As such, quiet side streets with attractive conditions for cycling will therefore be removed from the available highway network for cycling. This study is a condition of planning consent of the development, also known as Sheffield Retail Quarter, so that alternative cycle connectivity can be accommodated by the introduction of new infrastructure. 1.2 Key recommendations 1.2.1 To replace the connectivity lost by the pedestrianisation of parts of Wellington Street, Cambridge Street and Charles Street, it is recommended that the following interventions are provided: (1) Two-way track on the south side of Barkers Pool – to improve the visibility and legibility of the Trans Pennine Trail / National Cycle Route 6. (2) Two-way track on the east side of Pinstone Street – to resolve conflict with turning traffic at the Pinstone Street junctions with Cross Burgess Street and Furnival Gate (3) Two-way track on the north side of Charter Row/ Moore Street – to extend the existing two- way track on the south side of Charter Row, and to connect it to quiet cycle-friendly streets, e.g. Bowdon Street, Thomas Street, Headford Street and the subways under the Ring Road at Moore Street LOCATION Seven House TELEPHONE 0121 475 0234 WEBSITE pja.co.uk High Street, Longbridge EMAIL birmingham@pja.co.uk Birmingham B31 2UQ (4) Isolated sections of shared use cycleway-footway (as opposed to cycle tracks) to deal with complex transitions in sensitive environments 1.2.2 At the main Furnival Gate / Pinstone Street junction, three options are proposed to reflect the complexity of this location and concomitant difficulty in managing conflict between all users. 1.2.3 The recommended infrastructure links cater for east-west movement parallel to Wellington Street, cater for north-south movement parallel to Cambridge Street, and allow cyclists to connect easily back to the sections of Wellington Street remaining open to all classes of vehicles. The 2 Context 2.1 The development 2.1.1 Project Cavendish is a mixed-use development loosely within the block of streets formed by Wellington Street, Cambridge Street, Charter Row and Carver Street. It is close to the existing key retail destinations of John Lewis to the north (on Barkers Pool, but with car park access off Burgess Street) and The Moor to the south, which is a pedestrianised shopping street. Figure 1: Proposed development, ground floor general arrangement / site plan 2 2.2 The local network 2.2.1 Sheffield City Centre is laid out predominately on two grid systems which converge around the Project Cavendish site. Figure 2: Extract from Open Street Map showing the two grid systems in Sheffield City Centre 2.2.2 The way the two grid systems interact results in Wellington Street being the most southerly east- west route providing easy east-west movement across the city centre. Wellington Street is an attractive link in the local network for cycle traffic because it has light volumes of motor traffic, and corresponds to traffic-free routes across the ring road to the following destinations: • Royal Hallamshire Hospital, Sheffield Children’s Hospital, University of Sheffield – at the western end, via Broomhall Street • Sheffield Hallam University, Sheffield Midland railway station – at the eastern end, via Charles Street and Howard Street 2.2.3 A high quality segregated two-way cycle track has recently been introduced along Charter Row and Charter Square, along their southern/eastern sides. This facility starts at the Charter Street / Trafalgar Street junction and terminates at the Furnival Gate / Pinstone Street junction. 2.2.4 The termination at the eastern end of the cycle track requires cyclists to merge back into traffic flow from the offside, and joining ahead of vehicles waiting behind an advance stop line. This transition is unsignalised. 3 Figure 3: Eastern termination of two-way cycle track on Charter Square 2.2.5 The junction of Charter Square, Pinstone Street and Furnival Gate has restricted movements for vehicles. Only the following movements are permitted: • Charter Square compulsory left into Pinstone Street • Pinstone Street compulsory left into Furnival Gate (except cycles, who are permitted to turn right into Charter Square) • Furnival Gate compulsory ahead into Charter Square 2.2.6 A short distance east of the junction, Furnival Gate has junctions with Union Street and Matilda Way, both of which operate with a cycle contraflow. These cycle contraflows, that reduce conflict with through traffic because they effectively make these streets access only, offer a more cycle friendly north-south route through the area, particularly as The Moor is pedestrianised and cycling is not permitted. Offside cycle lanes confirm the route for cyclists to make the dogleg along Furnival Gate between Union Street and Matilda Way. 4 Figure 4: Furnival Gate, looking away from Pinstone Street with the central turning lanes in shot 2.2.7 The cyclist exemption to the compulsory left turn out of Pinstone Street places cycle traffic in conflict with left turning traffic, which is known as a “left hook conflict” and one of the most common movements associated with cycle injury collisions. Figure 5: Pinstone Street, compulsory left turn (except cycles) into Furnival Gate 5 2.2.8 Pinstone Street has a northbound contraflow cycle lane north of Cross Burgess Street, but a similar left-hook conflict is present, as all other traffic must turn left into Cross Burgess Street. 