Russian War Against Ukraine: Energy Dimension DiXi Group alert (status as of 11:00, March 4) SET A2/AD AND NO-FLY ZONES OVER UKRAINE’S NUCLEAR FACILITIES! #StopRussianAggression #StandWithUkraine On the 8th day of the Russian war against Ukraine, the threat around the nuclear power plants transformed into a real danger. The Zaporizhzhia NPP was attacked and seized. Emergency units could not extinguish the large scale fire at the NPP site. The personnel of the plant continues to work despite the nulcear terrorism they are in the middle of. As Ukraine’s Ministry of Foreign Affairs stressed, with its military attack on the nuclear facility Russia breached all international agreements in the IAEA framework, the Treaty on the Non-proliferation of Nuclear Weapons, as well as the International Convention for the Suppression of Acts of Nuclear Terrorism. The President Volodymyr Zelenskyi urged again the allies to close the sky over Ukraine. Ukraine has earlier addressed the IAEA demanding to address NATO on establishing the А2/АD zone, given the risks and geography of the NPP locations. The enemy also continues the destruction of critical infrastructure facilities , putting the situation in some cities on the level of humanitarian disaster. In particular, CHP is the town of Okhtyrka was destroyed. Gas supply to Toretsk and Severodonetsk has been suspended, there is no mobile communication, electricity, water supply, and heating in Mariupol. The residents of Izyum district in the Kharkiv region are left without gas and heat supply. In such extraordinary circumstances the Ukrainian government temporarily banned natural gas exports. Power system operation : As of 12:00, March 4, Ukraine’s power sys tem operates stably in an autonomous (isolated) mode. The network frequency is maintained at 50 Hz. The power system is still capable to provide electricity for all consumer groups, incl. the military, with no forced shutdowns to reduce consumption The maximum electricity consumption level on March 3, 10:30, amounts to 14.1 GW, which is slightly lower compa red to the previous day ( - 0.7%). As of March 3, 21:00, all NPPs operated in a standard mode with a total capacity of 7.1 - 7.2 GW. However, the situation may worsen notably given the capture of Zaporizhzhia NPP by Russian forces. Currently, under the control of the NPP personnel, only 1 of 6 units operates and produces electricity, while the other five units turned to safeguard mode and switched off the grid. At the same time, no TPPs’ units are under emergency repair. Radiation safety : On March 4, 7:00, the Zaporizhzhia Regional Center for Disease Control and Prevention of the Ministry of Health conducted scheduled monitoring , which confirmed that the radiation levels do not exceed the natural background in this area (9 - 16 μR/h) and currently does not pose a threat to life and public health. However, the capture of the Zaporizhzhia NPP by Russian troops poses enormous risks to the nuclear and radiation safety of Ukraine and the whole Europe . At the same time, the IAEA Director General Rafael Mariano Grossi, after Ukraine reported on the shelling and fire at the Zaporizhzhia NPP on the night of March 4, appealed for stopping the fire and warned of severe danger if any reactors were attacked. Besides, the IAEA is putting its Incident and Emergency Centre (IEC) in full response mode. Attacks: Zaporizhzhia NPP The Russian military forces shelled the Zaporizhzhia Nuclear Power Plant site, causing a fire and damaging the station buildings. As of the morning of March 4, the fire was eliminated and the NPP personnel were allowed to the facilities. However, the NPP site, in particular the administrative building and the entrance, are captured and controlled by Russian in vaders. As of 08:00 am on March 4, only unit 4 is in operation (power capacity 690 MW), unit 1 is still in planned preventive maintenance, units 2, 3, 5 and 6 are d isconnected from the network and being cooled. According to the Ministry of Foreign Affairs of Ukraine , the loss of the possibility of cooling nuclear fuel can lead to radioactive contamination of large territories and have irreve rsible consequences for the European environment. In addition to the six units at the Zaporizhzhia NPP site, there is also a storage facility for spent nuclear fuel, its damage can also lead to radioactive emission. Okhtyrska CHP (Sumy region) During the aerial bombardment, a Russian fighter aircraft destroyed the Okhtyrska Combined Heat and Power Plant, completely destroying the engine room. The city of Okhtyrka has been left without electricity, heating and hot water supply, reported Dmytro Zhyvytskyi, Sumy Regional State Administration Head. In general, 40 localities