In general, as of May 7, almost 670,000 consumers did not have access to electricity supply in Ukraine, and over 217,000 consumers did not have gas supply. • The Kyiv City Prosecutor's Office arrested 3 million UAH on the accounts of Rosatom Eastern Europe LLC. The investigation suspects the company's involvement in making decisions that could threaten national security. • Over 40 Ukrainian environmental NGOs addressed the international institutions urging to recognize Russia as a nuclear terrorist state and impose sanctions on Rosatom. • The government is negotiating with the EU to provide Ukraine with "green corridors" for fuel supply through the ports of Gdansk, Gdynia, Constanța, Świnoujście, and Burgas. Attacks: Donetsk region In the last 24 hours, 19 settlements of the Donetsk region, including Mariupol, Bakhmut, Avdiivka and Kostiantynivka were shelled from aircraft, multiple launch rocket systems "Smerch”, tanks and heavy artillery, with 4 civilians killed and 10 injured, as the National Police reported. The shelling damaged at least 85 residential facilities, homes, factories, schools, and utilities. According to the General Staff of the Armed Forces of Ukraine, the enemy continued to block Ukrainian units in the city of Mariupol (Azovstal Iron & Steel Works), and with the support of tanks and artillery resumed assault operations. According to the Deputy Prime Minister Iryna Vereshchuk, as of May 7, all women, children and the elderly have been evacuated from the Azovstal Iron & Steel Works. Authorities were working with international organizations to evacuate wounded soldiers and medics, reported the President of Ukraine Volodymyr Zelenskyi. Luhansk According to the Luhansk Regional Military Administration Head Serhii region Haidai, all free settlements of the Luhansk region were ‘hot spots’. On May 7, the Russian occupiers dropped a powerful air bomb on a school in the village of Bilohorivka, where 90 people were hiding from the shelling. 30 people were evacuated from the rubble, 7 of them were injured, the other 60 most likely died (dismantling of the rubble continued). Due to Russian attacks in the village of Shypylivka, a residential building was destroyed, 11 people were trapped under rubble. 9 houses were damaged in Severodonetsk, 4 in Rubizhne and 2 in Lysychansk. The occupiers fired on the city of Pryvillia with multiple rocket launch systems "Grad" and “Uragan”, with two children killed. Also, in the morning of May 8, the occupiers fired on the city of Lysychansk, as a result 200 kV power line was damaged, which led to power disconnection of Lysychansk and Severodonetsk. Kharkiv region The Russian troops continued to attack civilians, reported the Kharkiv Regional Military Administration Head Oleh Syniehubov. On May 7, the enemy fired on the settlements of Chuhuiv, Zolochiv and Krasnograd communities, with damage to private buildings and infrastructure facilities; so far, 1 person was reported killed. From the occupied village of Ruski Tyshky emergency medical units managed to take three wounded civilians to the city of Kharkiv. As a result of the offensive operations of the Armed Forces of Ukraine, the enemy lost control over the settlement of Tsyrkuny. Analysts of the Institute for the Study of War (USA) considered that Ukraine's counter-offensive northeast of Kharkiv was making significant progress and is likely to advance to the Russian border in the coming days or weeks. Sumy region In the afternoon of May 7, the Russian aircraft twice fired missiles and bombs on the territory of the region, as the State Border Guard Service of Ukraine reported. The shelling took place in the Yunakivka area at a distance of about 20 km from each other. During one of the attacks, the enemy fired not only on Ukrainian but also on its own (Russian) territory. Odesa region According to the Operational Command "South", during the day the Russian military launched 6 missile strikes on the city of Odesa and 4 on the territory of the region. As a result of the shelling, a furniture industrial facility and residential buildings were destroyed. Two missiles once again damaged the runway and destroyed the flight control of the Odesa airport, and no one was injured. Mykolaiv According to the Operational Command "South", during the day 4 cruise region missiles attacked the region, the city of Mykolaiv and suburbs were attacked three times from multiple rocket launch systems "Smerch", and there were victims reported. According to the Mykolaiv Regional Military Administration, as of May 8, since the beginning of the Russian invasion, 3,148 residential facilities were partially or completely damaged in the region, in particular 2,234 facilities of housing stock, 260 