Introduce full embargo on russian oil and gas imports! #StopRussianAggression #StandWithUkraine Summary • The enemy specifically attacked critical infrastructure facilities, including 5 railway stations in Central and Western Ukraine, a cogeneration plant in the city of Kremechuk, as well as repeatedly the refineries in Kremechuk and Lysychansk. • Due to the damages to the Kreminska 500 kV substation by the Russian army, all settlements of the Luhansk region suffered from electricity blackout. The public authorities were working on the alternative schemes to reconnect power supply. • Russia has committed another act of nuclear terrorism. Two cruise missiles launched by the Russian troops in the potential direction of Rivne or Zdolbuniv were recorded over the Khmelnytskyi NPP cooling pond. • The exchange prices on the Eastern European electricity markets increased significantly, deepening the gap with the prices in Ukraine (2.2-3.2 times). However, the exports from Ukraine remain limited; even the Minister of Finance was engaged in its promotion. • The Ministry of Economy reviewed the calculated average cost of petroleum and diesel, which increased, with expected growth in marginal retail prices. Attacks: Critical infrastructure was targeted by Russian missiles. In particular, according to the CEO of Ukrzaliznytsia Oleksandr Kamyshin, in just one hours on the morning of April 25, five railway stations in central and western Ukraine were under fire. At least 16 passenger trains will be delayed. Due to damage to traction substations, there was no voltage at several important railway sections. Donetsk region According to the Donetsk Regional Military Administration, last night the occupiers fired along the entire touchline. The settlements of Avdiivka, Ocheretyne and Svitlodarsk communities were under fire. The Avdiivka Coke Plant was again shelled by the multiple rocket launch systems "Grad". Among the killed civilians were two children (5 and 14 years old) from the village of Krasnohorivka of the Ocheretyne community, and three people were killed in the villages of Novoselivka and Novomykhailivka. At the same time, the Operational and Tactical Command "East" reported about the repulse of 1 attack on April 24, as a result of which 100 units of the invader's army were eliminated. Luhansk According to the Luhansk Regional Military Administration Head Serhii region Haidai, on April 24, the cities of Lysychansk, Severodonetsk, Rubizhne, and Hirske suffered the most from the Russian army; three multi-apartment buildings and four private houses have burned down. Also, the Russian troops attacked the Lysychansk refinery for the third time, information on possible consequences was being clarified. Serhii Haidai again called on the residents of the frontline cities of the region to evacuate. The enemy shelling also led to a massive power outage, leaving 7,500 consumers without electricity. Subsequently, it was reported that the enemy had disconnected the 500 kV substation in the city of Kreminna area, leaving the entire Luhansk region without electricity. Authorities were working to put in place an alternative power supply scheme. Kharkiv region The Kharkiv Regional Military Administration reported that, on the Easter holiday night, the Russian troops attacked the districts of Oleksiivka, Saltivka and Pivnichna Saltivka in the city of Kharkiv, as a result - three people were injured. During the day, the Russian invaders fired on the Zolochiv and Chuhuiv districts. According to preliminary data, 11 people were injured and 2 killed in the cities of Kharkiv and Chuhuiv. Also, the Kharkiv Regional Military Administration Head Oleh Syniehubov reported the occupiers created a ‘concentration camp’ in the city of Vovchansk. The General Staff of the Armed Forces of Ukraine reported about the repulse of two attacks in the Izyum direction. At the same time, in the Slobozhanskyi direction, the Russian occupiers continued shelling with artillery and multiple launch rocket systems on the settlements of Kharkiv, Karasivka, Prudyanka, and Korobochkino. Mykolaiv According to the Operational Command "South", there was an increase in region enemy reconnaissance activity, attempts to advance two sabotage and reconnaissance groups were stopped (losses of the aggressor amounted to 50% of the sabotage groups). At the same time, the Ukrainian divisions regained control of 5 more settlements of the Mykolaiv region on the border with the Kherson region. As of April 25, since the beginning of the Russian invasion, 2,801 residential facilities were partially or completely damaged in the Mykolaiv region, most of them (2,047) in the housing stock. Zaporizhzhia According to the Zaporizhzhia Regional Military Administration, 546 region households have been completely