Our vision is to be the leading maritime charity for youth development and lifelong learning. Specifically for Sea Cadets the charity works across the country to give youngsters some balance in their life. With 160 years experience, we’re helping teenagers from all backgrounds, every week via a network of 9,000 volunteers through 400 units, some in the hardest hit regions of Britain, to launch well for life. Our close links with the Royal Navy, their traditions and ethos inform much of the nautical activity. The charity helps them cope better, enjoy what life brings and encourage new ways of thinking and acting. Through a range of different adventures on land and on the water the charity offers a chance to learn from one another, build skills, resilience and self-belief through adventure, discipline and developing a sense of family and purpose often lacking in their home lives. The Marine Society has a long history of supporting the maritime sector and is one of the country’s oldest charities – established in 1756. It supports all seafarers through distance learning programmes, making study available via distance learning which can enhance their careers and personal development. It offers a range of scholarships to support that self- improvement. The charity also provides libraries to ships and installations, supporting crew well being and professional development through a variety of titles. CONTEXT The Marine Society & Sea Cadets (MSSC) is a vibrant and growing charity delivering life changing nautical adventure for young people through the Sea Cadets to give them the best possible head start in life. We also provide personal and professional development opportunities for seafarers with the Marine Society. Working with our staff, cadets and volunteers, we have built a vision and five-year strategy to take us forward and further improve the astounding contribution already made through our work to the lives of thousands of young people and seafarers, while fully supporting our volunteers who are vital to our success. OUR VALUES Respect, Loyalty, Self-Discipline, Commitment, Courage, Honesty & Integrity ROLE DETAIL The Head of Safety, Health & Environment (HoSHE) is a full time employee of MSSC reporting to the Director of Young People, Volunteer & Business Support (DYPVBS) and is ultimately accountable to the Chief Executive Officer (CEO). The post holder is the line manager for the Deputy Head of Safety, Health & Environment (DHoSHE) and both directly and indirectly through the DHoSHE line manager for the Safety & Assurance Officers (SAO). In addition through the DHoSHE, the HoSHE will also be responsible for the Weapons Assurance Assistants (WAAs) working across the UK. The role is based at the National Support Centre but will require travel to other MSSC and Sea Cadet facilities, mostly within the UK, and occasional work at evenings and weekends in order to fulfil its responsibilities. Due to the nature of the work, this post is exempt from the provisions of the Rehabilitation of Offenders Act 1974 and the post holder will be required to undergo a Disclosure and Barring Service Check. This appointment is made under Regulation 7 of the Management of Health and Safety at Work Regulations 1999 in so far as it satisfies the requirement for the company to appoint one or more competent persons to assist the employer to meet health and safety duties placed on the employer. PURPOSE OF THE ROLE The role is to lead on the safety, health, and environmental functions across all MSSC sites, facilities and activities while supporting the delivery of MSSC’s strategic goals. This includes the safety of employees, volunteers, cadets, visitors, any members of the public who could be affected by MSSC activities, and of all those who partake in the activities of the charity and the Sea Cadets or use its services. The role also leads on the development, implementation and continuous improvement of a Safety and Environmental Management System (SEMS) across the whole of MSSC to ensure safe practice across the organisation. The role has line management responsibility for the Deputy Head of Safety, Health & Environment (DHoSHE) and the Safety & Assurance Officers. In addition the role will be responsible, through the DHoSHE for the Weapons Assurance Assistants (WAAs). The Head of Health & Safety is authorised to give advice and support and to conduct investigations, audits, inspections and assessments related to, safety, health and environment. The post is authorised to bring to a halt any process or activity that may endanger employees, volunteers or others in liaison with a Director or CEO. KEY RESPONSIBLITIES The following is a list of the principal tasks of the HoSHE and is not intended to be an exhaustive list: 1. General: a) Manage all safety, health and environmental issues within the MSSC, working closely with the Director of Young People, Volunteer & Business Support and other members of the senior management team, the area, offshore, training and other teams as appropriate. b) To liaise closely with the Head of Inshore Boating and the Staff Royal Marines Officer with regard to safety, health and environmental issues relating to boating and weapons / ammunition respectively c) Develop, implement, maintain and co-ordinate all relevant safety, health and environmental policies and documentation to ensure the safe operation within MSSC and ensuring appropriate processes are in place and embedded. d) Work with operational groups (area offices, training, offshore, training centres, boat stations) to engage in the planning and execution of quality improvements, working as project manager, trainer and facilitator to ensure progress towards these improvements. e) Work with the Director of Young People, Volunteer & Business Support to coordinate and lead meetings of the Health & Safety Steering Group, in particular ensuring that agreed actions are followed up and reported as necessary. 2. Line Management: a) To directly line manage the Deputy Head of Safety, Health & Environment and the team of Safety & Assurance Officers (SAOs) covering the south of the UK. b) To be responsible for and support the Deputy Head of Safety, Health & Environment with the line management of the team of Safety & Assurance Officers covering the north of the UK and the Weapons Assurance Assistants (WAAs) operating across the UK. 3. Compliance with legal obligations: a) Monitor changes to legislation and advise CEO and Trustees of their impact on the MSSC and any required actions and/or policy changes. b) Oversee, monitor and develop the risk assessment process; where necessary carry out risk assessments and consider how risks could be reduced, mitigated and managed and upskill others to ensure appropriate assessments are completed c) Outline safe operational procedures which identify and take account of all relevant hazards. d) To ensure that an appropriate assurance mechanism is developed and consistently applied for Sea Cadet Units and across all areas of the MSSC’s operation. 4. Provision of advice and support: a) Provide advice to the CEO Senior Management Team, Trustees, NSC, Offshore, training centres, Areas and others on issues of safety, health and the environment and act as the focal point for safety, health and the environment across all areas of the MSSC. 5. Audit, review and incident investigation and prevention: a) Report and analyse safety data and identifying trends or issues. b) Advise on and where required conduct assurance audits of safety, health and environmental management practise in Units, training centres, offshore and at other establishments, events or activities of the organisation. c) Coordinate and assist with investigations into incidents, throughout the MSSC. d) Ensure that incidents that meet the RIDDOR requirements are reported to the authorities e) Review and plan and implement improvements on the basis of incident investigation panel recommendations. 6. Representation and communication: a) Liaise with relevant authorities to ensure we meet the required safety and environmental standards. b) Represent the MSSC at the Cadet Safety Working Group meetings and at and other meetings where safety and/or environmental protection is a core matter. c) Produce management reports and present to Trustees on matters relating to health, safety and the environment. 7. Training: a) To liaise with HR to ensure all employees receive adequate safety training. b) To advise on the health and safety aspects of volunteer and employee training courses and provision of learning material and study support. c) Ensure that the DHoSHE and the SAOs receive the training and mentoring necessary and appropriate for their role. OTHER DUTIES In order to deliver services effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, should not normally exceed those expected of an employee at that level. As part of the initial induction in order to get to know the Sea Cadets, the post holder will be encouraged to assist as a volunteer with evening activities within a local unit (details to be agreed) for a period of one month within the first year of employment. Have IOSH Chartered status or hold NEBOSH Diploma or equivalent Hold a formal qualification in Health & Safety (NEBOSH Certificate or higher). Any other such occasional hours as the role demands.