remain without electricity in the Sumy region. Kharkiv region The enemy is purposefully destroying the Kharkiv region: it is shelling substations, boilers and resi dential houses. Explosions in cities are heard every minute, informed Ihor Terekhov, the Kharkiv city Mayor. According to data of Kharkivmiskgaz, as of 23:00 on March 3, during hostile bombardments more than 100 gas pipeline s on residential buildings were damaged, about 9,000 households left without gas supply. Luhans k region The Russians continue to shell the city of Severodonetsk, mostly residential buildings and infrastructure. Accord ing to the Luhansk Regional State Administration Head Serhiy Haidai , 56 residential houses, transformer substations and a road bridge were damaged in the city. Due to damage to the engineering communications, gas supply to the city of Severodonetsk was stopped, and more than 50,000 consumers of the Luhansk region were left without electricity Donetsk region The disastrous humanitarian situation remains in the localities of the Donetsk region. According to the Donetsk Regional State Administration Head Pavlo Kyrylenko , in the city of Mariupol there is no mobile communications, electricity, water, and heating. In the city of Toretsk, shelling by the Grad systems damaged power line and disconnected two gas distribution stations. All 19 municipal boilers were left without gas, leaving without heating 400 houses (over 15,000 people), 17 schools and pre - school institutions, and 10 healt h - care facilities. Countermeasures of Ukrainian companies and public authorities: The Ministry of Energy of Ukraine has adopted a decree, which provides an interim ban on natural gas exports from the territory of Ukraine, including gas in Ukrainian storages in ‘customs warehouse’ mode. At the same time, gas distribution system operators emphasize that, in case of air attack, consumers should not turn off the crane of condominium’s entry standpipe, as it bears the risk of emergency. If there are risks of bombings, one should turn all utilities’ systems only within his or her apartment. Disruption of supply: Gas The most complicated situation with gas supply is recorded in the Donetsk, Chernihiv, Zaporizhzhia, Kharkiv and Luhansk regions. In the Kharkiv region, on March 3, gas supply was restored for 400 households. Meanwhile, in the Izyum district, where 12,000 consumers have no access to gas, repair works are impossible due to hostilities. In the city of Kharkiv, 100 gas pipelines on residential buildings are damaged resulting in 9,000 families without gas. At the same time, DSO employees restored gas supply to 1,000 consumers. The situation has deteriorated significantly in the Donetsk region , particularly in the city of Toretsk, where 2 gas distributing stations (GDS) were disconnected. As a result, 61 multi-apartment (1265 consumers) and 369 private houses are without gas. Gas supply is disrupted for 19 city boilers. In general, as of morning March 4, at least 10 localities in the Donetsk region have no access to gas. In the Luhansk region , on March 3, 10:45, 4 localities, including the city of Severodonetsk, were left without gas as a result of damaging gas pipeline. DSO employees are trying to promptly restore gas supply. In the Chernihiv region , 13 incidents of gas pipeline damage were reported as well as 18 cases of damaging gas supply systems in residential housing. Currently 6,800 consumers are without gas. In the Zaporizhzhia region the situation remains unclear, 1,500 households have no access to gas due to hostilities. In the Sumy region , the situation is somewhat better: gas supply has been restored to 145 consumers, while 414 households are still without gas. Electricity The damage to electricity infrastructure took place along the entire front line. The Sumy region suffered the most, as a result of air strike the operation of the CHP in Okhtyrka was stopped; the whole city was left without electricity and heating. In addition, large-scale power supply disconnections occured: in the Kherson region , 47 settlements were offline, 11 partially; during the day it was possible to resume supply for 8 settlements in the Sumy region , 40 settlements were cut off electricity supply, incl. 4 partially, work is underway to resume supply to critical infrastructure facilities; in the Kyiv region, according to DTEK, as of March 4, 437 settlements were without electricity (over 107,000 consumers), but the company managed to restore supply to 10,500 customers in Gostomel and part of Bucha, as well as 5,000 residents of Byshiv and Gorenychi; in the Luhansk region , 472 substations (50,900 consumers) remain offline, 28 settlements disconnected from electricity supply, 20 partially.
