Muftadeul Islam (RA 21704231), Mohammad Shanjid Rahman Shaheen (ASCA 21704468), Sohalur Rahman Mazumdar (ASCA 21700864) in 2 days. On First day (01 September, 2021) 3 auditors on first day and 2 on the second day. The team verified the facility’s operations against the amfori BSCI Code of Conduct and local legislative requirements. Location: Tetlabo, Word No-3, Parabo, Rupganj, Narayanganj-1460. The total land area occupied by the facility is about 1118554 square feet, production area is about 201109 square feet and warehouse area is about 48700 square feet. Manpower: There are total 1220 employees working in the facility amongst them 212 are male and 587 are female employee. Amongst this total number 704 are directly engaged with production. Factory has 95 non-production employees Production capacity of the audited facility is 360 tons per month. The facility has started its operations at this existing location since 2007. The main product manufactured by the facility is Terry Towel. The main production processes are yarn dyeing > warping > sizing > weaving > dyeing > printing > washing > cutting > stitching > finishing. The structural details is as follows: Building # 1: (Two Storied Steel Structured Shed Building with a Basement Floor) Basement Floor: Chemical Store & Gray Fabric Store. Ground Floor: Sizing Section, Warping Section, Weaving Section, Dyeing Section and only Printing Section using as combine facilities, Boiler 1st Floor: Cutting Section, stitching Section, Finishing Section, Packing Section, Finished Goods Area, Sample Section, Lab Section, Training Section & Office. Building # 2: One Storied: Ground Floor: Compressor, Boiler & Generator Building # 3: (Three Storied) Ground Floor: Chemical Store & General Workshop 1st Floor: General Store & Staff Dining. 2nd Floor: Workers Dining Building # 4: (One Storied) Ground Floor: ETP Building Building # 5: (One Storied) Ground Floor: Medical Center 2nd Floor: Childcare room and Fire control room Building # 7: (Three Storied) Ground Floor: Office 1st Floor: Office, Showroom 2nd Floor: Office Building 8 to 13: Another sister concern company (under same management and same owner) Working Hours: Their normal working hour is 09:00 am to 06:00 pm but only stitching, finishing, HR, Admin and management work in this time (General Shift) rest of the departments (Weaving section, sizing section, dyeing section, Sample section, Security section, packing section) has three shifts from 06:00 am to 02:00 pm, 02:00 pm to 10:00 pm and 10:00 pm to 06:00 am. with including 01-hour Interval for rest or meal in each shift. The factory uses electronic time card for recording daily attendance. Friday is their weekly holiday. Employees receive wages by monthly basis in local currency. Employees work regularly 48 hours/ week. Wages: Employees receive wages by monthly basis through workers bank account in local currency (BDT) as per minimum wage gazette declared by the Govt. Payments are made within 7 working days after completion of month. Opening meeting: 01st September, 2021 Auditors: Mr. Md. It was also communicated that worker will be interviewed in private, detailed document checking and a payroll record review shall be carried out. A visit of the plant, with permission for photography was requested. Confidentiality of all information was guaranteed by the auditor. The management team permitted to carry out the whole process as per the client’s requirement. Documentation: Certificate of Incorporation: C-65400(2892)/07. Factory license: 14712/Narayanganj and found valid till 30th June, 2022. Trade license: 2020-00431, issued by Narayanganj City Corporation and found valid till 30th June, 2022. Fire license: DD/Dhaka/22178/2010 and found valid till 30th June, 2022. Environmental clearance certificate: Clearance No. 21-58718; Valid till 14 May 2022. Drinking water test: they tested their drinking water on 03 May, 2021 from Department of Public Health Engineering. Waste water test report: 27th June 2021 from Bureau Veritas. Generator permission: CPP-0139 and found expired on 6th July, 2021; however, they applied to the concern authority on 29th June, 2021. Building occupancy certificate: Tai Mu/pro. B/2013/955/ Building stability certificate: From ACCORD-11595 Government Waivers, if any: There are no waivers and hence not applicable Mr. Md. Ruhul Alam Sharif – General Manager Compliance is the person in charge of developing social procedures and for compliance with the amfori BSCI code. The factory has translated amfori BSCI Code in local language and posted. Documents & Payroll Review: 40 permanent employees were selected for interviews from different production processes. Among them 28 were male and 12 were female. Facility provided last 12 months payroll records and time cards from which the month of July 2021 (Recent paid month), February 2021 (random paid month) and October 2020 (random paid month) were reviewed. Moreover, attendance register, production records, garments inspection report and broken needle register were reviewed by the auditors. Moreover, daily hourly and monthly production records, towel inspection report and accessories receiving and distribution records were reviewed by the auditors. Health and Safety Tour: All areas of the factory were visited during the plant tour. There is another sister concern company (under same management and same owner) is located in a same area. Auditor had a short health and safety tour to all those units and found different employees working there holding there won ID cards and there was no co-mingling of employees. Healthy and safe working environment was found on all those factories. A closing meeting was held to discuss with auditee representatives regarding various issues observed during the audit and signed the onsite Findings Report and agreed to take corrective actions and prepare / upload the remediation plan in Platform. As factory management was comfortable in English language, auditor did not use local language in the findings report. However, some issues have been identified and discussed in relevant sections. [As per amfori BSCI CoC] Through documents review and interview with the management it was noted that the factory management has developed supplier selection policy and procedure. They have distributed amfori BSCI code of conduct and terms of implementation to all the suppliers. But proper monitoring was not ensured for all suppliers. Proper grievance mechanism for the suppliers was absent. Besides, the suppliers were not made aware of the producers’ expectations of safety concerning Covid-19. PA 2: Workers Involvement and Protection During the audit it was observed through sampled workers interview that around 20% workers found not well aware about their legal rights and responsibilities, their entitlement of leave in a year, benefit for long term service, annual leave settlement, maternity benefit etc. PA 5: Fair Remuneration Although the factory has estimated the living standard in the region but gap was not identified in the process. So, determination of potential gap between present local minimum wage and living wage was not assessed properly and still there is no action plan to meet fill the gaps. Noted that living wages of the region is BDT 13,630 (approx.) as per the Global Living Wage Coalition (GLWC). [As per amfori BSCI CoC] PA 7: Occupational Health and Safety Through current assessment it was noted that, although the factory has developed a comprehensive occupational health and safety system but some lacking was identified. Through documents review as well as interview with management, it was noted that through the factory has assessed the risk but did not cover fork lift, smoking zone, transport facility, vehicle movement, child care room etc. Through documents review as well as interview it was noted that though the factory has a practice to record all kinds of injury or accidents but no satisfactory procedure found for investigation of individual accident and injury. Through documents review and management interview it was identified that certificate/permission from BERC (Bangladesh Energy Regulatory Commission) for electricity generation from Captive Power plant found expired on 06 July 2021. However, factory has applied to the authority on 29 June 2021. The factory is providing three buses for the transportation of the employees. But the required legal documents like, driving license, route permit, fitness certificates, cylinder test records of the vehicles were not properly maintained.