2.2.9 Pinstone Street connects to National Cycle Route 6 at Barker’s Pool / Surrey Street junction, but onward northbound movement onto Leopold Street is not intuitive: cyclists arrive at a point where if they follow the cycle lane, they end up having to compulsory turn right into Surrey Street. The connection to Leopold Street is in the foreground below, but is oriented westwards, so would not seem the obvious route. Significant street clutter is already present, so wayfinding may detract from the place value of this space. Figure 6: Pinstone Street / Barker’s Pool / Leopold Street / Fargate / Surrey Street junction 2.2.10 Division Street runs east-west to the north of and parallel to Wellington Street. It is the westerly extension of Barkers Pool referred above, and is designated part of National Cycle Route 6 and the Trans Pennine Trail. It however provides a longer route between Sheffield Station / SHU and the University of Sheffield and Hospitals compared to Wellington Street. 6 2.2.11 Many streets in and around the study area operate as one-way systems. However, some have exemptions for cyclists, whilst others do not. The street network around the John Lewis car park on Burgess Street is complex, so this may explain why no cycle contraflow exemptions are provided here, i.e. Cross Burgess Street. Note that the very southern section of Burgess Street is two-way to allow vehicles to exit the John Lewis car park in both directions. Figure 7: Cross Burgess Street, looking towards Pinstone Street Figure 8: Burgess Street, viewed from Cross Burgess Street 7 3 Key opportunities 3.1.1 The fundamental objectives of repairing the connectivity lost by pedestrianisation focus attention to creating short, deliverable and intuitive new links in the cycling network. Figure 9: Extract of Open Street Map cycle network layer for Sheffield city centre 3.2 North-south movement 3.2.1 Cambridge Street is being pedestrianised between Cross Burgess Street and Pinstone Street, and is therefore removed from the available network for cycle traffic. The closest parallel street to Cambridge Street is Pinstone Street. As a key street in the city centre, this will already be a familiar and well-used street by cyclists. It is relatively flat by comparison to the streets to the west of Cambridge Street, Carver Street and Rockingham Street. These two streets also carry high volumes of private car traffic because they access a number of large off street car parks. They currently do not have any cycle contraflow lanes or exemptions, although space exists to do so. The higher gradient appears to contribute to a higher vehicle speeds. 3.3 East-west movement 3.3.1 Wellington Street is being pedestrianised between Carver Street and Cambridge Street, and is therefore removed from the available network for cycle traffic. Charter Square, with its high quality two-way cycle track, is immediately adjacent to the south, but bends away to the south resulting in a deflection away from the desire line for people looking to travel due west. 8 3.3.2 Opportunities to connect back to Wellington Street from Charter Square are available, most notably at Rockingham Street, but this street is busy and its gradients makes for difficult cycling conditions. A subsequent connection is available at Trafalgar Street, via a cycle contraflow. However, this movement is counter-intuitive as it requires people to turn back on themselves after leaving the two-way cycle track on Charter Row. It also places cyclists in conflict with traffic travelling downhill when the parking bays are in use. Figure 10: Trafalgar Street, cycle contraflow connection from Charter Row towards Wellington Street 3.3.3 Bowdon Street and Thomas Street, further west, are less well-used by through, circulating and access traffic so thus more comfortable cycling environments, but access to them from Charter Row and Moore Street is not physically possible for cycle traffic due to the formation of the point closures in place. 9 Figure 11: Bowden Street, plug closure with no cycle access at Charter Row 10 Figure 12: Thomas Street, plug closure with no cycle access at Moore Street 3.4 Local access 3.4.1 Streets to the north of the Project Cavendish site provide local access but operate one way for all class of vehicles. Bethel Walk and Backfields are very narrow streets but appear to be available for vehicular use. Although cycle contraflows may not necessarily be useful for wider journeys, providing an exemption for cycles would help cyclists reach the properties around the northern part of Project Cavendish. However, conflict around the exit of the John Lewis car park, and the possible need to stack queueing vehicles on Cross Burgess Street may preclude this. 3.4.2 Further careful study is required to determine a feasible and workable approach, but in-principle contraflow cycling should be considered on Cambridge Street, Burgess Street, Cross Burgess Street and Backfields (to provide access to Bethel Walk). The recommendations in this report do not rely on any of these contraflows being implemented. 3.4.3 Attention should be paid to the work done by Jan Gehl in Melbourne in respect of enlivening previously unloved serviced streets. The intimate character of Bethel Walk and Backfields could be celebrated and reinvigorated with a buildings-and-streets regeneration scheme. 11 4 Recommendations 4.1.1 Our recommended infrastructure improvements all radiate out from the site; ostensibly the three-arm junction of Pinstone Street, Furnival Gate and Charter Square. The designs have been made with the benefit of a site visit, but further outline and detail design should be informed by a topographic survey and utilities survey. 