Introduction Cambodia is a member of the Asia-Pacific region in the sub-Pacific region. Cambodia is rich in biodiversity with the original green forest holding up to 3200 species. Cambodia holds the third largest lowlands in Asia-Pacific, which gives us a fair idea about the importance of cultivating crops and growing all kinds of crops. Bamboo is also a native species of Cambodia and grows in all parts of the country. Bamboo is one of the most important plants in the world and has a number of benefits which include bamboo shoot, poles and leaf, and especially bamboo can be used as charcoal. Bamboo is useful for the daily needs of the Cambodian people. Bamboo can be used as building materials, furniture, fishing equipment, music instruments as well as souvenirs. Bamboo is a fast-growing, renewable and versatile resource, which is found across the Global South and is interlinked with the lives and livelihoods of numerous communities. It is well accepted that bamboo development could contribute directly to at least seven of the UN Sustainable Development Goals, including poverty alleviation, affordable clean energy, affordable resilient housing, and with sustainable consumption to assist climate change mitigation, and terrestrial ecosystem protection. Preah Suramarit Kosomak Kirirom National Park , also known as Kirirom National Park, is a national park of the Kingdom of Cambodia with Royal degree by King Norodom Sihanouk dated 1 st November 1993. Kirirom National Park is located in Phnom Sruoch District, Kampong Speu Province. Kirirom National Park covers an area of about 35,232 hectares and is located on a plateau at an altitude of 300 to 1000 meters above sea level. Kirirom Resort is a large natural park area closest to Phnom Penh and located to the southwest of Phnom Penh. Kirirom National Park is one of the most famous natural tourism resorts among other major national parks in Cambodia. Kirirom was also a very famous resort during the Sangkum Reast Niyum era. This national park resort is rich in beautiful scenery, decorated with natural pine trees on the Kirirom plateau. The Chambok CPA, 3,451 ha, located in Kirirom National Park, Kampong Speu province. The CPA slopes up gradually in more of a single slope with the bamboo species growing in clear groupings according to altitude including PREY, PRICH, KLUY, TRONUN and TROSAN at the highest elevation. All species are commercially viable and the community has experience in harvesting only the mature poles. The bamboo resource is growing in commercial quantity and set to last indefinitely with sustainable practices. The protected forest areas surrounding the CPA are also set to further supply bamboo materials. The Chambok CPA has the greatest variety and quantities of bamboo and the Committee is most receptive to a leadership role in developing a bamboo industry in the South- Eastern Cardamom. Therefore with this in mind a proposal has been prepared by the LEOPA for the MoE and partners to consider for immediate implementation. The project is to sustainably harvest the natural bamboo resources of CPA Chambok and then process the bamboo into products for global markets in a factory built on CPA land set aside for this purpose. II. Vision To build an environmentally sensitive commercial bamboo industry from sustainable regenerative harvesting of the natural bamboo resources, manufacturing the premium and waste materials into products for global and local markets in a processing facility in the Chambok CPA area through a partnership agreement between a Private Company, Government and the Community. Through partnership agreements between the Community Protected Area (Chambok CPA) and the private sector (Leopa Bamboo Co.Ltd), build scalable nature-based businesses that provide socio- economic change for rural communities. The main objectives are included: 1. Rehabilitation of existing bamboo resources through sustainable harvesting techniques that interconnects ecology, climate resilience, food and energy, and produces bamboo products for global and local markets. 2. Bamboo has one of the highest sequestration rates of CO2 of all plants and rehabilitation and agroforestry activities will increase productivity of poles and the existing carbon sink. The value of the added Carbon is shared with all parties (MoE, CPA, Private Sector) 3. Training center for other communities in the sustainable management of bamboo resources and making products with Zero Waste, creating many jobs and stabilizing populations while at the same time nurturing and protecting the biodiversity to maintain ecotourism resources. III. Strategy 1. Marketing: The private sector partner, Leopa Bamboo Co.,LTD already has overseas markets for Panel and Furniture products and will develop further markets for a variety of Plywood and Building Components and Biochar products and with Biochar for both energy and agriculture markets. 