Southeast Washington School Walk Route Study Data Collection and Analysis Project Pomeroy Elementary School Fast Facts Travel Mode: 50% of the student body is estimated to walk or bike to school Student Population: 165 (K-6) City of Pomeroy Population: 1,425 (2010 US Census) foot of the bridge. Bike parking racks are featured in a prominent location at the entrance to the school. The entrance to the school is served by high visibility crosswalks, curb extensions, and complete sidewalks. Plans Pomeroy Elementary distributes a walk route map to all students that highlights preferred walk routes and where existing crosswalks are located. The school also conducts a bicycle safety program each Spring for students in grades 5-8. A Washington State SRTS grant provided fund- ing for 25 bikes and a trailer for storage for the class. Intersections and Crossing Guard Locations Crossing guards are placed at the main 4-way intersection of Columbia Street and S 10th Street during the AM/PM peak hours. School Route Conditions Most routes to school are characterized by a complete sidewalk network, a combination of marked and high visibility crosswalks, and accompanying school route warning signs. Other Comments The school has been working hard with a community coalition to submit grants that target necessary repairs on school routes, such as sidewalks that need replaced/improved. Existing Conditions Siting Pomeroy Elementary is located on a long block bounded by Columbia Street and Pataha Street (north and south) and S 12th Street and S 10th Street (east and west). The main entrance to the elementary school is on S 10th Street at the intersection with Columbia Street. The student dropoff area for parents is at the front entrance to the school and the bus dropoff area is at the Appendix: School Site Evaluations and Recommendations page 124 Location of the school within the larger city context Southeast Washington School Walk Route Study Data Collection and Analysis Project Southeast Washington School Walk Route Study Data Collection and Analysis Project Engineering Recommendations There are no designated on-street bikeways on the existing routes to school. To improve bicyclist access to Pomeroy Elementary it is recommended that bike lanes be striped on Columbia Street from 18th Street to S 6th Street and on S 15th Street from Main Street to Arlington Street. In addition, the existing network of local lower volume/speed streets on school routes, provides opportunities to optimize bicycle travel elsewhere. This may be accomplished using low impact/low cost bikeway solutions, such as wayfinding, bicycle shared lane markings (SLMs), and traffic calming as required. Streets that have been optimized for pedestrian and bicycle travel in this way are often referred to as “neighborhood greenways” or “family-friendly routes.” Streets near Pomeroy Elementary that have been identified for these types of low impact treatments include: • S 10th Street from Main Street to Arlington Street • Pataha Street from S 1st Street to S 15th Street • Arlington Street from S 15th Street to S 18th Street 126 Pomeroy Elementary School £ ¤ 12 U V 128 6Th Pataha High Columbia 8Th 7Th Arlington 5Th 9Th 12Th Elm 11Th Pomeroy Hill Baldwin 4Th Heaton Gulch Hill 10Th 13Th 14Th 17Th Dutch Flat 16Th Almota Sunset Crescent Meadow Creek Maple 15Th Bellevue Almota Ferry 13Th Arlington 10Th Pataha 14Th WSDOT, GIS and Roadway Data Office, Source: Esri, DigitalGlobe, GeoEye, i- cubed, USDA, USGS, AEX, Getmapping, Aerogrid, IGN, IGP, swisstopo, and the GIS User Community Pomeroy Elementary School Engineering Recommendations 0 1,000 500 Feet F Southeast Washington Walking Study Data Collection and Analysis Project Date: June 2013 LEGEND Half-mile distance Proposed Facilities Crossing Guard Location Æ ý High visibility crossing 8 9 : L M N O Ped actuated signal Å Æ Ç School sign Í Î School zone beacon 1 2 3 | Speed sign Recommended Facilities Proposed Sidewalk Proposed Bike Lane Proposed Shared Lane Markings å Schools Æ c Library Rail Lines of Washingtion State Southeast Washington School Walk Route Study Data Collection and Analysis Project Southeast Washington School Walk Route Study Data Collection and Analysis Project Non-Infrastructure Recommendations Pomeroy Elementary currently offers walking and biking specific programs or education to its students. Details about individual education and encouragement programs are found in Chapter Two. To further increase safe student walking and biking activity, the following are recommend- ed as possible next steps: • Walk/Bike to School Day/Week/Month (annually) • Back-to-School Blitz • Friendly Walking/Biking Competitions (Incentive Programs) Procedural Recommendations The Washington Administrative Code (WAC) 392-151 mandates the preparation of “suggested route plans” and the distribution of a recommended school route to all elementary students. The code also provides the details of organizing and training safety patrols. The suggested route plan for Asotin is shown at right. This plan is recommended based on considerations of traffic patterns existing traffic controls, and other crossing protection aids such as school patrols. These route plans limit the number of school crossings so that students move through the crossings in groups, allowing only one entrance-exit from each block to and from school. To further increase the use of the suggested route plans, the following are recommended as next steps for the school: • Distribute the suggested route plans to all students with instructions that it be taken home and discussed with parents • Consider locations along the suggested routes where school safety patrols would be beneficial • Form a Safety Advisory Committee consisting of school administration, law enforcement, traffic engineering professionals, and the school-parent association. • Consider using Student Transportation Allocation funding as matching funds for the construction of recommended engineering improvements 128 å Pomeroy Elementary School £ ¤ 12 U V 128 G o u l d C i t y M a y v i e w High 6Th Pataha Columbia Vine Pomeroy Hill 8Th Dutch Flat Hill State 7Th Heaton Gulch Arlington 5Th 3Rd 19Th 1St 9Th 20Th 18Th 24Th 25Th 23Rd 2Nd 12Th 21St Elm 11Th Baldwin 4Th 22Nd 10Th 13Th 14Th Geiger Gulch 17Th 16Th Villard Almota Sunset Main 15Th Bellevue High Villard Arlington Columbia Pataha 19Th 10Th Pataha Columbia 13Th 14Th WSDOT, GIS and Roadway Data Office Pomeroy Elementary School Walk Route Map 0 2,000 1,000 Feet F Southeast Washington Walking Study Data Collection and Analysis Project Date: May 2013 LEGEND å Schools Crossing Guard Location Æ ý High visibility crossing Æ ý Marked crossing 8 9 : L M N O Ped actuated signal Å Æ Ç School sign Í Î School zone beacon 1 2 3 | Speed sign !
