The purpose of this document is to give an understanding of the different types of lifting activities that are currently being used on the ERC project and the responsibilities of those undertaking the Lifts. To establish minimum safety requirements relating to the safe maintenance and use of all Cranes - Tower, Mobile, All Terrain, Rough Terrain, and Boom Trucks, Also MEWPs (Man Baskets) Forklifts, Telehandlers and Lifting Accessories. 2 SCOPE This procedure applies to work activities and employees under the control of ERC/PMC and Abyatona. No deviation from this document shall be permitted under any circumstances, as it is a legal document that defines how lifting activities must be safely carried out in compliance with BS 7121. Due to the critical nature of crane operations and aerial lift operations, ABY will strictly adhere to ERCSM section 13.3, Cranes and Lifting operations, and in accordance with BS 7121 – Sections 1 to 5 Reference can be taken from LOLER ( Lifting Operations and Lifting Equipment Regulations 1998) and LEEA ( Lifting Equipment Engineers Association). When any part of the crane or load is near an overhead power line. Refer to OSHA 29CFR 1926.1408 for distance requirements. o When an attachment to the main boom is required. o Pick-and-carry lifts or lifts on rubber. o High level or long reach lifting. o Night Lifts (e.g., between sunset and sunrise). o “Special” Critical crane lifts that include: 1. Tailing 2. Tandem (Multiple) 3. Turning Lifts 4. If the crane boom must pass over operating equipment, buildings, pipelines, or energized electrical equipment. 5. The weight of the lift cannot be accurately calculated. 6. The load exceeds 75% of the crane’s capacity at the given configurations. 7. The payload is over 50 tons. 8. The rigging configuration does not use designed lifting points and there may be a risk of damage to the item being lifted. • A pre-lift inspection and toolbox talk shall be conducted prior to personnel entry into the basket to verify crane stability, communication systems, and load balance. A trial test lift with the appointed person present must be conducted, together with a functional test of the crane. A dedicated rescue plan shall be established and implemented for all Work at Height (WAH) activities and whenever personnel are suspended in man baskets/cages. Exclusion zones shall be established, continuous communication maintained, and weather conditions continuously monitored throughout the operation. Suspended personnel shall never be left unattended, and sudden movements, side loading, or shock loading shall be strictly prohibited. All activities shall comply with Site Wide Lifting Operations Management Plan ABD-0062-HSW-PLN-00011 Rev. 03, Page | 10 project requirements, manufacturer recommendations, and applicable standards including BS 7121. • Intermediate Lifts Requirements o Detailed and approved lifting plan specific to the activity. o Lift Plan including: ▪ Load weight and center of gravity ▪ Crane configuration ▪ Radius and boom length ▪ Ground bearing pressure assessment ▪ Outrigger pad dimensions and material ▪ Crane capacity against load chart ▪ Rigging arrangement and sling angles, tensions and reductions ▪ Lifting accessory capacities ▪ Cad Drawings of the rigging arrangement, the cranes site location and setup ▪ Wind calculations ▪ Load information and lifting point documentation ▪ Maximum outrigger reaction force o Appointment and qualifications of competent personnel, including: ▪ Appointed Person/Lifting Engineer ▪ Lifting Supervisor ▪ Crane Operator ▪ Riggers o Toolbox talk conducted before lifting activities. o Verification of: ▪ Crane capacity against load chart ▪ Rigging arrangement and sling angles ▪ Lifting accessory capacities ▪ Method of lifting ▪ Exclusion zones o Inspection and certification of all lifting equipment and accessories. o Ground stability assessment and outrigger support verification. o Exclusion zones established and maintained. o Weather and environmental conditions continuously monitored. o Trial lift conducted where necessary. o Emergency response arrangements communicated to all personnel involved. o Approval from client/PMC where required. • Basic lift Requirements o Approved lifting plan or standard lifting procedure. ▪ Completed Basic lift plan template o Competent and authorized personnel, including: Site Wide Lifting Operations Management Plan ABD-0062-HSW-PLN-00011 Rev. 03 Page | 11 ▪ Lifting Supervisor ▪ Crane Operator ▪ Rigger/Rigger o Valid third-party certificates for: ▪ Crane/equipment ▪ Lifting accessories ▪ Operator licenses and competency o Daily pre-use inspection of: ▪ Crane ▪ Lifting accessories ▪ Safety devices o Ground conditions assessed and verified as suitable. o Load weight verified and within crane SWL/load chart limits. o Proper selection of lifting accessories and rigging configuration. o Barricaded lifting area with controlled access. o Effective communication system between operator and rigger. o Tag lines used where required to control load movement. o Weather conditions monitored, including wind speed limitations. o Compliance with applicable standards such as BS 7121 and project-specific lifting procedures. • No suspended loads to be lifted over pedestrians. • Compliance with local and in-country regulations for lifting operations and the requirements of this procedure. • Lifting Permit requirements.
