An overlay maintains the value and the neighborhood character that sold us on buying in this location. We support change in our neighborhood but would like to guide future change a manner that preserves the overall character that we purchased. Historic districts maintain more value during a downturn in the economy than unprotected historic areas. Between 2007-2018, historic districts experienced half the foreclosure rate than elsewhere in Nashville. Over the last few years, property values in both historic preservation and neighborhood conservation overlay districts outperformed the rest of the city. As Nashville’s economy and built form rapidly changes, historic preservation is both a tool for anchoring a sense of place as well as an engine for economic development. I don’t think we are going to get Tim next week because his schedule is pretty packed. We can schedule a meeting and let him know about it, and if he can make it he will. What works best for you? In the meantime, I don’t think there needs to be too much concern about 1 person. It’s unusual to go into these conversations with only 1 person in opposition. I understand that she is talking with others but that will likely only ensure that we have a g ood turnout for the community meeting where people can get their questions answered directly rather than relying on hearsay and can better make a decision for themselves. At the end of the day, we have to follow state law and demolition of historic homes or significant alterations to character defining features would not be meeting that requirement. If after the next meeting you still have a high percentage of supporters, I recommend the following to ensure that decision makers (MHZC, Planning Commission and Council) hear from those people and not just the dissenters. Some neighborhoods have worn matching t-shirts—yours might be green—so that when the decision makers look out at the audience, they see how many supporters there are, even if not all speak. The neighborhood association rep will have up to 5 min to speak. That person could ask everyone that they represent to stand so they can really see the support. All others will have 2 min each. I recommend getting together to decide which point each speaker will make so you are not repetitive, and you are sure to get out everything you want said. I’m happy to provide talking points on how preservation is economically, environmentally and economically sustainable, if that is helpful to add to more specific neighborhood reasons for wanting the overlay. It reinforces how special the neighborhood is and the need for the Conservation Overlay. As you may know we are getting some aggressive negative feedback from one loud neighbor. The 3 sticking points for them seem to be the following: 1. Restrictions on modifying the front of the house, specifically adding a front door. Their house as originally designed has the main entry off the side porch. 2. Restrictions that limit an addition to double the footprint. 3. Restrictions on not being able to tear down the house to build a “dream home’. They are having some luck sharing their plight with other neighbors that have been in favor – framing the argument that they were once in favor of the overlay too but after meeting with the Historical Commission and discovering the real consequences for their situation they changed their mind and that the overlay will negatively impact others too (they just don’t know it yet). We believe we have a majority of support for the Conservation Overlay, in excess of 70%, but know that loud dissenters can greatly influence if we are not prepared to answer the concerns. Is it possible to schedule a discussion with you and Tim Walker (Ellen Hoffman & myself) about this, so that we all are prepared to address these issues in the community meeting on the 28 th ?
