The level of destruction can be evidenced by the fact that in the Luhansk region gas supply was possible only to 6 settlements. • The IAEA Director General Rafael Grossi visited the Chornobyl NPP site and the Exclusion Zone; the IAEA expert mission was launched to provide technical assistance. • According to the acting President of Energoatom Petro Kotin, under the conditions of occupation Ukraine cannot guarantee the safe management of nuclear material at the Zaporizhzhia NPP, as well as the fact that it would not be moved outside the station. • Ukrenergo became the Observer Member in ENTSO-E, which provides for participation in the association performance, incl. working groups on energy system operation, balancing and protection of networks, modeling of electricity demand, generation development, cybersecurity, RES integration. • Gazprom announced the suspension of gas supplies to Poland and Bulgaria due to their refusal to pay in rubles. In Ukraine, such actions are considered as blackmail, designed to undermine the unity of European allies (the position of the Presidential Office Head Andrii Yermak). Attacks: The enemy continued to carry out provocations under a foreign flag on the territory of unrecognized Transnistria (part of Moldova) - organized imitations of terrorist attacks, announced missile strikes and messages sent to local residents allegedly on behalf of the Armed Forces of Ukraine with panic calls for evacuation. Donetsk region In the last 24 hours, 11 settlements of the Donetsk region, including Mariupol, Avdiivka, Lyman and Maryinka were shelled from aircraft, missiles, multiple launch rocket systems "Grad", tanks and heavy artillery, with 3 civilians killed and 6 injured, as the National Police reported. The shelling damaged at least 35 residential facilities, including homes, educational and medical facilities, and railway and municipal infrastructure. Due to the shelling of the city of Krasnohorivka, a transformer was damaged, the city was left without electricity, yet the supply was restored during the day. In the city of Mariupol, particularly at the Azovstal Iron & Steel Works facilities, where at least 2,000 civilians are hiding, the situation was critical. During the night of April 26, 35 air strikes were carried out on the plant, one of the departments caught fire, and some civilians were trapped under rubble. The Mariupol City Council reported about many injured civilians, a shortage of medicines and unsanitary conditions, and called for an urgent evacuation and the creation of an effective "green corridor". Luhansk During the day, almost the entire territory of the region suffered from the region shelling by the Russian army, as reported the Luhansk Regional Military Administration Head Serhii Haidai. As a result of the shelling, at least 7 residential buildings were destroyed in the cities of Severodonetsk, Rubizhne, Lysychansk, the town of Nyzhnie, and the village of Bilohorivka. On April 27, an air strike hit the Hirske community, with many destructions recorded (in particular, a power substation burned down, and 1 person was killed). Fighting continued in the city of Rubizhne, and the occupiers were forcing women in the occupied parts of the city to reconnoiter the Ukrainian military positions, threatening otherwise to shoot their children. Utilities infrastructure and communications had been almost completely destroyed: gas supply was available only in 6 settlements of the region (45,500 consumers), most pumping stations were either destroyed or disconnected - there was no centralized water supply in the cities of Rubizhne and Popasna and limited in Lysychansk, Novodruzhetsk, Pryvillya and Severodonetsk. Kharkiv region According to the Kharkiv Regional Military Administration Head Oleh Syniehubov, the enemy continued to fire on peaceful areas of Kharkiv and the region. On April 26, 3 people were killed and 12 injured as a result of the shelling of the cities of Kharkiv, Zolochiv, Chuhuiv, and Derhachi. According to the General Staff of the Armed Forces of Ukraine, the enemy was trying to continue the offensive in the area of Izyum; for this purpose, additional 2 battalion tactical groups were moved, and 2 Iskander-M missile divisions deployed in the settlements of Belgorod region. It is reported that the enemy managed to capture the northeastern outskirts of the village of Velyka Komyshuvakha and take control of the village of Zavody. Odesa region On April 26, the Russian troops launched missiles on the Odesa region; as a result, the bridge across the Dniester estuary was damaged in the village of Zatoka and later it was opened for reverse traffic. According to the Odesa Regional Military Administration Head Maksym Marchenko, by such actions Russia was trying to block part of the Odesa region and, against the background of explosions, create tensions in the unrecognized "Transnistrian Moldavian Republic", where Russia holds a "peacekeeping" contingent. On April 27, the CEO of Ukrzaliznytsia Oleksandr Kamyshin reported that, at about 07:00, the Russian troops again launched missiles at the road and railway bridge across the Dniester estuary, and the degree of infrastructure damage was being established. Mykolaiv As of April 27, since the beginning of the Russian invasion, 2,835 residential region facilities were partially or completely damaged in the Mykolaiv region, including 2,065 houses, 241 electricity, 109 gas, 8 water and 7 heat supply facilities. Restoration of the damaged Dnipro-Mykolaiv water supply system was impossible, as the place of damage