Barangka, Baliuag, Bulacan • First recorded case (Influenza Type A Subtype H5 and N1 ) was from a duck farm with samples collected as part of the BAI’s surveillance system incorporated in the local transport/movement protocol 21 January 2022 • Brgy. Dalayap, Candaba, Pampanga • Two (2) commercial quail farms who reported high mortalities through the MAO tested positive for H5N1. 27 January 2022 • Brgy. Mangga, Candaba, Pampanga • During the conduct of surveillance in the 1 km quarantine area in Candaba, another commercial quail layer farm tested positive. 11 February 2022 • Brgy. San Antonio, Mexico, Pampanga • Two (2) adjacent quail farms who reported high mortalities through the MAO also tested positive for H5N1. Apparently, mortalities continued so he decided to cull the remaining quails 1 - 2 days l ater. 2 Quail – Php15/head, Duck – Php100/head CASE DEFINITION The following defines the occurrence of Avian Influenza in an individual animal (bird): Suspect Case An avian exhibiting any of the following clinical signs consistent with HPAI/LPAI : - Ruffled feathers - Reduced egg production - Misshapen eggs - Respiratory signs such as ocular and nasal discharges, coughing, sneezing, dyspnea, incoordination and neurological signs - Swelling and blue discoloration (cyanosis) of head, wattles and comb - Marked depression - Lethargy - Decreased feed and water consumption - Diarrhea - Sudden deaths in the flock with high mortalities over a short period of time (1 - 3 days) - With a positive result in serological test for Influenza A virus Confirmed Case With a positive result for H5 or H7 virus in a PCR or virus isolation test CASE DEFINITION The following defines the occurrence of Avian Influenza in a flock: Suspect case For commercial poultry operations: A flock in which an unusual number of birds have clinical signs consistent with HPAI/LPAI ; and/or with any unusual mortality in a span of two days ; and/or with one or more birds seropositive for Influenza A virus For backyard poultry raisers: Any unexplained mortality in the flock in a span of two days Confirmed Case One or more birds in a flock have had a positive result for H5 or H7 virus in a PCR or virus isolation test GOVERNMENT ACTIONS The government veterinary authorities immediately carried out the following disease control activities : ✔ Immediate culling and proper disposal of all remaining birds in the affected farms ; ✔ Conduct of disease investigation(trace back/trace forward) ; ✔ Surveillance in the 1 - km quarantine zone around the infected farms ; ✔ Additional transport/movement requirement (monthly AI testing) for live ducks, balut originating from Baliuag Bulacan, Candaba and Mexico Pampanga ; o Memorandum Circular No 5 Series of 2022 “Guidelines on the Local Movement of Domestic and Wild birds and Poultry products and by - products during the Avian Influenza Surveillance Period” issued on 24 February 2022 ✔ Consultative meetings with poultry stakeholders ; ✔ Coordination meeting with the Governors of Bulacan and Pampanga ; ✔ Submission of report/notification to the OIE WAHIS ; ✔ DA has also informed the DOH so that coordinated action can be undertaken to avoid the risk of transmission to humans Memorandum Circular No. 5 Series of 2022 “Guidelines on the Local Movement of Domestic and Wild birds and Poultry products and by - products during the Avian Influenza Surveillance Period” WAY FORWARD • Samples will be sent to the OIE Reference Laboratory in Geelong, Australia for sequencing - to ascertain if this HPAI strain belongs to a "clade" of avian influenza viruses that has minimal or no impact to human health • Continuous surveillance of ALL poultry within the 1 km quarantine area around the infected farms • Surveillance in wild birds c/o BMB ; • Continuous coordination with concerned stakeholders (government/private) Maraming Salamat!