electricity, 132 gas, 53 heat and 10 water supply facilities. The mayor of Mykolaiv Oleksandr Sienkevych reported that, on May 8, technical water supply for household needs would begin in separate areas of the city, and on May 9, water supply measures across the whole city would start. Kherson region On the morning of May 7, the Russian armed forces attacked with artillery on the city of Hola Prystan in the Skadovsk district, damaging residential buildings and a gas pipeline, and injured at least four residents, as the Kherson Regional Prosecutor's Office reported. Due to the fighting in the region, hectares of forest plantations were burning, in particular, the fire engulfed the forests near the villages of Heroyske and Ivanivka. The Russia's military was forcibly banning locals from eliminating the fires, threatening both natural ecosystems and people’s lives. Zaporizhzhia On May 7, at about 21:00, the Russian troops attacked the city of Orikhiv, region damaging the hospital facilities and a low-pressure gas pipeline, as the Zaporizhzhia Regional Military Administration reported. In addition, as a result of the shelling, 290 consumers were left without electricity supply in the villages of Novopokrivka and Chystopillia. In the occupied city of Melitopol, the occupiers robbed and exported to the Crimea products and equipment from a facility for the production of aluminum and cast iron utensils. Also, by May 9, the occupiers were deceitfully trying to create a "picture" of the celebrations: in particular, in the city of Energodar, took IDs from the locals and promised to give away exactly on May 9 in defined places; in the city of Kamianka-Dniprovska, forced the residents to arrive at work and take part in a “parade”. Nuclear and Radiation Safety: As of May 8, all operating NPPs of Ukraine are operating normally, and the radiation, fire and environmental conditions at the station sites and adjacent territories are within the standards. 7 out of 15 nuclear units were in operation (two each at Zaporizhzhia, South Ukraine and Rivne and one at Khmelnytskyi NPP), the other 8 were under maintenance or put in reserve. In connection with Russia's acts of nuclear terrorist, the Kyiv City Prosecutor's Office seized 3 million UAH on the accounts of Rosatom Eastern Europe LLC, which operated in Kyiv. As noted, the structure belongs to Rosatom's subsidiary and is controlled by the Russian government. The investigation suspects the company's involvement in making decisions that could threaten Ukraine's national security. The seized funds were transferred to the National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (Asset Recovery and Management Agency). Chornobyl NPP Exclusion Zone According to Energoatom, one of the flasks with radioactive material stolen during the Russian occupation of the Chornobyl NPP site was found in Bucha. A local resident discovered a strange find in his own house after the occupiers were there, and called sappers. The flask was removed and handed over to a hazardous waste disposal company. Zaporizhzhia NPP The Zaporizhzhia NPP and the satellite city of Energodar have been under the control of Russian terrorists for more than two months, suffering constant physical, psychological and informational pressure on the station's employees and residents. The ZNPP power units are serviced by Ukrainian personnel with proper rotation, but the nuclear and radiation safety of the plant is under constant threat. As of May 8, the radiation background on the territory of the ZNPP industrial site and the sanitary protection zone of the station remains within the standards, the gamma background in the region was 6-13 μR/h. According to the Zaporizhia Regional Military Administration, before May 9, the Russian occupiers continued to loot industrial facilities and terrorize the local population. In Energodar, the Russians were taking away identification documents from the locals, promising to give them away on May 9 - with the aim that a large number of Ukrainians would gather in one place and create the necessary "picture" for Russian TV channels. The occupiers call their "parade" in the city an "Immortal Regiment" action. Over 40 Ukrainian environmental NGOs have called on international institutions to recognize Russia as a nuclear terrorist state and impose sanctions on Rosatom. The appeal is addressed to the United Nations, the Government of the United States, the European Commission, the European Parliament, the Council of Europe, the International Atomic Energy Agency (IAEA), the Nuclear Energy Agency of the Organization for Economic Co-operation and Development, and the Organization for Security and Co-operation in Europe. The authors of the appeal, in particular, suggest: 1. Recognize Russia as a nuclear terrorist state and terminate its right to the privileges as the IAEA member. 