According to Ukrainian intelligence, the aggressor has several options of nuclear threats implementation, resulting into catastrophic consequences in form of emission of radioactive substances in the air. Besides, the Russian war criminals force the personnel at Zaporizhzhia nuclear power plant obey commands of Rosatom. The Chornobyl NPP Exclusion Zone remains seized and cut from electricity supply. The res each nuclear facility in Kharkiv is also damaged. Ukraine urges international community to acknowledge that Russia is the country that exercises nuclear terrorism. The enemy continues to destroy Ukrainian towns and cities, and also to wage terror on civilians. The energy infrastructure in several towns and cities is fully destroyed, and in many locations it is severely damaged. People are left without heat, electricity, gas, water, and connection. Ukrainian government makes steps to restrain fuel pr ices and to stimulate its availability at the fueling stations. The Verkhovna Rada Energy Committee called on the countries of the world to introduce embargo on Russian energy supplies. Power system operation As of 12:00 on March 12, Ukraine's power system continued stable operation in an autonomous (isolated) mode for 17 consecutive days. The frequency in the network is maintained at 50 Hz. Сolder weather co nditions caused electricity consumption growth; however, it did not affect the general consumption pattern , while the power system fully covers the current demand without forced di sconnection of consumers. All generating facilities are operating - nuclear, coal and hydroelectric power plants, RES. Radiation safety Chornobyl NPP Exclusion Zone Zaporizhzhia NPP As of 11:30 on March 21, all operating NPPs in Ukraine continue to operate stably. The radiation, fire, and environmental conditions at NPPs and adjacent territories have not changed and are still within standard limits. The Chornobyl NPP has remained under the full control of the Russian occupiers. 211 technicians and security guards actually live on the site for two weeks. There are still issues with fuel, food, and critical medicines provision. Following the March 9 shelling of the 750 kV ChNPP - Kyivska transmission line, the electricity supply of all ChNPP facilities, including spent nuclear fuel storages, has not yet been restored, soaring nuclear and radi ation safety risks . According to the IAEA, technicians managed to repair one section of the damaged power line, but the electricity supply was not restored. This indicates damage elsewhere. The IAEA hopes that repair work will continue. However, according to the IAEA Director General, disconnection from the grid will not affect the essential safety functions at the site, as the amount of cooling water in the spent fuel storage facilities is sufficient to ensure heat dissipation. At t he same time, telephone communication with the ChNPP has not been restored yet, and full - fledged monitoring of nuclear and radiation safety at the Chornobyl site and the Exclusion Zone is currently impossible. According to the Main Intelligence Directorate of the Ministry of Defense, Vladimir Putin has ordered to organize a terrorist attack at the Chornobyl NPP site! The Russian terrorists plan to create a man - made disaster, for which the occupiers will try to accuse Ukraine. In particular, according to the Head of the Main Intelligence Directorate Kyrylo Budanov , the Russian government is working on two scenarios for nuclear blackmail, and in any case intends to blame Ukraine. The first is a large - scale burning of radioactive forests around the Chornobyl NPP site, which will raise harmful substances into the air in the form of a radioactive cloud. The second is use of artillery against the spent nuclear fuel storage facility. Whatever scenario the Russia would take, it leads to nuclear terrorism, ecocide and environmental catastrophe The Zaporizhzhia NPP and the city of Energodar remain under the control of Russian terrorists for eight consecutive days. As of March 12, the plant operates with two units out of six. Ukrainian personnel works on positions, rotation is ensured. NSF Neutron Source (Kharkiv) There are about 50 units of heavy weapons, 400 Russian terrorists, many explosives, and other weapons at the site. Any operational issues of the plant shall be agreed with the occupiers. According to Energoatom , all Z aporizhzhia NPP management personnel received an order from armed terrorists to transfer the station to Rosatom's