2. Place preparation: Production facilities will be built to international standards on 5Ha of land which is presently regenerating degraded forest, allocated by Chambok CPA and approved by MoE. As much as possible of the regenerating forest will be retained so the facility will nestle into the regenerating Protected Area landscape. Leopa will protect and improve the surrounding area with silviculture and agroforestry activities, also enriching with the planting of high-value species of trees and bamboo from nurseries adjacent to the factory. 3. Building (fiscal infrastructure): About 7,000M2 of steel frame buildings with steel sheet roof and sidings, comprising 8 x separate structures are sited on 5Has of land (50,000M2), so there is sufficient landscape to offset and minimize the industrial footprint. Care is taken to keep as many trees as possible to have a park type setting. The buildings are all a simple Shed type standard design with the different activities distinguishing each building. Road connection: The 5ha facility is located 150m from the main road, positioned behind a stand of regenerating forest ~30mtr thick and deep enough to conceal the facility at first glance if passing by. An access road wide enough so 2x container trucks can pass each other is built for safe passage of loaded trucks to merge into traffic on the main road. The road is of sufficient quality to support heavy traffic on a year round basis. At the facility the road merges into areas of hard standing where container trucks can turn and backup to loading ramps and where premium and waste bamboo materials can be safely delivered to their relevant unloading areas. The land is relatively flat and gently sloping down towards the main road and a little grading, soil fill and some under the road piping is all that is necessary to keep the site drained. f. Water supply system: A deep well with pump next to the Office with overhead tanks of 10,000liters is sufficient for the first phase of the project. Water is supplied to the office for the kitchen, showers and toilets, to the pressure treatment building, to the kiln dryers and to the toilets for the workers which are located centrally to their work stations. g. Electricity system: The facility has a 3 phase power connection 440kva to the national grid and from the Main Service Entrance each building is connected its own Box from where the individual machines are connected. The buildings are built strong enough to install solar power on the roof to support power supply during the day. h. Arrangement of street power network: Security lighting is positioned strategically throughout the facility and roads, and the buildings have sufficient lighting to be able work night shifts with full operations. i. Water filtration and sewerage system design: All toilets have a septic tank, and the grey water from the septic tanks is leached into the regenerating forest through agricultural drainage pipes lying below ground on beds of sand and gravel. Waste water from the showers and kitchen similarly leach into the ground through agricultural pipes after passing through grease traps. j. Waste management: All biomass waste is processed into biochar. All food waste suitable for compost is composted and food waste not suitable for composting is buried in a pit. Plastic, metal and glass waste that are not suitable for recycling are buried in a pit. All waste from Pressure Treatment is sent to a tank filled with high porosity biochar so the borate chemicals are fully adsorbed into the biochar. Safety and fire prevention system: The facility is an open plan design with each process in its separate building so fire is difficult to spread throughout the complex. Each building has several portable foam fire extinguishers to comply with fire regulations and in addition a fire hose is connected directly to the main water tank with a pump to increase water pressure. Development condition The investment plan implementation, the company must follow the main condition as below: - The social and environmental impact assessment report follows sub-degree No 72 dated 11 August 1999 and submits to the Ministry of Environment for review and endorsement. Moreover, the company has to construct a liquid waste treatment system with quality standards to avoid pollution in the natural forest and public areas. - To construct the buildings in the area, the company will consider keeping more trees in the location and mitigating the impact on biodiversity. - All the construction work has to get permission from the relevant departments according to Cambodian laws. - All clearing/preparation for construction needs have to get approval from the ministry of environment - Must guarantee taxes, patents, land rental fees, and public services in accordance with the law, legal aspects and principles set by the government. - Must comply with letters, regulations, government policies, and legal procedures - Approval of the master plan does not mean that the site is recognized and handed over in accordance with the size in the master plan. In this regard, the company must cooperate with the Ministry of land management and relevant authorities to register the investment area as the state land recognition in accordance with clear procedures.
