With regard to the poll language, I want to share my thought process so that it is clear the intent behind the language and why I believe that the instructions are clear. I want to make sure folks understand not only the materials but what the full implications of this poll will be. I believe that the current language will 1) provide a comprehensive understanding of where the neighborhood is on this topic. To move forward legislatively I need to ensure that everyone has a full understanding of the materials and their position on the zoning tools. Likewise I believe that the language 2) provides a clear articulation that all the materials should be taken into consideration as well as clear directions on how to register their views. Additionally, 3) I believe that having this comprehensive poll will enable us to move forward unincumbered. With regard to the make up of the steering committee, I am accepting Dylan’s withdrawal from the process and am happy to welcome in David. However, I will add that it is incumbent on every person to ensure they have reviewed the materials and are prepared to discuss within the time frames that we have set. Amy, though you are not able to be present for the next meeting, I am still asking that you continue to serve. We will make sure that you are up dated on everything discussed in our next meeting. Again, if you have any feedback on the materials please provide your input in advance of our next meeting. With regard to the canvassing, there has not been any canvassing that has taken place. The folks in favor of the overlay ordered yard signs to demonstrate their support for the overlay. Each person has a First Amendment right to articulate their support. I have been assured that the process for distributing the signs was in keeping with our expectation that any canvassing efforts would only be done by our approved block captains. The process of distributing the yard signs was as follows: Folks in favor ordered the yard signs and placed them in their yard and other neighbors personally reached out asking or a yard sign and placed them in their yards themselves. These activities are protected by the first amendment. I also instructed that there is the expectation that we will all adhere to what we have laid out as our expectations and that any I be advised of any efforts made outside of this group so that we are all operating under a mutual understanding. In that vein, at our next meeting we will be focusing on the material. We will be finalizing the material at our next meeting so that they can be printed and prepared for distribution in the neighborhood. In that vein I have edited the comparator document to include the information for the planning helpdesk if folks have further questions. Additionally, before our next meeting I will email out a GoogleDoc for us to be able to track the canvassing. On the ballot language: The inclusion of a contextual overlay option is entirely appropriate. The purpose of this canvassing effort is to understand what our neighbors actually want — not to engineer a twofold outcome that shuts out other options. Our neighbors deserve to FULLY understand what is available to them, including options that are less restrictive than a conservation overlay. If we remove those options from the ballot, we are not conducting a fair process — we are conducting a guided one. Removing the contextual overlay doesn’t clarify the ballot; it narrows it in a way that favors one result. Before we discuss moving forward, I think we need to address what happened after our last meeting. The committee agreed there would be no early campaigning, and within days the pro-overlay side had signs posted throughout the neighborhood. That was a direct violation of what we agreed to as a group, and it undermines the credibility of this entire process. I’d like an accounting for that and an action plan to correct. On block captains and delays: The transition of block captains has not slowed this process in any meaningful way. The outstanding issues — ballot language, map integrity, committee membership, and canvassing protocol — are substantive matters that require resolution before we begin, not after. Characterizing good-faith procedural concerns as obstruction does not make them disappear. It just makes the process less credible. David Deeb, owner of a contributing home on Green Hills Drive, will be taking Dylan’s spot. On the framing of a “majority in favor”: That is an assertion, not a finding. It is precisely what the canvassing process is meant to determine. Prejudging the result is not a reason to shortcut the process — it is a reason to make sure the process is done right. I am fully committed to moving this forward efficiently and fairly. I am not willing to move it forward in a way that compromises the integrity of the vote. This can be discussed at our upcoming meeting. At that time we will have our block captains finalized-thank you.
