Southeast Washington School Walk Route Study Data Collection and Analysis Project Sunnyside Elementary School Fast Facts Travel Mode: <15% of the student body is estimated to walk or bike to school Student Population: 460 City of Pullman Population: 29,799 (2010 US Census) marked pedestrian crossings and complete sidewalks. Bike parking is located in the front of the building to the left of the main front entrance. Plans Sunnyside Elementary School has an adopted a Safe Walking Route Plan Map. This map identifies the best walking streets for students. The school also holds a PTO-sponsored bike safety rodeo each June. Intersections and Crossing Guard Locations Sunnyside Elementary has an existing crossing guard program that provides safe crossings for students during the AM/PM peak. Crossing guards are located at the intersection of Fountain and Center Street. School Route Conditions Most routes to school are characterized by a complete sidewalk network, marked crosswalks, and accompanying school route warning signs. Existing Conditions Siting Sunnyside Elementary is located on a large lot between SW State Street and SW Fountain Street (east and west) and SW Shirley Street and SW Autumn Street (north and south). The main entrance to the elementary school is on SW Shirley Street. A circular driveway provides a formally designated student loading/unloading zone. The entrance to the school is served by Appendix: School Site Evaluations and Recommendations page 148 Location of the school within the larger city context Southeast Washington School Walk Route Study Data Collection and Analysis Project Southeast Washington School Walk Route Study Data Collection and Analysis Project Engineering Recommendations Crossings There are standard crosswalks located at all intersections near the school. As these facilities degrade over time, it is recommended that they be upgraded to high visibility crosswalks. These facilities have been demonstrated to increase motorist’s visibility of pedestrians waiting to cross the street. Bikeways No designated on-street bikeways exist on the approaches to Sunnyside Elementary. However, there is an opportunity to utilize the existing network of local lower volume/speed streets on school routes to improve bicyclist access. This may be accomplished using low impact/low cost bikeway solutions, such as wayfinding, bicycle shared lane markings (SLMs), and traffic calming as required. Streets that have been optimized for pedestrian and bicycle travel in this way are often referred to as “neighborhood greenways” or “family-friendly routes.” Streets near Sunnyside Elementary School that have been identified for these types of low impact treatments include: • SW Skyline Drive from W Main Street to SW Fountain Street • SW Fountain Street from SW Shirley Street to SW Crestview Street • SW Shirley Street from SW Fountain Street to SW Arbor Street • SW Arbor Street from W Main Street to SW Shirley Street 150 Sunnyside Elementary School U V 270 U V 27 U V 270 U V 270 U V 27 Main Old Wawawai High Olsen State Crestview Spring Park Poplar Irving Mies Fountain Water South Derby Mckenzie Center Dexter City View Guy Taylor Alcora Skyline Staley Cleveland Church Kamiaken Pine Walnut Elm Jackson Pioneer Arbor Wadleigh Thompson Cedar Shirley Fisk Viento Autumn Spruce Meyer Blaine Whitman Winter Jordan Marcel Gary Harold Grant Bryant Kimball Rocky Way Moe Bellevue Charlotte Park West Alvar Camino Henry Summer Nebraska Mountain View Monta Vista James Wawawai Pullman Wawawai Palouse Daisey Dawnview Frank Maple Snowdrift Hill Sunnyside Wawawai Snowdrift Kamiaken Olsen Park West State Kamiaken Kamiaken Kimball Pine Fisk State WSDOT, GIS and Roadway Data Office, Source: Esri, DigitalGlobe, GeoEye, i- cubed, USDA, USGS, AEX, Getmapping, Aerogrid, IGN, IGP, swisstopo, and the GIS User Community Sunnyside Elementary School Engineering Recommendations 0 1,000 500 Feet F Southeast Washington Walking Study Data Collection and Analysis Project Date: June 2013 LEGEND Half-mile distance Proposed Facilities Crossing Guard