ownership and subordination , as well as to strictly follow instructions from 11 Rosatom representatives . Among those were recognized the chief engineer of the Balakovo NPP Oleg Romanenko and the deputy chief engineer for repairs of the Rostov NPP Ivan Malakhov. The Zaporizhzhia NPP personnel are under constant heavy psychological pressure. All this poses a severe threat to nuclear and radiation safety globally! According to the IAEA, identification and disposal of unexploded ordnance are ongoing, covering also the training center bui lding. The maintenance of power units is complicated due to the inability to deliver necessary spare parts and equipment to ZNPP. The IAEA also announced the resumption of data transmission from monitoring systems at the Zaporizhzh ia NPP. No changes in the radiation levels at the NPP site and adjacent territories have been recorded so far. Two out of fou r high - voltage power lines to the Zaporizhzhia NPP are still disconnected due to damage, namely: Zaporizhzhia and South - Donbass 750 kV lines . According to the IAEA position , the needs of Ukraine's largest nuclear power plant in external power supply can be met by having fully operational one power line or diesel generators. Following the targeted bombings by Russia, which is an obvious act of nuclear terrorism , the research nu clear facility is entirely disconnected from electricity supply. According to the IAEA, the facility suffered addi tional damage but remains safe, as its nuclear material is at subcritical level, and reserves of radioactive materials are small. Ukraine continues to call the international community to recognize Russia as a nuclear terrorist state Attacks: Vasylkiv fuel depot On the night of March 12, the fuel depot in the village of Kriachky near the city of Vasylkiv ( Kyiv region) was attacked by missiles, with large - scale fire as a result, the Kyiv Regional Military Administration Head Oleksii Kuleba reported Chernihiv region The situation in the Chernihiv region remains difficult. In most of the city of Chernihiv there is no electricity, water, heating and gas supply. The city is cut off from all utilities. The enemy constantly attacks with missiles and aviation on civilian infrastructure and residential buildings , the Chernihiv Regional Military Administration Head Viacheslav Chaus reported Sumy region The occupier caused considerable damage to the critical infrastructure of the Sumy region. In the city of Okhtyrka, CHP and electrical substation have been completely destroyed, there is no heating in the city, water supply and sanitation, and electricity supply are intermittent, over 300 consumers have no gas supply. There is a partial lack of electricity and water supply in the town of Lebedyn. In general, more than 50,000 consumers remain without electricity in the Sumy region, the Regional Military Administration Head Dmytro Zhyvytskyi reported . Luhansk region The Luhansk regi on is one of the most active war zones. The Hirske community, the settlements of Popasna, Lysychansk, Severodonetsk, Rubizhne and Kreminna are under constant shelling . The Ru ssians are shelling all infrastructure, educational institutions, hospitals, water supply systems, gas pipelines and electricity grids. At the same time, repair crews are not able to quickly eliminate damage. As of 08:00 on March 12 , according to the Regional Military Administration Head Serhii Haidai, 22 settlements are completely disconnected and 12 - partially (in total, almost 85,000 consumers without electricity). 23 sett lements are completely without gas supply and 7 - partially (in total, about 35,000 consumers). Over 2,000 consumers, as well as residents of some quarters of the cities of Popasna, Zolote and Lysychansk have no water supply, the cities of Severodonetsk an d Lysychansk have no district heating. Donetsk region The city of Volnovakha in the Donetsk region is under the control of Russian troops. Attempts to evacuate civilians continue from the city of Mariupol. Among the civilians in the Donetsk region, as of 20:00 on March 11 , 319 were wounded and 66 killed. The cities of Kharkiv and Izium of the Kharkiv region and the critical infrastructure are under constant shelling by the Russian occupiers, 84 attacks were recorded during the day. In the night, Russian troops shelled the city of Mykolaiv : hospitals, boarding school, boiler houses. There was also a missile attack on an airfield in the city of Kropyvnytskyi Countermeasures of Ukrainian companies: The Cabinet of Ministers of Ukraine decided to temporarily lift the excise duty le vied on oil products and reduce VAT from 20% to 7%. The respective draft law will be submitted to the parliament. The formula for calculating marginal prices of diesel and petroleum was also amended to include higher logistical costs related to reorienting to the Western markets. From now on, the marginal price will be based on Platts CIF NWE quotations. Both deci sions are to take effect simultaneously and will be aimed at containing price hikes at filling stations and incentivizing more supply of oil products. The Verkhovna Rada Energy and Utilities Committee addressed foreign parliaments, the European Parliament and international parliamentary assemblies demanding full embargo on the Russian oil and gas imports. According to the government information , due to hostilities State Specialized Enterprise “Association ‘Radon’” suspended its licensing activity of radioactive waste treatment, namely the transportation of radioactive materials (sources of ionizing radiation and radioactive waste) and limited its participation in liquidation of radiological accidents in the service areas of its facilities. Disruption of supply: Gas The most difficult situation with gas supply is recorded in the Donetsk, Luhansk, Kharkiv, Kherson, Sumy and Chernihiv regions. According to the government of Ukraine data , 228,000 consumers all over Ukraine are without gas su pply. At the same time, GTSOU reported on nearly 1,000,000 consumers with no access to gas. As of 14:00 on March 11, 33 gas distribution stations (GDS) are not working due to hostilities. In the Donetsk region , due to constant hostilities, three more localities were left without gas supply Two villages were bombed by occupant aircrafts. GTSOU is still unable to start repair works at the main gas pipeline “Kramatorsk - Donetsk - Mariupol”. In the Kharkiv region , gas supply was restored for 300 hous eholds. Employees of Izium department of Kharkivgaz, practically under enemy’s fire, succeeded in repairing a high - pressure pipeline operated by GTSOU. However, according to lates t reports, gas supply to the city of Izium can not be restored because of shelling. In the Luhansk region , as of March 12, 35,000 consumers are without gas with 30 localities having no access to gas supply (23 - entirely, 7 - partially). In the Mykolaiv region , specialists of local DSO, despite being under occupant’s shelling, repaired a gas di stribution point and thus restored supply to 5,000 consumers. Operative information on the Sumy, Chernihiv and Zaporizhzhia regions were not available at the time of review preparation. Electricity The geography of supply disruptions has expanded. As a result of Russian air strikes the Ukrainian - Belarusian border in the Rivne region, 655 consumers were cut off but their supply were restored by the end of the day. Large - scale d isconnections and, accordingly, active recovery works are taking place: • in the Donetsk region , the situation remains the most difficult - Mariupol (over 200,000 consumers) is com pletely disconnected; • in the Zaporizhzhia region, during the day, supplies to 6,000 consumers of the Orikhiv district and part of Vasylivka (300) were restored . About 45,0 00 consumers are still without electricity; • in the Luhansk region, 22 settlements were completely offline , 12 - partially; with 84,873 consumers without electricity and 553 substations disconnected. During the day, supplies to 13,000 consumers were resumed; • in the Kyiv region , on March 11, power supply was restored for 7,000 households in 10 settlements of Baryshivs kyi, Brovarskyi, Kyiv - Sviatoshynskyi, Vyshhorod districts and the villages of Gogoleve and Poliske; 553 settlements remain without electricity supply; • in the Sumy region , according to the Cabinet of Ministers, the supply of over 27,000 consumers was restored; • in Kharkiv , during the day the supply of more than 25,000 consumers was restored ; • in the Chernihiv region, according to the head of the regional military administration, there is no electricity supply in almost all of Chernihiv; ; • in the Zhytomyr region , the supply was restored in Korosten and some villages, repair works continue in the surrounding settlements; • in the Kherson region , restoration of supply continue in the cities of Kherson, Nova Kakhovka, Oleshky, and Henichesk. Due to active hostilities, the settlements of the Bilozerkа community remain without electricity.
