Approve the attached Rules for carrying out evacuation measures in case of a threat of occurrence or Occurrence of emergency situations of a natural and man- made nature. 2. This resolution comes into force on March 1, 2023 and is valid until February 28, 2029 inclusive. These Rules establish the procedure for carrying out evacuation measures in case of a threat of occurrence or occurrence of emergency situations of a natural and man-made nature (hereinafter, respectively, evacuation measures, emergencies). 2. For the purposes of these Rules, evacuation measures are understood as actions to move citizens of the Russian Federation, foreign citizens and stateless persons located on the territory of the Russian Federation (hereinafter referred to as the population), material and cultural values from the territory where there is a threat of an emergency situation, or from the emergency zone to the area (place) located beyond the impact of the damaging factors of the source of the emergency situation (hereinafter referred to as the safe area (place). 3. Evacuation measures are carried out in order to: а) saving the lives and preserving the health of people in territories where there is a threat of emergency situations, or in emergency zones; б) reduction of material losses in emergency situations; в) preservation of material and cultural values in emergency situations. 4. The basic principles of evacuation measures are: а) planning and preparation of evacuation routes, places of accommodation of the population, material and cultural values in safe areas (places); б) priority use of vehicles for evacuation measures; в) ensuring the protection of public order and the preservation of public property in emergency zones during evacuation measures and in safe areas (places); г) ensuring the return of citizens to places of permanent residence, as well as material and cultural values to places of permanent storage after eliminating the threat of an emergency or liquidation of an emergency situation; д) informing the public about the progress of emergency rescue and other urgent work. 5. Evacuation measures and issues of interaction between state authorities, local self-government bodies and organizations during their implementation are reflected in the relevant action plans for the prevention and liquidation of emergency situations. 6. Evacuation measures are carried out on the basis of decisions of the commissions specified in paragraphs 2, 4 and 2, 5 of Article 4.1 of the Federal Law "On the Protection of the Population and Territories from Natural and Man-made Emergencies" (hereinafter referred to as the Commission), and heads of organizations or legal acts adopted by the executive bodies of the subjects of the Russian Federation, local self-government bodies on the basis of decisions of the relevant commissions on carrying out evacuation measures, in the presence of a threat to human life and health, the occurrence of material losses in an emergency situation. 7. In cases requiring an immediate decision, evacuation measures in case of a threat or emergency situations may be carried out by decision of officials determined by the relevant commissions (heads of organizations), followed by a decision at a meeting of the relevant commission (head of the organization). 8. In the decision of the head of the organization or in the legal act adopted by the executive body of the subject of the Russian Federation, the local self-government body on the basis of the decision of the relevant commission on the conduct of evacuation measures, are determined, including: а) places of collection and (or) landing on the transport of the evacuated population for transportation (withdrawal) to safe areas (places), as well as 5843198 (1 101 IIIIIIIIIIIIIIIIIIIIB 2 the list of material and cultural values exported (carried out) beyond the impact of the damaging factors of the source of the emergency situation; б) evacuation routes, methods and terms of transportation (withdrawal) of the population, removal (removal) of material and cultural values from the territory where there is a threat of an emergency situation, or from the emergency zone; в) list of vehicles involved in evacuation measures; г) the list of deployed temporary accommodation and catering facilities in safe areas (places), places of storage of exported (taken out) material and cultural values. 9. When making a decision on carrying out evacuation measures in case of a threat of occurrence or occurrence of emergency situations in the territories of municipalities, local self-government bodies: а) notify the population about evacuation measures, routes and methods of evacuation measures; б) organize transportation (withdrawal) of the population, withdrawal (removal) of material and cultural values to safe areas (places); в) they provide temporary accommodation and catering facilities for evacuated citizens, in which medical care, provision of public utilities and basic necessities, information and psychological support are provided. 10. Evacuation measures are provided: а) in case of a threat of occurrence or occurrence of emergency situations of a federal and interregional nature - by the Government of the Russian Federation; б) in case of a threat of occurrence or occurrence of emergency situations of a regional and inter-municipal nature by the executive bodies of the subjects of the Russian Federation; в) in case of a threat of occurrence or occurrence of emergency situations of a municipal nature - by local self-government bodies. 11. When making a decision on carrying out evacuation measures against employees of federal executive authorities, state corporations and other organizations, as well as citizens located at the facilities of the specified bodies, corporations and organizations, in case of a threat of occurrence or occurrence of emergency situations at these facilities, federal executive authorities, state corporations and other organizations: а) notify employees and citizens located at the facilities of these bodies, corporations and organizations about the conduct of evacuation measures, routes and methods of evacuation measures; б) organize the withdrawal (transportation) of workers and citizens located at the facilities of these bodies, corporations and organizations to safe areas (places), as well as, if necessary, the removal (export) of material and cultural values beyond the impact of the damaging factors of the source of the emergency. 12. Territorial bodies of the Ministry of Internal Affairs of the Russian Federation: а) carry out the protection of public order and ensuring public safety in the places of gathering (landing) of the evacuated population, during its transportation (withdrawal) to safe areas (places) and in temporary accommodation and catering facilities; б) take measures to protect the property left unattended; в) temporarily restrict or prohibit traffic, change the organization of traffic on certain sections of roads in order to create the necessary conditions for the safe movement of vehicles and pedestrians on evacuation routes. 13. The troops of the National Guard of the Russian Federation participate in the protection of public order and ensuring public safety in the places of gathering (landing) of the evacuated population and in temporary accommodation and catering facilities.