Location Æ ý High visibility crossing 8 9 : L M N O Ped actuated signal Å Æ Ç School sign Í Î School zone beacon 1 2 3 | Speed sign Recommended Facilities Proposed Sidewalk Proposed Bike Lane Proposed Shared Lane Markings å Schools Æ c Library Rail Lines of Washingtion State Southeast Washington School Walk Route Study Data Collection and Analysis Project Southeast Washington School Walk Route Study Data Collection and Analysis Project Non-Infrastructure Recommendations Sunnyside Elementary currently offers walking and bike safety education to its students. Details about individual education and encouragement programs are found in Chapter Two. To further increase safe student walking and biking activity, the following are recommended as possible next steps: • Walk/Bike to School Day/Week/Month (annually) • Back-to-School Blitz • Friendly Walking/Biking Competitions (Incentive Programs) Procedural Recommendations The Washington Administrative Code (WAC) 392-151 mandates the preparation of “suggested route plans” and the distribution of a recommended school route to all elementary students. The code also provides the details of organizing and training safety patrols. The suggested route plan for Asotin is shown at right. This plan is recommended based on considerations of traffic patterns existing traffic controls, and other crossing protection aids such as school patrols. These route plans limit the number of school crossings so that students move through the crossings in groups, allowing only one entrance-exit from each block to and from school. To further increase the use of the suggested route plans, the following are recommended as next steps for the school: • Distribute the suggested route plans to all students with instructions that it be taken home and discussed with parents • Consider locations along the suggested routes where school safety patrols would be beneficial • Form a Safety Advisory Committee consisting of school administration, law enforcement, traffic engineering professionals, and the school-parent association. • Consider using Student Transportation Allocation funding as matching funds for the construction of recommended engineering improvements 152 å å å å Lincoln Middle School Franklin Elementary School Jefferson Elementary School Sunnyside Elementary School U V 27 U V 270 U V 270 U V 27 U V 270 Main Old Wawawai B State High C Derby Guy Hall Crestview Spring Bishop South Olsen Maple Dilke Park Monroe True Webb Orion Water Poplar Irving Mckenzie Clifford Oak Stadium Kamiaken Fisk Mies Bryant A Ritchie Fountain Kenny Brayton Dexter Jackson Opal Coles Harrison Campus Deane Windus Latah Center Spokane Nye Turner Darrow City View Joe Harvest Taylor Old City Dump Alcora Staley Fairmount Skyline Sunnymead Illinois Ruby Harms Cleveland Church Ash Pine Edge Knoll Maiden Wadleigh College Walnut Elm Nicole Pioneer Idaho Hill Lancer Linden Side Baldwin Gray Arbor Footloose Hayward Indiana Meadow Vale Thompson Cedar Polaris Shirley Colorado Whitman Douglas Glen Echo Viento Sunset Spruce Meyer Blaine Timothy Cory Linda Golden Hills Winter Morton Janet Charlotte Jordan Carolstar Steptoe Parkwood Marcel Michigan Columbia Valley Harold Grant Alpha Harvey Garfield Kimball Bellevue Rocky Way Moe Haven Sunrise Highland Lark Fancy Free Park West Howard Alvar California Camino Lori Anthony Karcio Summer Nebraska Benewah Monta Vista Ridgeview James Southwest View Wawawai Pullman Jones Wawawai Golden Falls Shoemaker Richland Palouse Daisey Holbrook Robin Dack Campus View Pearl Snowdrift Sandalwood Denny Maryland Glenhaven Kamiaken Snowdrift Park West Kamiaken Colorado Fisk State Pine Guy Hill Hill Charlotte Olsen Oak State Harvest Spring WSDOT, GIS and Roadway Data Office Sunnyside Elementary School Walk Route Map 0 2,000 1,000 Feet F Southeast Washington Walking Study Data Collection and Analysis Project Date: May 2013 LEGEND å Schools Crossing Guard Location Æ ý High visibility crossing Æ ý Marked crossing 8 9 : L M N O Ped actuated signal Å Æ Ç School sign Í Î School zone beacon 1 2 3 | Speed sign !