destroyed or partially damaged since the beginning of hostilities in the region. In the last 24 hours, there was no information about new damages to residential facilities. The Zaporizhzhia Regional Military Administration spokesman Ivan Arefiev added that the enemy was focusing its efforts in the Huliaipole direction. The Russian troops also concentrated many equipment and personnel on the Velyka Novosilka-Novodarivka-Malynivka front line. The enemy was trying to perform an offensive in the Zaporizhzhia direction, but failed, so the location of forces at the front had not changed. Poltava region On April 24, 9 enemy missiles hit the Kremenchuk cogeneration facility (CHP) and once again the Kremenchuk refinery; as a result, 1 person was killed and 7 people wounded (injuries of varying severity). Buildings were also severely damaged, but all fires were localized. There was no hot water supply in almost all districts of the city due to the shelling on the CHP Rivne region The Rivne Regional Military Administration Head Vitalii Koval reported on the morning of April 25, that the enemy had launched two missiles on the region's railway infrastructure. There were no victims, and damages are being clarified. Vinnytsia The railway infrastructure of the Vinnytsia region was also hit by missiles. The region Vinnytsia Regional Military Administration Head Serhii Borzov reported that attacks in Kozyatyn and Zhmerynka had resulted in casualties and injuries. Dnipropetrovsk On the night of April 25, the enemy fired at the Novolativka community from region multiple launch systems, hitting at the outskirts of the settlement, but without casualties. Nuclear and Radiation Safety: As of 08:00 on April 25, all operating NPPs of Ukraine operate stably, and the radiation, fire and environmental conditions at the station sites and adjacent territories are within the standards. 7 of 15 operating nuclear units are in operation (two each at the Zaporizhzhia, South Ukraine, and Rivne NPPs, and one at the Khmelnytskyi NPP), the other 8 are under maintenance or put in reserve. All NPPs regularly transmit data from station monitoring systems to the IAEA. Chornobyl NPP Exclusion Zone In general, the situation in the Exclusion Zone and at the Chernobyl NPP site has not significantly changed. The remote transmission of data from the station's monitoring system to the IAEA has not yet been resumed. At the same time, according to the State Special Communications Service, satellite communication is connected on the Chornobyl NPP site using Starlink technologies. Zaporizhzhia NPP The situation at the Zaporizhzhia NPP and in the satellite city of Energodar remains unchanged. For the 53rd day in a row, they are under the control of Russian terrorists. ZNPP is serviced by the Ukrainian staff on a regular basis. Formally, the occupiers do not interfere in the operation, but the personnel is forced to coordinate all technical decisions with their military commander. At the same time, nuclear and radiation safety continue to be under threat, as personnel is unable to work and rest normally during the occupation. As of April 25, the radiation background at the ZNPP site remains unchanged at 11 μR/h, and in the sanitary protection zone - 8-12 μR/h. In the Zaporizhzhia region, the gamma background is stable (8-13 μR/h) and does not pose a threat to life and public health. In Energodar, the Russian occupiers exert constant information pressure and misinformation of the local population, as well as continue terror with suuport of their security forces (military, riot police, "cossacks", etc.). At the same time, the city managed to receive about 40 tons of humanitarian aid from Zaporizhzhia - mainly food, medicine, hygiene products and more. In addition, materials and components critical for the operation activities were delivered to the ZNPP site. Khmelnytskyi NPP On April 25, at 08:10, another act of Russia’s nuclear terrorism took place. Two missiles fired by the Russian troops, probably towards the cities of Rivne or Zdolbuniv, were recorded above the Khmelnytskyi NPP cooling reservoir. The Russian military fires cruise and other strategic and tactical missiles at the territory of Ukraine in the most critical proximity to nuclear facilities. Since the beginning of Russia's military aggression, acts of nuclear terrorism have not stopped, and their number is constantly growing. The presence of Russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of Russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by Russia. At the same time, it is critical to minimize Russia's influence on IAEA policies and activities, in particular by removing all Russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear energy of the aggressor country! Electricity Sector: Power system operation