Now, gas transportation to the Ukrainian consumers and transit to the EU countries is under direct threat from the occupiers. The probability of a nuclear blackmail from the Russian side has increased. The occupied facilities in the Chornobyl Exclusion Zone are fully disconnected from electricity supply, and there will be a real threat of breaching nuclear and radiation safety after the reserve diesel generators will stop functioning. There is still no access to the real-time system of radiation level monitoring at the Chornobyl NPP site and the Zaporizhzhia NPP facilities. The Russian terror against civilian population of cities and towns under attack continues, also given the lack of actions aimed to close the sky over Ukraine (establish a no-fly zone by the allies). Damage to the energy infrastructure also continues to grow. The enemy left a number of Ukrainian settlements without heat supply amid the colder weather. Many cities and towns also do not have electricity, gas and water supply. In this way, the city of Izyum has already been made uninhabitable, and the destruction of Mariupol, Zhytomyr, Chernihiv, Okhtyrka, and a number of other Ukrainian cities where fighting is taking place continues. According to recent figures, over a million consumers remain without heating, about 233,000 consumers without gas supply, more than 723,000 consumers without electricity. As of March 10 morning, Ukraine's power system continued stable Power system operation in an autonomous (isolated) mode for the 15th day in a row. The frequency in the network is maintained at 50 Hz. The Russian operation occupiers continue to destroy energy infrastructure, while repair crews of Ukrenergo and distribution system operators keep restoring damaged power lines and substations to the extent possible. The system fully covers current demand for electricity without forced disconnection of consumers. Radiation safety Chornobyl NPP All facilities of the Chornobyl NPP, including spent nuclear fuel storages, remain under the control of the aggressor's forces. For two consecutive weeks, the ChNPP personnel has been ensuring the safe operation of nuclear facilities without any shifts. Monitoring of nuclear and radiation safety at the Chornobyl site and the territory of the Exclusion Zone is currently impossible, as the Automated Radiation Control System operation has not yet been resumed. Telephone communication with the ChNPP personnel is still lost. There is also no railway and road connection. According to the data received from ChNPP personnel via available communication channels, the radiation level of nuclear facilities is still within standard limits. However, regular technical maintenance and repairs at nuclear facilities have not been delivered since February 24 due to the occupation. After the complete disruption of electricity supply of the ChNPP site on March 9, emergency diesel generators are currently operating to provide electricity to critical security systems and cooling spent nuclear fuel storage facilities (20,000 spent fuel assemblies). However, diesel fuel reserves are available only for 48 hours. According to the Acting CEO of Energoatom Petro Kotin, after the shutdown of diesel generators critical temperatures will be reached in seven days. This situation significantly increases the risk of violations of nuclear and radiation safety. However, restoring electricity supply by Ukrenergo will be possible only after ensuring a safe corridor and permission from the Russian occupiers. At the same time, the available data on radiation safety continues indicating a trend of increased risks. The occupiers continue severely violate the requirements of radiation safety and sanitary regime at the enterprise and in the Exclusion Zone, which leads to the deterioration of the radiation safety. Zaporizhzhia NPP The Zaporizhzhia NPP and the city of Energodar remain under Russian military control for five consecutive days. There are two ZNPP units operating and connected to the network. However, the Zaporizhzhia and South-Donbas 750 kV high-voltage lines remain disconnected from the grid due to damages. The plant personnel continue the emergency repair of the unit 6 transformer. At the same time, operational staff, under psychological and physical pressure from the occupiers, keeps ensuring the safe operation of ZNPP units. Automated systems of radiation control of the NPP, sanitary protection zone, and observation zone operate in normal mode, and no changes in radiation levels have been recorded. The ZNPP website is