was under constant fire, and technical water was supplied to the city residents, as reported the Mykolaiv Regional Military Administration Head Vitalii Kim. Kherson region On the eve of the so-called "referendum" in the Kherson region, the occupying authorities were trying to appoint "leadership" from local collaborators, continued propaganda and attempted to bribe the local population with food. The so-called "heads" of regional and city administrations were appointed in the occupied building of the Kherson City Council. These individuals would "coordinate" the processes of the city functioning. Zaporizhzhia According to the Zaporizhzhia Regional Military Administration, the Russian region troops continued to launch air strikes and hit the infrastructure of peaceful settlements with artillery. As of April 27, 555 households in the region were completely destroyed or partially damaged. During the day, the settlements of Novodanylivka (a house was destroyed), Kamyanske (a fire broke out in a residential building), Spasivka and Vasylivka were attacked. In the city of Melitopol, the occupiers blocked humanitarian corridors - the supply of food, medicine and evacuation of civilians was impossible; continued to abduct civilians; and appointed incompetent employees and former criminals to senior positions in their “administration”. In addition, the Russians mined the area near the Kamyana Mohyla natural reserve, set up fortifications and filtration camps. Dnipropetrovsk According to the Kryvyi Rih Military Administration Head Oleksandr Vilkul, the region enemy continued to fire at the region with multiple rocket launch systems and other types of heavy weapons. In particular, on April 26, the settlements of Novodmytrivka, Bila Krynytsia, Mykolaivka, Mala Shestirnya, Trudolyubivka and Osokorivka were shelled, and civilians were injured. In addition, the enemy attacked with weapons which were carrying out distance mining. On the night of April 27, the Russian troops fired from artillery on the city of Zelenodolsk, the villages of Maryanske and Velyka Kostromka, with energy infrastructure damaged and one person injured, as reported the Dnipropetrovsk Regional Military Administration Head Valentyn Reznichenko. Nuclear and Radiation Safety: As of 08:00 on April 27, all operating NPPs of Ukraine operate stably, and the radiation, fire and environmental conditions at the station sites and adjacent territories are within the standards. 7 of 15 operating nuclear units are in operation (two each at the Zaporizhzhia, South Ukraine, and Rivne NPPs, and one at the Khmelnytskyi NPP), the other 8 are under maintenance or put in reserve. All operating NPPs regularly transmit data from station monitoring systems to the IAEA. Chornobyl NPP Exclusion Zone On the 36th anniversary of the Chornobyl disaster, the IAEA Director General Rafael Grossi visited the Chornobyl NPP site and launched the IAEA expert mission. In particular, the Agency's experts conducted a radiological assessment and delivered special equipment to ensure radiation safety. In addition, it was agreed to establish a joint working group based on the Chornobyl NPP to coordinate the IAEA’s further technical assistance. Preliminary assessment showed that the radiation-hazardous facilities in the Chornobyl NPP Exclusion Zone are generally intact, but in some places along the roads and at the checkpoints the levels of beta and gamma radiation are higher than in the pre-occupation period due to dust raised and landslides emerged by the Russian military vehicles, which moved in the Exclusion Zone for 35 days. However, the IAEA experts have not yet officially announced the results of measuring the radiation background of the Chornobyl NPP Exclusion Zone and of assessing the nuclear safety of the facilities. Zaporizhzhia NPP The situation at the Zaporizhzhia NPP and in the satellite city of Energodar remains unchanged. For the 55th day in a row, they are under the control of Russian terrorists. ZNPP is serviced by the Ukrainian staff on a regular basis, who are forced to work under constant physical and psychological pressure from the occupiers. At the same time, according to the acting President of Energoatom Petro Kotin, under the conditions of occupation, Ukraine cannot guarantee the safe management of nuclear material at the ZNPP site, as well as the fact that it would not be moved outside the station. As of April 27, the radiation background at the ZNPP site remains unchanged at 11 μR/h, and in the sanitary protection zone - 8-12 μR/h. In the Zaporizhzhia region, the gamma background is also stable (7-14 μR/h) and does not pose a threat to life and public health. 70 tons of humanitarian aid (mostly medicines, food, hygiene products), as well as technical equipment critical to the operation of nuclear and thermal power plants, fuel for utilities, emergency crews and emergency services, chlorine for water utility was finally delivered to Energodar. In addition, ZNPP received critical equipment for the repairs of safety system channels and other equipment necessary for the maintenance and uninterrupted operation of nuclear power plant. The presence of Russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of Russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by Russia. At the same time, it is critical to minimize Russia's influence on IAEA policies and activities, in particular by removing all Russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear energy of the aggressor country! Electricity Sector: Power system operation After the fast-tracked