Regionalpolitik wird durch konstruktivistische Politikkonzeptionen geprägt und im Rahmen eines verflochtenen politischen Systems geplant und implementiert. Dies führt zur Zentralisierung der Entscheidungskompetenzen, zu massivem <I>rent-seeking</I>-Verhalten und somit zur ineffizienten Allokation knapper Mittel. Durch eine ordnungspolitische Reform der Regionalpolitik, die Entscheidungskompetenzen radikal dezentralisiert, könnte ihre Effektivität erheblich erhöht werden.

Concerns relating to energy supply and climate change have driven renewable energy targets around the world. Marine renewable energy could make a significant contribution to reducing greenhouse gas emissions and mitigating the consequences of climate change, while providing a high-technology industry. The conversion of wave and tidal energy into electricity has many advantages. Individual tidal and wave energy devices have been installed and proven, with commercial arrays planned throughout the world. The wave and tidal energy industry has developed rapidly in the past few years; therefore, it seems timely to review current research and map future challenges. Methods to improve understanding of the resource and interactions (between energy extraction, the resource and the environment) are considered, such as resource characterisation (including electricity output), design considerations (e.g., extreme and fatigue loadings) and environmental impacts, at all timescales (ranging from turbulence to decadal) and all spatial scales (from device and array scales to shelf sea scales).

Every Economics textbook today teaches that questions of values and morality lie outside of, are in fact excluded from, the field of Economics and its proper domain of study, “the economy.” Yet the dominant cultural and media narrative in response to major economic crisis is almost always one of moral outrage. How do we reconcile this tension or explain this paradox by which Economics seems to have both everything and nothing to do with values? The discipline of modern economics hypostatizes and continually reifies a domain it calls “the economy”; only this epistemic practice makes it possible to falsely separate the question of value from the broader inquiry into the economic. And only if we have first eliminated value from the domain of economics can we then transform stories of financial crisis or massive corporate corruption into simple tales of ethics. But if economic forces establish, transform, and maintain relations of value then it proves impossible to separate economics from questions of value, because value relations only come to be in the world by way of economic logics. This means that the “positive economics” spoken of so fondly in the textbooks is nothing more than a contradiction in terms, and as this book demonstrates, there’s no such thing as “the economy.” To grasp the basic logic of capital is to bring into view the unbreakable link between economics and value.

The role of parents in shaping the characters of their children, the causes of violence and crime, and the roots of personal unhappiness are central to humanity. Like so many fundamental questions about human existence, these issues all relate to behavioural development. In this lucid and accessible book, eminent biologist Professor Sir Patrick Bateson suggests that the nature/nurture dichotomy we often use to think about questions of development in both humans and animals is misleading. Instead, he argues that we should pay attention to whole systems, rather than to simple causes, when trying to understand the complexity of development. In his wide-ranging approach Bateson discusses why so much behaviour appears to be well-designed. He explores issues such as imprinting and its importance to the attachment of offspring to their parents; the mutual benefits that characterise communication between parent and offspring; the importance of play in learning how to choose and control the optimal conditions in which to thrive; and the vital function of adaptability in the interplay between development and evolution. Bateson disputes the idea that a simple link can be found between genetics and behaviour. What an individual human or animal does in its life depends on the reciprocal nature of its relationships with the world about it. This knowledge also points to ways in which an animals own behaviour can provide the variation that influences the subsequent course of evolution. This has relevance not only for our scientific approaches to the systems of development and evolution, but also on how humans change institutional rules that have become dysfunctional, or design public health measures when mismatches occur between themselves and their environments. It affects how we think about ourselves and our own capacity for change. Sir Patrick Bateson, FRS is Emeritus Professor of Ethology at the University of Cambridge and was formerly Biological Secretary of the Royal Society and President of the Zoological Society of London.

Hydrogels are the foundation of regenerative medicine as a supportive matrix for cell immobilization and growth factor delivery. The fate of implanted cells is mediated by cell-matrix interaction at multiple scales and timed-release of growth factors to guide the differentiation and maturation of cells. Recently, there has been great interest in hydrogels with a hierarchical structure that mimics the complex interaction of cells with a microenvironment that can locally release growth factors to specific cells. Related topics in this Special Issue include hydrogels with a hierarchical structure; hybrid, degradable, and load-bearing hydrogels; hydrogels for cell encapsulation, micro-patterning, microfluidic devices, biofabrication, and high-throughput screening; and hydrogels that modulate the body’s immune response.