still offline, so real-time radiation monitoring data is not yet publicly available. The lack of access to monitoring systems has also been officially confirmed by the IAEA. Thus, there is currently no independent monitoring of nuclear and radiation safety directly at the ZNPP site. NSF Neutron Source As of March 9, the situation at the Nuclear Subcritical Facility ‘Neutron Source’ (Kharkiv) remains unchanged: the research facility has been switched into a deep subcritical mode (“long-term shutdown”); the radiation levels have not changed and are within standard limits; the personnel inspects buildings and equipment, and develops measures to fix damages caused by the Russian forces bombing. Attacks: Gas Around 11:00 on 10 March Gas Transmission System Operator of Ukraine Transmission (GTSOU) reported on attempts of the Russian military and the illegal armed System (GTS) groups of so-called "LPR" to enter the territory of compressor stations Objects Novopskov (Luhansk region) and Kupiansk (Kharkiv region) and interfere into the performance of facilities. Such interference poses significant risks to the safety of continuous gas transmission to consumers in Ukraine and Europe, and could lead to a technological disaster in the region. Kharkiv region During the day, the Russian occupying forces attacked the city of Kharkiv and suburbs 74 times with artillery and multiple-launch rocket systems. According to the Regional Military Administration Head Oleh Syniehubov, as of 10:00 on March 10, due to the shelling, a gas pipeline was damaged, 30% of the city residents were left without gas supply. The city of Izyum was rendered completely uninhabitable by the Russian troops: no electricity, heating, water supply, mobile communication, all the infrastructure destroyed. Attempts to evacuate civilians continue. Zhytomyr In the city of Zhytomyr, the Russian troops attacked by air a district heating region company, which provides heat to 30% of the city, also completely destroyed a residential house, reported the mayor Serhii Sukhomlyn. Sumy region The enemy continues to destroy residential quarters of the Sumy region, in particular in Trostianets, Velyka Pysarivka, Sumy, Lebedyn, with bombs having destroyed buildings, damaged power lines, and localities suffered from fire. In the village of Mala Pavlivka, the Russian aviation damaged reservoirs of the Kachanivskiy Gas Processing Plant, with more than 1,700 tons of oil, which was stored in tanks, burned. Chernihiv The Russian army attacked engineering infrastructure of the city of Chernihiv, region in particular electricity and heating networks of the local CHP. As a result, two thirds of the city was left without heating and hot water supply, and some quarters had no water supply. Chernihiv also remained on an autonomous power supply, separate from the power system of Ukraine. Human losses reached 60 dead and 400 wounded, reported the mayor Vladyslav Atroshenko. Luhansk In the Luhansk region, the enemy shelled the cities of Lysychansk, region Severodonetsk, Popasna, Rubizhne and other settlements, damaging infrastructure and networks, resulting in over 16,000 consumers without gas supply, more than 115,000 consumers without electricity, 515 apartment buildings without heating, over 2,000 consumers and parts of Lysychansk, Popasna and Zolote without water supply. Donetsk region The city of Mariupol was under bombardment from air and ground all day. Air strikes destroyed the maternity hospital, the city hospital, the university; many residents remain without electricity, the whole city - without water and heat supply. As of 20:00 on March 9, 311 civilians were reported wounded and 59 killed. Countermeasures of Ukrainian companies: GTSOU appealed to law enforcement agencies, authorized public authorities and Gazprom about interference in the operation of system facilities by the Russian occupation forces and illegal armed groups of the so-called "LPR", which poses high risks to security of gas supply to Europe. The Ministry of Energy addressed the European Commission for support in the emergency shutdown of the Chornobyl Exclusion Zone facilities due to seizure by the Russian troops, and the Verkhovna Rada appealed to the IAEA, the UN, the NATO, the European Parliament, and the European Commission to introduce a no fly (A2/AD) zone over Ukraine as soon as possible. Ukrenergo stated it did not need any ‘assistance’ from Belarus in repairing the damaged high-voltage lines of the Chornobyl NPP site, and considered the relevant reports a provocation. The company