synchronization of Ukraine’s power system and ENTSO-E on March 16, as well as successful operation in trial synchronous mode for 42 days, the transmission system operator Ukrenergo became the Observer Member in ENTSO-E. Such a status provides for the company's participation in the Regional Group Continental Europe performance, as well as working groups on energy system operation, balancing and protection of networks, modeling of electricity demand, generation performance and development, cybersecurity, RES integration, etc. For 43rd day, Ukraine's power system has been stably operating in trial synchronous mode with the Continental Europe network (ENTSO-E). During the day commercial electricity exports to Poland continued stably at 190 MW. Electricity market performance Day-ahead market (DAM): For April 27, the DAM weighted average settlement price almost did not change and amounted to 2,271.94 UAH/MWh. At the same time, due to a certain decrease of exchange prices in the Eastern European markets, their gap with Ukraine continued to decrease. Prices in the markets of Slovakia, Hungary and Romania were almost equal and 3.1 times higher than the Base DAM price index of Ukraine, while the price spread with the Polish markets was relatively narrower (app. 2.2 times). As for April 27, the total volume of trading on DAM continued to reduce to 14,652.5 MWh (-9.8% vs the previous day), which is the lowest number of DAM for the entire period of Russian military aggression since February 24. At the same time, the volume of sale bids also decreased slightly - to 236,526.6 MWh (-10.1%), thus the surplus on DAM has not changed - the gap with the volume of purchase bids was 16.1 times. The structure of electricity trading on DAM remains relatively stable: only producers sold electricity, and in the structure of purchase about 66.3% belonged to suppliers, 33.5% to system operators, and 0.2% to producers. Intraday market (IDM): On April 26, the weighted average price of electricity on IDM significantly decreased to 1,853.54 UAH/MWh (-21.3% vs the previous day) and for the first time in April dropped below the DAM price (with a significant difference of about 18%). Instead, the volume of trading increased to 159 MWh (+33% vs the previous day); however, this remains one of the lowest IDM indicators in April. Due to a moderate increase in the volume of sale bids - up to 46,225.9 MWh (+13.8%), market surplus decreased slightly, but remained abnormally high - the gap with the volume of purchase bids was 289 times. The structure of trading on IDM is also unstable: as on the DAM, only producers sold electricity, while 83.5% of the purchase structure was occupied by suppliers, and 16.5% by producers. Disruption and resumption of supply According to the Cabinet of Ministers, as of 20:00 on April 26, 868 settlements were disconnected from electricity, a total of 701,700 consumers. During the day, electricity supply was resumed to more than 84,000 consumers. Large-scale power supply disruptions and, consequently, active recovery works were taking place: • in the Luhansk region, according to the Cabinet of Ministers, supplies to 38,000 consumers were resumed during the day; 91,000 consumers were left with no electricity supply; • in the Donetsk region, according to DTEK, supplies to 14 settlements (44,700 consumers) in the Pokrovsk, Bakhmut and Kramatorsk districts were resumed during the day; 234 settlements remained without electricity supply; • in the Kharkiv region, according to the Cabinet of Ministers, supply was resumed to 4,200 consumers; 195,000 consumers were still with no electricity supply; • in the Kyiv region, according to DTEK, supplies to 5,100 consumers were resumed during the day; according to the Cabinet of Ministers as of 20:00 on April 26, 44,800 consumers were left with no electricity supply; • in the Zaporizhzhia region, as of 20:00 on April 26, a total of 22,232 consumers in 78 settlements were without electricity supply; supply to 2,181 consumers was resumed during the day; • in the Mykolaiv region, supplies to 400 consumers were resumed during the day; • in the Kherson region, as of 15:00 on April 26, 86 settlements were left without electricity supply, a total of 52,460 consumers; • there was no up-to-date information on power supply in the Dnipropetrovsk and Sumy regions at the time of the review preparation. Gas Sector: As of April 25, the transit of Russian gas through the territory of Ukraine increased and amounted to 68.8 mcm, which is 16.6 mcm over than the previous day level. These volumes account for much less than the capacity contracted by Gazprom (109 mcm per day). There were no physical imports of gas from the EU that day. About a similar situation with the supply Gazprom informed the Bulgarian company Bulgargaz. The Head of the Presidential Office of Ukraine Andrii Yermak described such actions of Gazprom as "gas blackmail", designed to undermine the unity of European allies in support of Ukraine. The consequences of Russian gas blackmail in the EU for the Ukrainian market would be monitored in the following issues of the review. Disruption and resumption of supply The Donetsk, Luhansk, Zaporizhzhia, Kharkiv, Kyiv, Kherson, and Mykolaiv regions had the most challenging situation in gas supply. According to the Cabinet of Ministers, as of 20:00 on April 26, over 228,000 consumers were left with no gas supply. According to the Kyiv Regional Military Administration, as of April 27, the gas distribution to 108 settlements (102 completely, 6 partially; 93,082 consumer facilities) was