2. Amend the IAEA Charter to restrict access to information and holding office for the aggressor country as a member of the IAEA, regardless of the share of financial participation in the Agency. 3. Dismiss persons connected with the Russian Federation and working in the IAEA as those who pose a threat to nuclear security and are agents of the nuclear terrorist country, including the Deputy Director General of the IAEA Mikhail Chudakov. 4. Impose severe sanctions on Rosatom and its subsidiaries, and their management. The presence of Russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of Russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by Russia. At the same time, it is critical to minimize Russia's influence on IAEA policies and activities, in particular by removing all Russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear industry of the aggressor country! Electricity Sector: Power system operation For the 54th day already, Ukraine's power system has been stably operating in trial synchronous mode with the Continental Europe network (ENTSO-E). Commercial exports of electricity to Poland via the Dobrotvirska TPP - Zamosc transmission line remained at the maximum level (210 MW) during the day. Electricity consumption in the power system remains stable during the week. Electricity market performance Day-ahead market (DAM): For May 8, the DAM weighted average settlement price has decreased to 2,153.27 UAH/MWh (-2.5% vs the previous trading day). Decline of exchange prices in the Eastern European markets led to reduction of the gap with Ukraine. Prices in the markets of Romania, Slovakia and Hungary were app. 2.4 times higher than the Base DAM price index of Ukraine, while the price spread with the Polish market has decreased to 1.7 times. The total volume of trading on DAM continued to decrease and, as of May 8, amounted to 17,295 UAH/MWh (-11.3% vs the previous trading day). At the same time, for the recent 14 days, there is a clear trend of supply reduction. During this time, the volume of sale bids decreased more than 3 times from 268 to 81,899.3 MWh (-0.65% vs the previous day), and market surplus - the gap with the volume of purchase bids - decreased to 4.7 times. The structure of electricity purchase on DAM practically has not changed: 86.3% belonged to suppliers, 13.5% to system operators, 0.2% to traders and producers. Intraday market (IDM): On May 7, the weighted average price of electricity on IDM continued to decrease, reaching 2,729.05 UAH/MWh (-2.4% vs the previous day). At the same time, the total volume of trading also continued to decrease up to 211.6 MWh (-30% vs the previous day). At the same time, the relatively high supply at 34,994 MWh (+3.8%) maintained a significant market surplus - the gap with the volume of purchase bids increased from 111 to 165 times. The structure of purchase on IDM has undergone minor changes: 98% was occupied by suppliers, 2% by network operators. Disruption and resumption of supply According to the Cabinet of Ministers, as of May 7, 789 settlements were disconnected from electricity, a total of almost 670,000 consumers. During the day, electricity supply was resumed to app. 42,700 consumers. Large-scale power supply disruptions and, consequently, active recovery works were taking place: • in the Donetsk region, according to DTEK, supplies to 3,400 consumers in 10 settlements of the Kramatorsk and Bakhmut regions were resumed during day; 272 settlements remained without electricity supply (according to the Cabinet of Ministers, over 322,000 consumers); • in the Luhansk region, according to the Cabinet of Ministers, supplies to 30,000 consumers were resumed during the day; 92,700 consumers were left without electricity supply; according to the Regional Military Administration, on May 8, due to active hostilities, a 200 kV line was damaged, cities of Lysychansk and Severodonetsk were left without power supply; • in the Kharkiv region, according to the Cabinet of Ministers, supply was resumed to 3,000 consumers during the day; 164,000 consumers were still with no electricity supply; • in the Kyiv region, according to DTEK, supply to 854 consumers was resumed during the day; 9,900 consumers in 12 settlements were left without electricity supply; • in the Zaporizhzhia region, as of 07:00 on May 8, 21,600 consumers in 73 settlements were left without electricity supply; supply to 50 consumers was resumed during the day; • in the Sumy region, according to the Cabinet of Ministers, supply for 100 consumers was resumed during the day; • in the Kherson region, according to the Cabinet