Attacks: Donetsk region In the last 24 hours, 9 settlements of the Donetsk region, including Mariupol, Kramatorsk, Avdiivka and Toretsk were shelled from aircraft, multiple launch rocket systems "Grad”, tanks and heavy artillery, with 1 civilian killed and 25 injured, as the National Police reported. The shelling damaged at least 93 civilian facilities, including residential homes, factories, educational and medical facilities, and utilities. In the occupied settlements of the Donetsk region, the Russian invaders began to replace the entrance signs in Ukrainian and English to ones in Russian. According to the General Staff of the Armed Forces of Ukraine, the enemy continued to block Ukrainian units in the city of Mariupol (Azovstal Iron & Steel Works), and with the support of aircraft resumed assault operations to take control of the facility. The UK Ministry of Defense believes that the resumption of efforts to seize the Azovstal Iron & Steel Works is connected with the upcoming celebrations of the Victory Day on May 9 and Putin's desire to achieve a symbolic "success" in Ukraine. On May 5, Ukraine, with the support of the United Nations, was able to conduct the next stage of the operation to evacuate civilians from Mariupol and the Azovstal Iron & Steel Works. The next stage was scheduled for May 6. Luhansk During the day, the Russian troops opened fire 16 times on residential region facilities in the city of Severodonetsk, destroyed one of the last gas stations in the Luhansk region and hit the Azot chemical industry facility, reported the Luhansk Regional Military Administration Head Serhii Haidai. Due to the burning of railroad ties and grass around the facility, there was a threat for industrial tanks, but rescuers managed to eliminate it in time. In Severodonetsk, 12 residential buildings, an electricity substation, a complex of commercial buildings were destroyed, and 2 people were killed. Destructions were also recorded in the cities of Rubizhne (7 houses), Novodruzhesk (2 houses), Lysychansk, Orikhove, Hirske and Popasna. Haidai reported that the Russian military were deliberately destroying the fuel infrastructure of the Luhansk region, as there were no surviving gas stations and fuel depots in the region, and a mortal threat for fuel transportation. Kharkiv region On May 5, in the city of Kharkiv, due to the Russians shelling, a large fire broke out in an area of 800 m2, covering 27 garages and 3 cars, as the State Emergency Service of Ukraine reported. In total, for the day, rescuers eliminated 13 fires caused by hostilities. The Commander-in-Chief of the Armed Forces of Ukraine, General Valerii Zaluzhnyi announced that the Ukrainian Defense Forces started some counter-offensive actions in the Kharkiv and Izyum areas. The Russian troops continued to actively shell the city of Derhachi and villages of the community, reported the Derhachi community head Vyacheslav Zadorenko. Many private houses, shops and businesses were destroyed; the community's farms were destroyed or robbed by the Russians, so there would be no sowing campaign this year. In addition, there was no gas supply in the community - the damaged section of a gas pipeline was located on the territory where hostilities were underway. Odesa region According to the Operational Command "South", in the Bilhorod-Dnistrovskyi district, air defense forces shot down a missile, which the Russian military was trying to fire on the infrastructure of the region. The missile wreckage fell on the auxiliary building of the infrastructure facility, and no one was injured. Mykolaiv According to the Mykolaiv Regional Military Administration, as of May 6, since region the beginning of the Russian invasion, 3,086 residentail facilities were partially or completely damaged in the region, in particular 2,198 facilities of housing stock, 254 electricity, 130 gas, 52 heat and 8 water supply facilities. According to the Operational Command "South", in the Mykolaiv region, the enemy shelled from multiple launch rocket systems "Tornado" and struck with the missile of "Moskit" type, with 5 civilians injured. Due to the shelling, a fire broke out on coniferous flooring and forest plantations in the Balabanivskyi forest area. Kherson region According to the Operational Command "South", in the temporarily occupied territories of the Kherson region, the Russian army continued to introduce the occupying authorities and steal the reserves of agricultural products. At the same time, the occupiers accused the Ukrainian authorities of creating a humanitarian disaster. According to the Zaporizhzhia Regional Military Administration, as of May 6, Zaporizhzhia 747 households were completely destroyed or partially damaged in the region region. As a result of the shelling in the city of Huliaipole, the premises of a kindergarten were on fire, as well as the residential facilities in the cities of Orikhiv and Polohy and in the village of Bilohirya, a library and a culture club were damaged. Due to the fighting, new damages occurred to power grids in the city of Polohy, with 2,835 consumers left without electricity supply, and there were also isolated outages in the city of Zaporizhzhia. In the village of Chernihivka, the occupiers were forcing residents to fill out a land ownership