Nansen bypassed state consent entirely — a third party issued the document unilaterally, and enough states just accepted it in practice. Total exclusion from every one of those simultaneously, with no act that ends it, is a harsher practical status than most criminal sentences carry, and it's imposed on people specifically because of their birth circumstances rather than anything they did.