Ukraine's power system has been stably operating in trial synchronous mode with the Continental Europe network (ENTSO-E). Commercial electricity exports to Poland continued stably at 190 MW. Bilateral contracts market (BCM): On April 18-22, the Ukrainian Energy Exchange (UEEX) held 14 auctions for the purchase and sale of electricity (12 in specialized sessions, and 2 in commercial ones). Energoatom, Ukrhydroenergo, Guaranteed Buyer, Centerenergo, companies of DTEK group, etc. initiated trading. Energoatom sold 293.14 thousand MWh of base load at three auctions with supplies in May, at prices in the range of 1916.39-1927.83 UAH/MWh. Energoatom's auctions raised considerable interest among market participants, with 18 to 25 companies becoming winners in the auctions. Guaranteed Buyer sold 18.6 thousand MWh of base load at the auction for the sale of "green" electricity with supply in May, at an average price of 1920 UAH/MWh, and 86.96 thousand MWh in block positions of daytime hours, at prices in the range of 2165-2180.55 UAH/MWh. Ukrhydroenergo sold 43.90 thousand MWh of base load and 6.45 thousand MWh of block positions at the prices of 1910.53 and 2300 UAH/MWh, respectively. As of April 18-22, 2.09 million MWh of electricity was sold in the United Power System of Ukraine (UPS). As of April 22, in the UPS zone, the following price indices were formed for the most frequently used types of supply schedules: BASE - 1,860.52 UAH/MWh, BLOCK 1-7,24 - 1,182.45 UAH/MWh, BLOCK 8-23 - 2,149.41 UAH/MWh. Day-ahead market (DAM): For April 25, the DAM weighted average settlement price slightly increased and amounted to 2,324.71 UAH/MWh (+2.5% vs the previous trading day). At the same time, due to a significant increase in exchange prices in the Eastern European markets, their gap with Ukraine has increased significantly. Prices in the markets of Slovakia and Hungary are almost equal and 3.2 times higher than the Base DAM price index of Ukraine, while the price spread with Romanian and Polish markets are relatively narrower (2.6 and 2.2 times, respectively). As of April 25, the total volume of trading on DAM increased by almost a third to 17,194.4 MWh (+31.3% vs the previous day), however, it did not reach the levels of last week (April 18-22), which ranged 20-24,000 MWh. At the same time, the volume of sale bids has not virtually changed - amounting to 267,560.4 MWh (-0.2%), which led to a reduction in DAM surplus - the gap with the volume of purchase bids decreased from 20 to 15.6 times. The structure of trading on DAM remained relatively stable. Only producers sold electricity on DAM, and in the structure of purchase 72.1% belonged to suppliers, 27.7% - to network operators, about 0.2% - to traders and producers. Intraday market (IDM): On April 24, the weighted average price of electricity on IDM slightly decreased to 2,723.64 UAH/MWh (-1.6% vs the previous day). At the same time, trading volumes continued to fall sharply - up to 162.3 MWh (-67.3%), which is the minimum level on IDM in April. Along with the increased volumes of sale bids by almost a third - up to 51,370.5 MWh (+31.8%), market surplus continued to rise drastically - the gap with the volume of purchase bids increased from 79 to 321 times. On April 24, the structure of trading on IDM also significantly changed. As on the DAM, only producers sold electricity, while 92.2% of the purchase structure was occupied by suppliers, 6.4% by producers and 1.4 % by network operators. Disruption and resumption of supply Large-scale power supply disruptions and, consequently, active recovery works were taking place: • in the Kyiv region, specialists continueв to restore power supply in the areas liberated from the Russian occupiers; on April 25, power engineers plan to carry out repairs in 12 settlements of the Bucha district and 7 settlements of the Vyshhorod district; • in the Luhansk region, according to the Regional Military Administration Head Serhii Haidai, due to the damage Russian army did to the Kreminska 500 kV substation, all settlements of the region were disconnected from power supply, the authorities were working on alternative options for supply; • in the Zaporizhzhia region, as of 07:00 on April 25, 43,218 consumers in 122 settlements were without electricity; due to active hostilities in the Polohy district, no repairs were carried out; • in the Mykolaiv region, power supply to 85 settlements (incl. 4 partially) of the Bashtanka and Mykolaiv districts, was suspended; • in the Kherson region, electricity supply to 52,760 citizens in 82 settlements needs to be restored; • there was no up-to-date information on power supply in other regions at the time of the review preparation. Gas Sector: As of April 23, the transit of Russian gas through the territory of Ukraine