of Ministers, supply for 100 consumers was resumed during the day; • there was no up-to-date information on power supply in the Mykolaiv, Chernihiv and Dnipropetrovsk regions at the time of the review preparation. Gas Sector: As of May 6, the transit of Russian gas through the territory of Ukraine almost didn’t change as compared to the previous day level and amounted to 98.3 mcm. These volumes still account for less than the capacity contracted by Gazprom (109 mcm per day). Physical imports of gas from the EU were reported from the Hermanowice interconnection point (virtual interconnection point "Ukraine- Poland") at 0.2 mcm and also from the Beregdaroc interconnection point (virtual interconnection point “Bereg”) at 0.5 mcm. Gas transit through Ukraine (at Sokhranivka and Sudzha interconnection points), mcm Source: GTSOU Natural gas market functioning On May 7, no gas trading operations were made at the Ukrainian Interbank Currency Exchange. As of May 8, marginal gas prices - calculated based on GTSOU operations on the short-term market at the Ukrainian Energy Exchange - didn't change since May 2 and amounted to 27,945 UAH/tcm for sale and 34,155 UAH/tcm for purchase. The marginal gas price is an indicator used to calculate the payment for imbalances of market participants. In case of a positive imbalance, the sale price is applied; in case of a negative one - the purchase price. Disruption and resumption of supply The Donetsk, Luhansk, Zaporizhzhia, Kharkiv, Kyiv, Kherson, and Mykolaiv regions had the most challenging situation in gas supply. According to the Cabinet of Ministers, as of 20:00 on May 7, gas supply was restored to 2,500 consumers; over 217,000 consumers were left with no gas supply. According to the Kyiv Regional Military Administration, gas supply was restored in 119 settlements (117 completely and 2 partially; in total, 132,980 consumer facilities). In the city of Irpin, gas supply was restored by 62%. Restoration works continued in the village of Moshchun; in the village of Pochepyn, only 15 consumer facilities remained without gas supply as demining continued. In the Donetsk region, destruction, cuts, and rupture of distribution networks of various diameters with a total length of over 1 km were recorded due to the enemy shelling. On May 7, another 3,578 consumers were left without gas supply. At the same time, gas supply was restored to 2,008 consumers within the last week. It was possible to prevent disconnection of 107 households due to prompt repairs. In the Luhansk region, only 6 settlements had gas supply (3 completely and 3 partially; 45,375 consumers). According to the Zaporizhzhia Regional Military Administration, as of the morning on May 8, the situation almost didn’t change: 68,711 consumers in 87 settlements remained without gas supply. A low-pressure inlet pipeline in the city of Orikhiv was damaged last night by the shelling. At the same time, in Orikhiv, damage to another low-pressure distribution pipeline received earlier due to shelling was fixed. The Mykolaiv Regional Military Administration reported that, as of May 8, the number of damaged infrastructure facilities amounted to 132, and 2,217 consumers remained without gas supply. Restoration works were underway. The Kharkiv Regional Military Administration Head Oleh Syniehubov reported that gas supply was being resumed fast in the liberated settlements of the region. In the Kherson region, as of May 7, the Velyka Oleksandrivka, Vysokopillia, Mylove, Novovorontsovka, Nova Oleksandrivka, Novoraysk, and Tyagynka communities remained without gas supply. The Novomykolaivka community partially remained without gas supply. Operational information on gas supply in the Chernihiv and Sumy regions was not available at the time of the review preparation. Countermeasures of Ukrainian Companies and Public Authorities The President of Ukraine Volodymyr Zelenskyi held a meeting on fuel supply and the state budget implementation. The First Deputy Prime Minister - the Minister of Economy Yulia Svyrydenko noted that one of the reasons for fuel deficit was that logistical infrastructure in the EU was not ready to supply larger volumes. At the same time, the government is negotiating with the EU to provide Ukraine with "green corridors" for fuel supply through the ports of Eastern Europe: Gdansk, Gdynia, Constanța, Świnoujście, Burgas. The government approved the strategic directions of state-owned banks for the period of martial law and post-war economic recovery. The main funding priorities are the agricultural sector, businesses affected by the Russian aggression, the food industry, as well as funding for the reconstruction and development of transport, social and critical infrastructure.