document, and threatening to seize land that would not be listed. In the village of Mykhailivka, the occupiers were introducing own temporary "tax system" for entrepreneurs according to their own rules. Dnipropetrovsk According to the Dnipropetrovsk Regional Military Administration Head region Valentyn Reznichenko, on the night of May 6, the Russian troops fired on the settlements of the Kryvyi Rih and Synelnykove districts, with no casualties reported. Damage to the The fighting had significantly worsened the statistics of forest fires, as the environment Ministry of Environmental Protection and Natural Resources reported. To date, 191 forest fires have been recorded in Ukraine on a total area of 1,754 hectares, which is three times more than in the same period of 2021, with 16 times increase of the average area. In the Kyiv region, fires were recorded in the Potashnya (30 ha) and Myrcha (about 1 ha) forestries. Elimination of fires was complicated due to the mined territory. In the Kherson region, fires were recorded in the Heroiske (70 ha) and Ivanivka (60 ha) forestries. The fire engulfed the base of the Kinburn Spit, which is part of the Black Sea Biosphere Reserve and has a UNESCO certificate. The Russians did not allow forest guards to access fires, as a result of which fireі destroyed entire ecosystems. Heavy fighting continued in the Donetsk region near the cities of Lyman and Sviatohirsk, which are surrounded by the Svyati Hory National Park, where hectares of forests and other ecosystems were burning. So far, the damage caused by fires in the protected areas of the Donetsk and Kherson regions could be estimated at 30 billion UAH minimum. Nuclear and Radiation Safety: As of 08:00 on May 6, all operating NPPs of Ukraine are operating normally, and the radiation, fire and environmental conditions at the station sites and adjacent territories are within the standards. 7 out of 15 nuclear units were in operation (two each at Zaporizhzhia, South Ukraine and Rivne and one at Khmelnytskyi NPP), the other 8 were under maintenance or put in reserve. All NPPs regularly transmit data from station monitoring systems to the IAEA. Chornobyl NPP Exclusion Zone The State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) justified the suspension of a number of licenses for activities in the field of nuclear energy in the Exclusion Zone due to the lack of proper conditions for the normal operation of enterprises due to the long Russian occupation of the territory. In particular, there are no safe ways for personnel to access the facilities (destroyed bridges, roads, not eliminated the threat of mines in the Exclusion Zone), disrupted logistical routes for delivery of equipment, spare parts, materials and products for life support. In addition, according to the licensees, the destruction and theft of computer, office and server equipment, databases and measuring equipment was recorded at facilities and offices. Given the current situation, the regulator asked licensees to develop plans for inspections on the facilities safety, and define priority measures to restore safety and further operation. Meanwhile, on May 5, demining of the Chornobyl NPP industrial site was completed, which was carried out for several days by soldiers of the National Guard of Ukraine with the involvement of specialists in radiochemical protection of the State Emergency Service of Ukraine. Zaporizhzhia NPP The situation at the Zaporizhzhia NPP and the satellite city of Energodar remains unchanged. For more than two months, they have been under the control of Russian terrorists, who put constant physical, psychological and informational pressure on the station's employees and residents. The ZNPP power units are serviced by Ukrainian personnel with proper rotation, but the nuclear and radiation safety of the plant is under constant threat. As of May 6, the radiation background on the territory of the ZNPP industrial site and the sanitary protection zone remains stable in the range of 8-12 μR/h. In turn, after a meeting with the CEO of Rosatom Alexei Likhachev, theIAEA Director General Rafael Grossi discussed the issue of ensuring the safety of Ukraine’s nuclear facilities, including ZNPP, with the Acting Chairman of the SNRIU Oleh Korikov. However, according to the IAEA, this meeting was also not productive, as Grossi only once again expressed the Agency's readiness to participate directly in the process - without specifying specific measures or action plan. The presence of Russian terrorists at nuclear facilities poses extremely high threats to nuclear and radiation safety on a global scale! Ukraine demands to recognize the actions of Russia and Rosatom as nuclear terrorism, which aims to intentionally violate the security of nuclear power plants, international law and basic human rights with the aim of genocide, ecocide and encroachment on the country's sovereignty. We call on international partners to increase pressure on the IAEA, whose actions may prevent acts of nuclear terrorism by Russia. At the same time, it is critical to minimize Russia's influence on IAEA policies and activities, in particular by removing all Russians from key positions in the Agency's Secretariat and restricting their access to information about Ukraine's nuclear power