© Oxford Policy Management 1 Terms of Reference for a Consultant Job Title Short - term national consultant Duty Station: Colombo, Sri Lanka Expected Start Date of Assignment: 26 October 2020 Duration: 10 working days During the period of Oct 2020 – Nov 2020 Background Globally, an estimated 305 million children in low - and middle - income countries receive school meals every day. As part of COVID - 19 containment measures, most countries in the world have introduced tem porary school closures. As of April 2020, schools were closed in 180 countries and 85% of the students worldwide are reportedly out of school. In the Asia - Pacific region, it is estimated that close to 100 million children in these countries will no longer receive on - site school meals, which are primarily supported by the Government - led national school feeding programmes. Although some countries have introduced alternative solutions to suspension of school feeding programmes, school - aged children are expect ed to be negatively affected by disruptions to the schooling system, including changes to existing school feeding arrangements. Against this backdrop, the WFP Regional Bureau for Asia and the Pacific (WFP RBB) has commissioned a review of the impacts of s chool closures and programme adaptations to inform policymaking and programming in the context of new realities. This assignment is split into two phases: Phase I between August – November 2020 and Phase II to commence October 2020 onwards. While the focus of Phase I is on the period of school closures, it will shift to the school reopening period in Phase II. The review covers six countries, including Sri Lanka. The current ToRs are towards the Phase 1 work. The consultant’s contract is potentially extendable for an additional 10 days in January 2021 for Phase II (lasting till March 2021) The maximum level of effort required is 20 days for both phases. Objectives of the a ssignme nt The international consultant tea m is looking for a short - term national consultant to support the Sri Lanka case - study The national consultant contracted by OPM will be engaged for 10 days in Phase I and needs to be available for 4 weeks starting mid - Oc tober. They will identify and translate key policy documents, identify key informants in collaboration with WFP counterparts , facilitate meeting appointments (online) , join the international consultant team during online interviews and conduct translation s if needed . The national consultant will not be responsible for doing substantive analytical work. No extensive travel is required beyond limited local travel in capital cities to reach key informants, for instance in ministry offices. The national consultant will be expected to help facilitat e the meetings especially with Sri Lankan counterparts and take notes during meetings. Tasks Document title © Oxford Policy Management 2 1. Provide translated summaries as requested by the international consultant 3. Identify key informants and facilitate online meetings 4. Take notes during meetings and interviews a nd provide completed notes in English 5. Provide inputs to interim and final reports of Sri Lanka case study, as requested by the international consultant Key performance indicators Expected Outputs: Required Completion Date: Expected Deliverable : • Help identify and facilitate the meetings with key informants/partners in [country] • Meeting /interview notes in English • Reports and documents collected and translated summaries in English November 2020 Qualifications: • Postgraduate degree in Social Science, Public Policy, Economics or related field. • Minimum 5 years of work experience in policy, technical assistance related to one or more of the following areas: school nutrition, public health, education and social protec tion • Proven knowledge and experience of the national school feeding programme, the education system and/or the social protection system. • Proven ability to conceptualize, plan and execute complex processes across a wide range of stakeholders, advance abili ty to work quickly and under pressure. • Proven ability to work both independently and as part of a team. • Language requirement: Excellent written and oral communication skills in English and the local language Applications accepted on a rolling basis.