4.2 Immediately adjacent to the Project Cavendish site 4.2.1 At the eastern end of the Charter Row cycle track, we recommend that the existing termination point is removed, and that cycling facilities continue further east to connect to Furnival Gate, Union Street and Matilda Way, and further north into Pinstone Street towards Peace Gardens. 4.2.2 Option 1 manages the transition through the complex junction by feeding the cycle track into a shared use footway in the immediate vicinity of the junction. This has the drawback of being less legible for cyclists and may engender conflict with pedestrians. However it should be recognised that conflict would still occur even if dedicated space for cycling were provided, as it is expected that in high footfall areas, pedestrians would incur into the cycle track area anyway. A materials treatment should be detailed that provides a natural inclination for cyclists to slow down. Indeed, the natural flow of the infrastructure is such that cyclists are making turns at the junction, and thus would be slowing down anyway. Figure 13: Extract from PJA drawing 03457-001-P0 showing the layout in Option 1 12 4.2.3 Option 2 and 3 at this location continue dedicate cycle track through the junction. Option 2 retains the signalisation, and Option 3 removes the signals, reverts the junction to an all- movements elbowed tee with zebra crossings on all arms. Options 2 and 3 provide a clearer route for cycling, but at the expense of pedestrian legibility. The cycle track weaves under the building canopy on the north east corner of the junction. The alignment shown is indicative. Figure 14: Extract from PJA drawing 03457-002-P0 showing the layout in Option 2 13 Figure 15: Extract from PJA drawing 03457-003-P0 showing the layout in Option 3 4.3 Furnival Gate (Option 1) 4.3.1 Going east from the site, it is recommended that a two-way cycle track is created in the central median on Furnival Gate. While this sort of arrangement is unusual, it is effective in this location as it naturally supports east-west and north-south movement, as follows: • North-south: Pinstone Street or Union Street – Furnival Gate – Matilda Way or Eyre Street • East-west: Charles Street – Union Street – Furnival Gate – Charter Square 14 4.3.2 A central median cycle track also has the advantage of avoiding conflict with turning traffic (at Union Street and Matilda Way) or conflict with the bus stops on Furnival Gate. 4.3.3 Around the roundabout at Furnival Square, it is recommended that the existing pedestrian crossings on Furnival Gate, Eyre Street and Furnival Street are Toucanised, and shared use cycling permitted around the south of the roundabout. This will obviate the need for cyclists to make a difficult right turn via the roundabout to access Eyre Street. Cyclists can be re-introduced into traffic flow from the splitter islands, in the shadow of the pedestrian/cycle crossing stage. Figure 16: Extract from PJA drawing 03457-001-P0 showing the above recommendations 4.4 Furnival Gate (Option 2 and 3) Options 2 and 3 have both shown a nearside transition to/from Furnival Gate, although there is scope to include the central media as proposed in Option 1. 4.5 Pinstone Street 4.5.1 Heading north from the site, Pinstone Street is a wide, grand street. However, the traffic management system in Sheffield city centre means that it is not particularly heavily used by 15 general traffic, although it is a principal bus route and servicing street. The generous building- to-building width presents an obvious opportunity for a two-way cycle track that removes conflict between cyclists and moving or stationary buses/HGVs. These vehicles pose increased risk to cyclists because of their mass and their numerous blindspots. 4.5.2 The natural location for the two-way cycle track is on the eastern side of Pinstone Street, as this connects to Charles Street, and also allows the left-turn conflict at Cross Burgess Street to be avoided. Northbound cycle traffic would merge into the northbound contraflow lane north of Cross Burgess Street via a transition treatment that makes use of the parallel Cycle Zebra authorised in TSRGD 2016. The creation of a two-way cycle track assumes the carriageway is generally reduced to 6.4m (two lanes of 3.2m each, generally acc eptable for this type of urban street). As the wide carriageway is currently used for servicing, a dedicated loading bay is recommended. Further loading facilities should be considered in side streets, if required. Figure 17: Extract from PJA drawing 03457-001-P0 showing the above recommendations 4.5.3 In the longer term, the two-way cycle track could extend around the west or south side of the Peace Gardens, but it is expected that interventions of this scope are more appropriate as part 16 of a wider cycling accessibility study in the City Centre with a corollary budget for associated public realm works. 