Bicycle parking is located on the SW corner of the building. Plans Lincoln Middle School does not currently conduct any safe routes to school activities, possess a safe routes plan, or a safe walking route map. Intersections and Crossing Guard Locations There is no crossing guard program in place at Lincoln Middle School. School Route Conditions Most routes to school are characterized by a complete sidewalk network, marked crosswalks, and accompanying school route warning signs. Existing Conditions Siting Lincoln Middle School is sited on a large lot bounded by S Grand Avenue/Highway 27 to the west, SE harvest Drive to the east, and SE Crestview Street to the north. The main entrance to the school can be accessed from SE Crestview Street. A large surface parking lot and circular drive in front of the school serves as the designated student loading/unloading area. It is recommended that these intersections be upgraded to high visibility crosswalks as the standard crosswalks degrade over time. Sidewalks and Trails Sidewalks are complete on both sides of the roadway and in good repair. There are no recommended sidewalk projects. Opportunities to shorten the walk distance to school from the neighborhood east of Harvest Drive do exist however. There are several potential easements that could create a more direct connection between Harvest Drive and Lincoln MS. These include: • The southwest edge of the SE Crestview/SE Carolstar Drive intersection where a trail connection could be constructed to access the track. • The western terminus of SE Quail Ridge Drive could be connected, via a walking/biking path, to the circular drive school entrance. Bikeways There are no existing bikeways leading to Lincoln Middle School. However, given the existing network of local lower volume/speed streets on designated school routes, there are opportunities to optimize bicycle travel. This may be accomplished using low impact/low cost bikeway solutions, such as wayfinding, bicycle shared lane markings (SLMs), and traffic calming as required. Details about individual education and encouragement programs are found in Chapter Two. To further increase safe student walking and biking activity, the following are recommend- ed as possible next steps: • Walk/Bike to School Day/Week/Month (annually) • Back-to-School Blitz • Pedestrian and Bicycle Safety Education Course and/or Curriculum • Distribute a Safe Walking/Biking map to students/parents Procedural Recommendations The Washington Administrative Code (WAC) 392-151 mandates the preparation of “suggested route plans” and the distribution of a recommended school route to all elementary students. The code also provides the details of organizing and training safety patrols. The suggested route plan for Asotin is shown at right. This plan is recommended based on considerations of traffic patterns existing traffic controls, and other crossing protection aids such as school patrols. These route plans limit the number of school crossings so that students move through the crossings in groups, allowing only one entrance-exit from each block to and from school.