demands a ceasefire and the admission of repair crews to restore high-voltage lines. Disruption of supply: Gas The occupants targeted critical infrastructure for gas transmission to the EU. GTSOU reported attempts to interfere in the operation of gas system facilities, which could lead to a technological catastrophe in the region. In addition, according to GTSOU as of 14:00 on March 9, 32 of 1,389 gas distribution stations (GDS) remain offline in the Donetsk, Zaporizhzhia, Kyiv, Luhansk, Mykolaiv, Kharkiv and Kherson regions. During the day, one GDS in the Kherson region resumed operation. According to the Ministry of Energy as of 18:00 on March 9, about 233,000 consumers in Ukraine are left without gas supply. The most difficult situation is recorded in the Donetsk, Chernihiv, Zaporizhzhia, Kyiv, and Mykolaiv regions. Within 24 hours, gas supply was restored for more than 6,500 consumers. At the same time, the Vice Prime Minister for the Reintegration of the Temporarily Occupied Territories of Ukraine Iryna Vereshchuk said that Ukraine demands the admission of special equipment and repair crews to eliminate damage of the Donetsk-Mariupol main gas pipeline. According to her, over a million people were left without heating in the cities of Mariupol, Berdyansk and others. According to the Kharkiv Regional Military Administration Head Oleh Syniehubov, the night shelling of the city of Kharkiv damaged a gas pipeline, which led to a large-scale fire and disconnection of 30% of the city from gas supply. The shelling also damaged the building and vehicles of Kharkivgaz emergency service in the town of Lyubotyn, leaving 800 households without gas. During the day, gas supply was restored to 588 families in the Kharkiv region. A third of Chernihiv was left without gas supply as a result of shelling by the Russian occupiers. In total, more than 60 damages to gas networks have been recorded in the Chernihiv region, leaving over 11,000 consumers without gas (the worst situation in Kyinka and Staryi Bilous). During the day, gas supplies were restored to more than 3,200 households: two multi-apartment buildings and 3,000 private households. Damage to gas networks caused by constant bombing is being eliminated in the Donetsk region. Specific areas of repair works are not disclosed for safety considerations. In the Luhansk region, gas supply was restored for 24 buildings, as well as in Zolote and Hirske settlements. In the Kyiv region, gas supply remains suspended in 37 localities. In the Mykolaiv region, as of March 10, gas supply was restored to 6,436 consumers in the city of Voznesensk, the villages of Poligon, Myshkovo-Pogorilove, Kalynivka, and Horokhivka. In the Kherson region, due to the destruction of the main gas regulating point, since February 26 there is no gas supply to over 19,000 consumers in the cities of Oleshky, Hola Prystan and nearby settlements. Electricity According to the Ministry of Energy, as of 18:00 on March 9, over 1,250 settlements and about 11,000 transformer substations in Ukraine (more than 723,000 consumers in total) were without electricity supply (completely or partially) due to damage caused by hostilities. Large-scale disconnections and, accordingly, active recovery works are taking place: • in the Donetsk region, the situation remains the most difficult - more than 235,000 consumers without electricity, Mariupol is completely disconnected; • in the Zaporizhzhia region, the situation remained almost unchanged during the day - 51,500 consumers remain without electricity supply; • in the Luhansk region, 27 settlements were completely offline, 11 - partially; with 115,461 consumers without electricity and 746 substations disconnected; • in the Kyiv region, on March 9, power supply was restored for 2,000 households in 5 settlements of the Brovary and Makariv districts; 446 settlements of the region remain without electricity; • in the Sumy region, according to the Regional Military Administration, the infrastructure of Okhtyrka was completely destroyed, the town of Velyka Pisarivka was again disconnected; • in the Chernihiv region, 235 settlements and 7876 consumers in the city of Chernihiv remain without electricity supply; • in the Zhytomyr region, as a result of air strike, the call center and servers of Zhytomyroblenergo were damaged, supply to the settlements of the Malyn district and the city of Zhytomyr was resumed during the day; • in the Kherson region, the resumption of supply continues in Nova Kakhovka, Oleshky and Kherson, 16 settlements remain without electricity.