amounted to 48.1 mcm, which is 10.3 mcm less than the previous day level. These volumes account for less than half of the capacity contracted by Gazprom (109 mcm per day). There were no physical imports of gas from the EU that day. Gas transit through Ukraine (at Sokhranivka and Sudzha interconnection points), mcm Source: GTSOU Disruption and resumption of supply The Donetsk, Luhansk, Zaporizhzhia, Kharkiv, Kyiv, Kherson, and Mykolaiv regions had the most challenging situation in gas supply. According to the Kyiv Regional Military Administration, gas distribution was partially restored to 4 settlements (4,508 consumers). In total, gas supply was restored to 106 settlements (97 completely and 9 partially, 87,237 consumer facilities). Emergency recovery was carried out in 7 settlements. In total, 62,138 consumer facilities remained without gas supply. According to the Zaporizhzhia Regional Military Administration, as of the morning on April 25, almost 65,575 consumers in 83 settlements remained without gas supply. Last night, low and medium- pressure gas pipelines in the cities of Tokmak and Vasylivka were damaged by shelling (some of the damage was repaired by the end of the same day). In addition, on the morning of April 25, in the village of Preobrazhenka of the Polohy district, a medium-pressure inlet gas pipeline was damaged. The Luhansk Regional Military Administration Head Serhii Haidai reported that, as of the morning on April 25, 46 settlements remained with no gas supply (113,604 consumers). There was also information regarding another enemy projectile damaging a gas pipeline in Lysychansk. The Mykolaiv Regional Military Administration reported damage to 101 gas infrastructure facilities since the beginning of the war. 2,022 consumers remained without gas supply; restoration works were underway. In the Kherson region, as of April 24, 19,692 consumers (in particular, 5 settlements of the Stanislav community and 16 settlements of the Beryslav district) did not have gas supply. Operational information on gas supply in the Donetsk, Kharkiv, Sumy and Chernihiv regions was not available at the time of the review preparation. Countermeasures of Ukrainian Companies and Public Authorities The Minister of Finance Serhiy Marchenko announced that the Minister of Finance of Bulgaria Asen Vasilev expressed readiness to include the purchase of Ukrainian electricity to the agenda of Bulgarian government. It is noted that Marchenko discussed the possibility of increasing electricity exports from Ukraine with all European colleagues. The Ministry of Economy revised upwards the calculation of average cost of petroleum and diesel fuel, which serves as the basis for the marginal retail price at filling stations. At the end of April, the average cost of petroleum was 29.55 UAH per liter, of diesel fuel - 33.66 UAH per liter. Thus, the maximum price for “ordinary” petroleum should not exceed 34.10 UAH per liter (+0.23 UAH/l compared to the previous level), for “ordinary” diesel fuel - 38.66 UAH per liter (+1.01 UAH/l). The government has amended the procedure for providing housing benefits and subsidies. According to the published Cabinet of Ministers resolution No.462 of April 19, on the territories where it is impossible to ensure the preparation of payment documents, a special formula will be applied for the calculation of subsidies for April. In addition, on the territories where social security authorities do not have the possibility to consider subsidies applications for the non-heating season, they would be reassigned automatically. The National Energy and Utilities Regulatory Commission announced an open meeting on April 26. The agenda includes, inter alia, the following draft decisions: • assignment of obligations to the universal service suppliers to purchase electricity from households under feed-in tariff for the period of martial law, while the TSO must reimburse 19.5% of such suppliers’ tax liabilities each month (quarter) and cover the remaining costs 45 days after the martial law expiration; • introduction of restrictions on information to be required by the NEURC from the licensees, as well as exemption of energy companies from notification of changes (in management, bank accounts, premises, additional telephone numbers, faxes, e-mails); • resumption of implementation of 2022 investment programs by electricity DSOs, updating them without holding public hearings; • approval of the volumes of doubtful and bad debts of Vinnytsiagaz Zbut, Volyngas Zbut, Sumygaz Zbut to Naftogaz (1.2 billion UAH in total) which are subject to settlement (in fact, write-off), with the auditors opinion by CRESTON UKRAINE LLC (on receivables from gas sales due to failure to adjust volumes to standard conditions) serving as the basis for such operation.