restored. In total, 56,293 consumer facilities remained without gas supply; supplies were restored to 4,616 consumers in 3 settlements last night. According to the Zaporizhzhia Regional Military Administration, as of the morning on April 27, almost 65,574 consumers in 83 settlements remained without gas supply. During the day, functioning of the low-pressure distribution gas pipelines damaged earlier in the city of Polohy was restored. In the Luhansk region, the local DSO reported on resumption of gas supply to 68 residents in Lysychansk. At the same time, in general, the situation with gas supply is almost catastrophic: only 6 settlements (45,500 families) have access to gas distribution. There is also a problem with the consumables for repairs, and there are no safety prerequisites for such works. The Mykolaiv Regional Military Administration reported damage to 109 gas infrastructure facilities since the beginning of the war. 1,497 consumers remained without gas supply; restoration works were underway. In the Kherson region, as of April 26, 19,692 consumers (in particular, 5 settlements of the Stanislav community and 16 settlements of the Beryslav district) did not have gas supply. In the Donetsk region, the local DSO reported a tense situation. Lyman, Toretsk, Maryinka, and Avdiivka suffered from shelling. The ability to repair networks was extremely limited due to constant hostilities. In the Kharkiv region, the Regional Military Administration reported on the resumption of gas supply to 260 consumers in Kharkiv over the last few days. In the Sumy region, the local DSO announced the resumption of gas supply to 3,547 households since the beginning of the Russian aggression. The Chernihiv Regional Military Administration Head announced the allocation of a 150 million UAH subvention from the state budget to restore critical infrastructure in the region, including communications. Countermeasures of Ukrainian Companies and Public Authorities The President of Ukraine Volodymyr Zelenskyi on the anniversary of the Chernobyl disaster on April 26 stated that the Russian nuclear technology must be supervised due to threatening behavior of the Russian Federation. The evidence of Russia's irresponsibility is the launch of missiles directly over the Zaporizhzhia, Khmelnytskyi and South Ukraine nuclear power plants. The President reminded that the actions of the Russian occupiers on March 4 also caused a fire at the Zaporizhzhia NPP, which could have catastrophic consequences for the entire continent. At the meeting with the IAEA Director General Rafael Grossi, Volodymyr Zelenskyi stressed that Ukraine expects from the leaders of the world and the IAEA a decisive position and action in response to Russia's nuclear blackmail. In particular, Ukraine proposes: • depriving Russia of disproportionate representation in the IAEA; • ensuring Ukraine’s representation on the IAEA Board of Governors; • providing compensation by Russia for all damages caused to the Ukrainian nuclear facilities; • introduction of a peacekeeping mission to ensure the safety of the Zaporizhzhia NPP and to prevent its transfer under the control of Rosatom. Due to the gas blackmail of Europe by Russia, the Head of the Presidential Office Andrii Yermak stated that such behavior is an “increase in stakes” and an attempt to divide the EU. In such a way, Russia once again proves that energy resources are its weapon. According to Yermak, the EU needs to be united and impose an embargo on energy resources, depriving Russia of energy weapons. At the meeting on April 26, the government allocated 400 million UAH from the reserve fund of the state budget to eliminate the consequences of hostilities in the Kharkiv region and the city of Chernihiv. This amount will be split: 250 million UAH will be used by the Kharkiv Regional Military Administration for inspections of buildings and structures, repair of windows, roofs and coverings, power grids, dismantling of destroyed structures, etc. The government is allocating another 150 million UAH for the reconstruction of the pumping station, transformer substations, restoration of water supply and sewerage in Chernihiv. According to media reports, the National Energy and Utilities Regulatory Commission (NEURC) at the meeting on April 26 obliged universal service suppliers (USS) during the war to provide partial payment for electricity to household-level generation units under feed-in tariff with a two-month deferral, depending on the level of electricity payment by consumers. USS should determine the minimum guaranteed amount of payment according to a special formula, which takes into account the volume of electricity produced, and the tariff for households, adjusted by the percentage of receipts from them as consumers. In turn, the TSO (Ukrenergo) must reimburse 19.5% of the USS tax liabilities on a monthly basis and cover the rest of the USS costs 60 days after the end of martial law. The NEURC also postponed to April 29 the consideration of a draft resolution which, inter alia, proposed to set maximum sales volumes and review price caps in organized segments of the electricity market. The CEO of DTEK Maksym Timchenko told the media in an interview that the company had shares in Russian mines that were pledged to Sberbank and eventually written off as debt obligations. Thus, the company has no assets in Russia. According to media reports, in February this year DTEK Energo restructured its 100 million USD guarantees to Sberbank of Russia, issuing a new guarantee for a maximum 100 million USD.