plants. We also emphasize the need to impose tough sanctions on the management, staff, products, international projects of Rosatom and, in general, the nuclear industry of the aggressor country! Electricity Sector: Power system operation For the 52d day already, Ukraine's power system has been stably operating in trial synchronous mode with the Continental Europe network (ENTSO- E). The current cross-border capacity is 2 GW, however, the trial mode does not provide for full-fledged exports/imports of electricity. Commercial exports of electricity to Poland via the Dobrotvirska TPP-Zamost transmission line remained at the maximum level (210 MW) during the day. At the same time, Ukrenergo continued to restore main power networks. In particular, in the Kyiv region, the restoration of one 330 kV high-voltage overhead line has been completed, and another one of same voltage has started. A 330 kV substation was also being repaired in the north-eastern region. Electricity market performance Due to arrears in payments for electricity transmission and dispatching, Ukrenergo simultaneously added 68 companies (mostly suppliers) to the list of those with the “pre-default” status. This situation is associated with a significant decline in consumers’ payment discipline and, consequently, the entire payments "chain" in electricity supply. Day-ahead market (DAM): On May 2-6 (working days of the week), the weighted average electricity settlement price remained relatively stable and fluctuated in the narrow range of 2,317-2,347 UAH/MWh. As of May 6, it amounted to 2,323.19 UAH/MWh (-1% vs the previous day). At the same time, declining exchange prices in the Eastern European markets led to reducing the gap with Ukraine. Prices in the markets of Romania, Slovakia and Hungary were app. 3.1 times higher than the Base DAM price index of Ukraine, while the price spread with the Polish market has continued to increase, reaching 2.4 times. As of May 6, after steady growth for 4 days, the total volume of trading on DAM decreased for the second day in a row to 25,783.8 MWh (-27.5% vs the previous day). At the same time, for 12 days, there is a clear trend of supply reduction. During this time, the volume of sales bids decreased more than 3 times to 78,595.8 MWh (-9.7% vs the previous day), and market surplus - the gap with the volume of purchase bids - decreased from 20 to 3 times. The structure of electricity purchase on DAM practically has not changed: 89.6% belonged to suppliers, 10.2% to system operators, 0.2% to traders and producers. Intraday market (IDM): On May 5, the weighted average price of electricity on IDM continued to decrease for 3 days already, reaching 2,521.44 UAH/MWh (-9.8% vs the previous day). The total volume of trading also continued to decrease significantly, reaching the lowest level in May - 171.1 MWh (-48% vs the previous day). At the same time, the opposite trend of increasing supply - up to 39,662.9 MWh (+21%) led to a further rapid increase in market surplus - the gap with the volume of purchase bids increased from 99 to 232 times. The structure of trading on IDM has undergone minor changes: 82.1% belonged to suppliers, 9.8% to producers, and 8,2% to network operators. Disruption and resumption of supply According to the Cabinet of Ministers, as of 20:00 on May 5, 820 settlements were disconnected from electricity, a total of almost 710,600 consumers. During the day, electricity supply was resumed to app. 19,000 consumers. Large-scale power supply disruptions and, consequently, active recovery works were taking place: • in the Donetsk region, according to DTEK, supplies to 8,000 consumers in 24 settlements were resumed during day; according to the Cabinet of Ministers, 320,000 consumers remained without electricity supply; • in the Kharkiv region, according to the Cabinet of Ministers, supply was resumed to 4,000 consumers during the day; 170,500 consumers were still with no electricity supply; • in the Kyiv region, according to the Cabinet of Ministers, supplies to 3,400 consumers were resumed during the day; • in the Zaporizhzhia region, as of 07:00 on May 6, 23,971 consumers in 73 settlements were left without electricity supply; supply to 2,400 consumers was resumed during the day; • in the Dnipropetrovsk region, according to the Cabinet of Ministers, supplies to 5,500 consumers were resumed during day; • in the Chernihiv region, according to the Cabinet of Ministers, supply to 300 consumers was resumed during the day; • there was no up-to-date information on power supply in the Mykolaiv, Kherson, Sumy and Luhansk regions at the time of the review preparation. Gas Sector: As of May 4, the transit of Russian gas through the territory of Ukraine didn’t change as compared to the previous day level and amounted to 98.7 mcm. These volumes still account for less than the capacity contracted by Gazprom (109 mcm per day). There were no physical imports of gas from the EU. Gas transit through Ukraine (at Sokhranivka and Sudzha interconnection points), mcm Source: GTSOU Disruption and resumption of supply The Donetsk, Luhansk, Zaporizhzhia, Kharkiv, Kyiv, Kherson, and Mykolaiv regions had the most challenging situation in gas supply. According to the Cabinet of Ministers, as of 20:00 on May 5, over 225,000 consumers