Last week (10/18), in Prescott Valley they were surveilling the entire city grounds where the Ballot Box is located, even though the police station is on the same grounds. I was not attempting to cast a ballot on the day I was surveilled and photographed with a long ‐ range lense ( it may have been video) while near the library ( not the ballot box). In fact, I was very far away from the Ballot Box separated by two green fields and a stage. I even had a dog with me because I was walking my dog, as I do there several times per week. There is a ballot box on the grounds, far, far removed from where I was surveilled and photographed. Is this an event I should detail and report? Again , I was not voting that day and now absolutely refuse to use the ballot box at that location after that experience Incident detailed below if you are interested in further information. Again, since I was not attempting to vote that day I am not certain if I should make a formal report. As a resident of Prescott Valley that has frequented the Prescott Valley City Center to walk my dog several times a week for the past year ( where the mayor's office, city court, police station , etc) and one ballot box is located, I can tell you from my personal first ‐ hand experience they were/(are?) surveilling and taking pictures of the entire civic center area and even have a crew with long range cameras taking pictures of people at a significant distance from the drop boxes. I have never once been close to the drop boxes , but I have been surveilled, recorded and have had my photo taken many times on 10/18 when I attempted to walk my dog on the grounds closest to the library. Again, I have been no where near the drop boxes on any occasion. The drop box is located in a drive up location in the parking lot in direct view of the Police Station. There is no way the city is unaware of this, they are allowing them to park and hide on city property. The picture below was taken at approx 8:10 A.M. on 10/18. The vehicle is parked in the area for the library drop box (very far removed from the ballot box ). The two young male individuals that had their car parked in view of the city buildings ( large buildings in the background), crouched next to the building, taking long ‐ range photos and surveilling individuals from a vantage point ( unable to be seen in the photo) that oversees the entire City Center green. Again, this area is nowhere close to a drop box. The ballot box is not even on the Civic Center Greens; it is removed and placed in a drive ‐ up location in direct view of the police station. Prior to the event on 10/18, I had seen ' patriots' several times before in addition to " teams' they have walking the civic center grounds recording and intimidating people (again NO where near the drop box). They are not wearing tactical gear After my photo was taken, I walked over and stood outside the police station ( on the Civic Center grounds) and attempted to get an officer's attention to report it by waving in direct view of the doors and cameras. I could not enter the building with my dog. No officer came out and I was recorded, surveilled and followed while/ after doing this also (again no where near the ballot box) by an individual walking around with his dogs recording me on his cell phone. I did not follow up with a complaint with the prescott valley PD, there is no way they are unaware of what is happening. 2 These people were/(are?) surveilling, intimidating and taking photos of everyone at the civic center ‐‐ not just people visiting the drop box. I have been back there once since the incident to walk my dog and they are not as obvious about it anymore; However when I have approached the large green lawn closest to the ballot box ( a normal part on my walk), a city maintenance vehicle ( a small golf cart ) has rushed over to the area placing themselves between the green and the ballot box and just sat there. There was no maintenance happening, other than maintaining a view of my dog and I. They left when I left. Indeed it could be a coincidence, but it is worth noting. Please advise me if this is an incident that should be formally reported, I'm uncertain due to the fact that I was not actually attempting to vote that day ‐‐ however, I will say that due to this incident I did have to make the decision to drive to the post office to drop off my ballot for safety's sake. I've included a map of the facility to help explain. The vehicle was parked on the south side of the building in one of the spots circled in red. The drop box is on that south east corner of the building so the vehicle was parked close by, facing the drop box. I had parked on the east side of the building also facing north, which is why I thought it was strange the visor in the maroon vehicle was down... The sun was not bright or low on the horizon, and we were facing north. The visor, location of the vehicle, and the fact it was running is what called my attention to look closer. Th e other thing is that there are two temporary solar powered sets of cameras installed for the drop box. One in front of the east side of the courthouse, and one close to the area that I circled in blue. I thought I'd mention this in case someone needed security footage to show how long the vehicle was there and that the person just sat there without business in the building.
