ManhattanBoroughPresident's Office PLANFORCONGESTION PRICING Thelaunchof CongestionPricingwill transformNewYorkCity,helpingto reducecongestionand greenhousegasemissionswhile improving streetsafetyandour transitsystem.Successwill dependon ensuringthat the detailsof programdesignand implementation,as well as coordinatedand proactivetransitinvestmentsfrom the Cityand State,arethoughtfuldeployed. TheManhattanBoroughPresident'sOfficeis makingthe following recommendations to the City,StateandTrafficMobilityReviewBoard. IMPLEMENT TWO-WAY TOLLINGAND MAKETOLLSVARIABLE Ratherthantaking a one sizefits all approachto tolling, capturingboth sidesof the trip couldallowfor flexibilityto appropriately toll differenttypesand sizesof vehicles,aswell as encouragetravelduringoff-peakhours. OFFERIMMEDIATEREBATES TOTHOSEWHOAREELIGIBLE In the currentplan,individualswho earnunder$60,000will receivea tax creditat the end of the year.Thosewho qualityshould insteadreceivean immediaterebateso that familieswho earnthe leastaren'tforcedto wait to get their moneyback. DOTMUSTPRODUCEA 2023 STREETS MASTERPLANFOCUSEDON READYING OUR STREETSCAPES FORCONGESTION PRICING Successfulimplementationof congestionpricingwill requirea comprehensivetransitinfrastructureplan.DOTmustproducea 2023 streetsplanfocusedon bus,bike,and pedestrianimprovementsin and aroundthe congestionzone,with particularfocuson improvementsthat will bettersupportand encouragepublictransitand safetyand ensurethe successof the congestionpricing program. IMPLEMENT ALL-DOOR BOARDING ON BUSESCITYWIDE All-doorboarding,whichgenerallyreducesthe time busesspendat stopsby around20%,mustbe in placepriorto congestion pricingin orderto ensurewe havethe bestbussystempossibleto carryadditionalriders. RAISETHE PEDAL-ASSIST CITI BIKECAP DOTshouldraisethe cap(20%)on the numberof pedal-assistbikesallowedto comprisethe Citi Bikesystem.E-bikesare an increasinglypopularand importanttransit modefor NewYorkers,particularlythosewho travel long distancesto andfrom uptown aswell as Brooklyn,the Bronxand Queens. REFORME-COMMERCE AND DELIVERIES E-commerce deliverytruckstoo often illegallyparkedin buslanes,bike lanesandtravel lanes,andfrequentlyusesidewalkspace to sort and distributepackages.Thiscontributesgreatlyto congestion,andwe mustmovemoredeliveriesto smallervehicles, further expandingloadingzones,and strengthenenforcementagainstthe businesspracticesof e-commercecompaniesthat encourageparkingand unloadingin the publicright-of-way. APPOINTA MANHATTANITE TOTHETRAFFICMOBILITYREVIEWBOARD ThoughManhattaniteswill be greatlyimpactedby CongestionPricing,there is no requirementfor thereto be a residentfrom the areain whichthis programwill be implemented.Thisis a highlycomplexprogramthat mustbe designedwith voicesfrom Manhattanat the table.