4.6 Barkers Pool 4.6.1 At the Barkers Pool / Pinstone Street junction, we recommend a clearer and more legible transition westbound onto NCR6. This is best achieved by a more prominent cycling facility, and space is available for a two-way track by reducing the carriageway width and re-accommodating the police parking bay. Although not necessarily justifiable in traffic volume terms, the two-way cycle track better connects eastbound into Surrey Street. A revised transition into Surrey Street also reduces the number of No Entry signs required at the junction. Priority over Burgess Street, in the form of a parallel Cycle-Zebra crossing, improves legibility of this high-profile national and regional cycle route. Figure 18: Extract from PJA drawing 03457-001-P0 showing the above recommendations 17 4.7 Charter Row & Moore Street 4.7.1 Notwithstanding the observations made in Section 3 about connectivity, the existing western termination of the two-way cycle track on the south side of Charter Row places westbound cyclists back in the flow of general traffic on the immediate approach to a service yard and multi- storey car park, where significant flows of left-turning vehicles can be expected. Key onward desire lines appear to be the subways under the Ring Road at the Moore Street roundabout, and the quiet streets up to the University of Sheffield and the hospitals, particularly Broom Walk and Headford Street, which connect to the surface crossings on the Ring Road at Boomspring Lane and Broomhall Street respectively. 4.7.2 As an interim scheme in advance of a more comprehensive City Centre cycle accessibility study, we recommending extending the Charter Row cycle track along the northwestern side of the street south of Trafalgar Street. In the fulness of time, we expect that a two-way track both sides of the street would be desirable, but that greater potential for connectivity improvements and simpler junction conflicts makes the northwestern side the immediate priority for action. 4.7.3 Connections to Bowden Street and Thomas Street should be created to fulfil these desire lines, and the crossing over Fitzwilliam Street at the signalised junction should be Toucanised. Note this also fulfils a Thomas Street/Bowden Street to/from Cumberland Street desire line, tying into the cycle contraflow on the latter, and avoiding busier traffic volumes on Fitzwilliam Street for north-south cycle movements. 4.7.4 Longer-term, the layout of the Moore Street / Fitzwilliam Street / Charter Row / Fitzwilliam Gate junction should be reviewed, as the existing arrangement is illegible for pedestrians and cyclists alike, compounded by the left turn movement into Fitzwilliam Street being laid out as a straight on movement. Pedestrians cannot therefore easily judge if vehicles are moving into Charter Row or Fitzwilliam Street from Moore Street, and thus increasing the need for them to call the crossing demand button and also being delayed. The considerable space available at this junction offers opportunity for a high-profile public realm gateway into the city centre, building on the existing small pocket plaza outside the Salvation Army building. 18 Figure 19: Extract from PJA drawing 03457-001-P0 showing the above recommendations (short term) 19 5 Segregation versus Shared Use 5.1.1 The use of shared use cycle-pedestrian environments is generally discouraged, and the design process has started with dedicated, segregated cycling provision as the default treatment. However localised use of shared-use treatments has been recommended in some locations, for the following reasons 5.2 Furnival Square 5.2.1 It is noted that the recommendations of this study are intended to discharge a planning condition, and therefore the scope of the improvements is necessarily limited to those that are directly concerned with the impact of the development. It is noted that there is considerable scope for dedicated cycle tracks along Eyre Street and Arundel Gate, and we would envisage that a similarly high-quality scheme as Charter Square could be delivered along these streets, with the Furnival Square junction being the centrepiece. As such, we have tempered our recommendations to those that can be delivered pragmatically and quickly in the short term, without prejudicing any future corridor improvements elsewhere in the city centre. 5.3 Furnival Gate / Pinstone Street junction (Option 1) 5.3.1 We would say this location is the most sensitive in terms of pedestrian-cycle interaction. However, given the already complex junction layout, we felt that a simple as possible treatment would be most appropriate. If the three-way cycle movement were accommodated in dedicated tracks – as per Options 2 and 3 – this places pedestrians into narrow areas of footway, with the cycle track weaving under the building canopy on the north-east corner of the junction. 5.3.2 The use of shared space allows the most flexible paths for pedestrians and cyclists, albeit this would necessitate the latter having to slow down to negotiate. This situation is analogous to environment around Peace Gardens, where an advisory cycle route connects the two halves of Norfolk Street across the square, but without formalised delineation in recognition of the more “place-centric” nature of the highway in this location. 5.3.3 We would therefore recommend placemaking being a strong feature at the Furnival Gate / Pinstone Street junction if Option 1 were taken forward, to emphasise the subjugation of wheeled movement to place activity and pedestrians. 20 5.4 Charter Row / Trafalgar Street 5.4.1 As above, the need to accommodate a three-way junction for cycling presents complexities in how to accommodate this within the constrained highway. Again, for a very isolated location, we recommend that a small extent of shared use allows a simple and flexible environment for pedestrians and cyclists. 5.5 Fitzwilliam Street 5.5.1 We have already suggested that a longer-term intervention at this junction could be considered. Therefore, to avoid abortive works, we recommend an isolated extent of shared use as an interim solution at this location. It is close to the existing key retail destinations of John Lewis to the north (on Barkers Pool, but with car park access off Burgess Street) and The Moor to the south, which is a pedestrianised shopping street.