were left with no gas supply; gas supply was restored to more than 4,600 consumers. The Luhansk Regional Military Administration Head Serhii Haidai reported that, as of May 6, only 6 settlements remained with gas supply (3 completely and 3 partially, 45,375 consumers). In the Donetsk region, the local DSO restored gas distribution to 1,595 households. At the same time, over the last day, the number of consumers without gas supply increased by 3,141. The Kharkiv Regional Military Administration reported on restoration works in the region. In the village of Mala Rohan, destroyed gas pipeline sections were replaced. In the Balakliia community, work to replace gas pipelines damaged by the enemy was underway, and gas supply was restored to 15 households. According to the Zaporizhzhia Regional Military Administration, as of the morning on May 6, the situation didn’t change: 68,709 consumers in 86 settlements remained without gas supply. According to the Kyiv Regional Military Administration, as of May 6, gas supply distribution was restored in 118 settlements (117 completely, 1 partially; 129,039 consumer facilities). In the city of Irpin, gas supply was resumed to 53% of facilities. In addition, 618 consumer facilities in the villages of Moshchun and Pochepyn remained without gas supply. The Mykolaiv Regional Military Administration reported that, as of May 5, the number of damaged infrastructure facilities amounted to 130, and 1,692 consumers remained without gas supply. Restoration works were underway. The local DSO continued to eliminate gas leaks caused by enemy attacks. In the Kherson region, as of May 5, the situation remained unchanged: the Velyka Oleksandrivka, Vysokopillia, Mylove, and Novovorontsovka communities remained without gas supply. Khersongaz also reported on the resumption of gas supply to 5 households in Chornobaivka. At the same time, replenishment of LPG reserves for the households’ needs also remained a problem. In the Chernihiv region, the local DSO reported on the reconstruction works in the village of Novoselivka. In particular, 5 meters of gas distribution pipeline were replaced, inlets and house gas supply systems were repaired. Operational information on gas supply in the Sumy region was not available at the time of the review preparation. Countermeasures of Ukrainian Companies and Public Authorities The President of Ukraine Volodymyr Zelenskyi in a speech at the International Donors' Conference in Warsaw urged the need to prepare a strategic international plan for Ukraine's support which will be a modern analogue of the historical Marshall Plan. Such a plan should cover the issues of funding, technology, human resources and growth opportunities needed for security, modernization and social development. Zelenskyi also stressed that Ukraine needs to integrate fast in the EU as a candidate. This status must be granted right now, under a special fast-track procedure, as it is in line with Ukraine's level of readiness and will ensure a stronger response from the united Europe to external threats. The President also announced the launch of the United24 fundraising platform to help Ukraine. The portal u24.gov.ua provides an opportunity to make a one-click donation from any country for three purposes: 1) defense and demining; 2) humanitarian and medical assistance; 3) reconstruction of Ukraine. All funds will be transferred to the accounts of the National Bank of Ukraine, assigned to the relevant ministries. Fundraising reports shall be updated every 24 hours. Other projects and programs are expected to join the platform soon. The Prime Minister of Ukraine Denys Shmyhal stated that the International Donors' Conference in Poland managed to raise 6.5 billion USD for postwar recovery. According to Shmyhal, these funds will be used to build a new European country that will prioritize self-sufficiency in energy and the use of "green" technologies. The Minister of Energy of Ukraine Herman Halushchenko, referring to the forecasts of a conference in the European Parliament, claimed that the impact of oil embargo on the economies of 27 EU member states will be controlled: the decrease in revenues will be equal to 0.2-0.3% or about 100 EUR per an adult citizen. Halushchenko stressed that the embargo will further increase fuel prices, yet is inevitable, as the Kremlin can fully finance its military-industrial complex and the war in Ukraine by selling energy resources to Europe. In addition, at a ministerial round table in Sofia, Herman Halushchenko called on the European partners to use the coming months to jointly purchase gas from alternative sources and fill storage facilities, including the Ukrainian ones. Also, in his opinion, it is necessary to minimize the use of gas for electricity production, use other opportunities for power generation. The Chairman of the Verkhovna Rada Committee on Energy and Utilities Andrii Gerus stated that Ukraine would be ready to stop the transit of Russian gas if Europe decides to refuse from its consumption. According to Gerus, Ukrainians support the embargo on oil and petroleum products, as well as on coal and gas. The MP also commented on the deficit of motor fuel in Ukraine and emphasized the situation should improve from mid-May with the fuel supplies from Europe.
