JCI, the NRRC opted to follow the format of the JCI e-Awards system during this year. The following year with the numerous technical problems that involved e-awards communications between JCI and JCI Philippines, which threatened to endanger the entire e-Awards program of JCI Philippines, the 2005 NRRC Chairman decided that bids be submitted in compact disc (CD) format. This was also a transition in preparation for an online bid system that gave the impetus for the 2006 NRRC 5 to embark on an ambitious program of setting up a completely new e-Awards software, entirely independent from JCI. This was also the time when JCI Philippines awards categories were aligned with those of JCI. In March 2012, new policies on JCI Awards were adopted in simultaneous international conventions and World Congress. New bid categories and criteria were introduced. In April 2016, awards.jci.org.ph became the new home of the JCI Philippines Awards System. In 2018, to further raise the standards, the National Awards Committee introduced the merging of the Awards system with that of the JCI Performance Efficiency Awards (JCIPEA), which means that every bid would have to tag a Project Completion Report uploaded in the JCIPEA website. In 2019, the National Awards Committee added stringent measures to preserve the sanctity of the JCIP Awards (1) by ensuring the correctness of bids being submitted per category, (2) by ensuring that the projects being submitted met the eligibility requirements, and (3) by classifying the eligibility of nominated judges. In 2020, the National Awards Committee introduced a new special award called Best Digital Marketing Campaign presented to the project or program that best advances the objectives, mission, and vision of JCI through different digital platforms. In 2021, the committee maneuvered to a novel role of refurbishing the 2021 JCI Philippines’ ASPAC bids entries through cross-checking and critiquing, which was the first time in its annals. The endeavor means to support the entire JCI Philippines on its pursuit of acquiring international recognition for its genuine service to humanity. Further, in its quest to be more significant during the pandemic era, new awards were conceived and that includes, “Best Educational Program”, “Best Youth Development Program”, “Best Peace Advocacy Program” , and the “Best Animal Welfare Program” . This imprints a dynamic implication as JCI Philippines continues to become MORE FOR OTHERS For 2022, the National Awards Committee streamlined changes and introduced three additional categories to reward efforts of chapters as we transition into the new normal post COVID19 Pandemic. The recent additions to the JCI Philippines awards are: “Best Tourism Program”, “Best Gender Equality Program” and “Most Outstanding Associate Member” aspires to emphasize collaboration and synergy among local organizations, Moreover, for the first time in recent awards history, the committee enlisted the help of chapters to rebrand the merit award. This pursuit to make the awards system more inclusive by affording due distinction to the endeavorst of all awardees resulted in an entirely original accolade. This year, the committee introduced the SINAGTALA AWARD , conceptualized by JCI Alabang. The name draws its origins from the Filipino words sinag (beam of light) and tala (star). Because like the stars, each JCI member or chapter is a source of light and hope to others and has their own way of shining bright. All these innovations in the Awards System drives home the significance of JCI Philippines as we strive STRONGER TOGETHER in developing leaders for a changing world. 6 OFFiCial RuleS OF JCi PHiliPPineS aWaRdS PROgRaM 1. SuBMiTTing enTRieS iii. Any local organization (LO) of JCI Philippines (JCIP) may submit entries for JCIP Awards subject to the following: a. Any JCIP member may only vie for one individual award at a given year. Previous winners of individual awards from the past three years in the Area Conferences can not bid in the Area Conference, same goes with winners in the National Conference. b. A project/program may only be submitted for one entry; b.1. If a project/program is a collaboration between/among LO’s under the same area, collaborating LO’s shall choose only one LO to bid the project/program in both AreaCon Awards and NatCon Awards; b.2. If a project/program is a collaboration between/among LO’s from different areas, collaborating LO’s may bid the project/program in their respective AreaCon Awards but only one LO may bid the same project/program for the NatCon Awards; b.3. Project/Program pictures submitted for one award entry may not be used for other award entries, except for the following: • Most Outstanding Local Organization • Most Outstanding Local Organization President b.4. If an umbrella project/program consists of several sub-projects, a LO may only choose to either (1) submit the whole umbrella project/program to one award entry or (2) submit the sub-projects to different applicable award entries. b.5 If the same projects are submitted in two or more categories, all of the same proj- ects would be disqualified. b.6 Two projects are the same if they were done during the same period by the same group of people with the same beneficiaries at the same vicinity/location. b.7. Members who vie for individual awards must be the assigned bid writer in the JCI Philippines website except for overage senators and associate members. c. There are two awards groups: c.1. If an LO has a judge who fails to complete their judging assignments on the judging deadline, all entries from this LO will automatically be disqualified. d. All Entries must be approved by the Local President to be considered eligible (in the website). e. All Local Organizations must include the JCI Philippines logo in all of the photo collages in all of their bids. f. Area and National Elected Officers and members of the Awards Committee are not allowed to vie for any awards g. No Judge nomination by the chapter will automatically lead to bids disqualification. h. Provide Financial Statements as supporting documents when applicable. a. All entries must be submitted using the English language, with due exception to the bid title. a. An LO must nominate a minimum of two (2) for New Local Organizations and Cat- egory 3 chapters meanwhile a minimum of four (4) for category 2 and 1 chapters; and b. a maximum of ten (10) judges for all categories; c. The nominated judge must meet the minimum eligibility requirements; d. The deadline to register and approve judges is closely coordinated with the JCIP Awards program’s deadline. e. In the event of a tie, 2022 JCIP National President, 2022 National Awards Chairperson, and 2022 Area Awards Chairpersons will make the final decision. f. To ensure the integrity of the awards system, the National Awards Committee will en- dorse the top five (5) entries for each category resulting from the internal judging system of JCIP to a jury of at least three external judges. To facilitate the process and in the interest of time, JCIP may also create more than one set of jury for this purpose. a. Area Conference Entries .................. Each of the five (5) areas shall nominate at least seventy (70) names that would compose the judging panel by April 8, 2022 These shall be forwarded to the National Awards Committee for the official screening and appointment of judges. However, no more than seven (7) judges should come from the same JCI Local Organization. • Judges are not allowed to evaluate entries of their own LO, and/or any LO under their region and area. • For Assigned bids to non-performing judges, The NAC shall distribute the entries among judges on a process set by the National Awards Committee. If the National Awards Chairperson finds it necessary to replace a judge or distribute assigned bids to others, they may do so without notice. The selected judges should possess the following qualifications: 1. Must be in good standing; 2. Must be a past LO President or a past or current member of a LO’s Board of Officers; 3. Must have experience being a project chairperson of JCI activities; 4. Must have experience writing a bid for JCIP Awards; 5. Must have an active online membership account in: eis.jciphilippines.com/awards 6. Must NOT be an incumbent LO President; 7. Must NOT be an incumbent elected/appointed National/Area Officer; 8. Must NOT have an individual bid uploaded under their name during the year they apply to be a judge. 9. A Bid Writer cannot be nominated as a Judge and vice versa. 9 FinaliTY and OVeRSigHT iMPORTanT daTeS Vii.
